PURPOSE: To consider awarding a bid for the purchase of Applications
Software and Hardware for the Orange County Sheriff.
BACKGROUND: Funds have been allocated in this years CIP for the purchase of
Applications Software and Hardware. Further, additional funds
have been requested in next year' s CIP for the purchase of
additional workstations, an imaging system and other equipment.
Orange County' s needs were identified and specifications were
developed. Request for Proposals were sent to eighteen vendors
with three vendors responding. A tabulation of the proposals is
attached. Visions Software Incorporated of Wilmington North
Carolina submitted the lowest responsible proposal at a total
system cost of $107,015. All prices will be in effect until
after the 1995-96 CIP is in place. Orange County will only
issue Purchase Orders for amounts that do not exceed existing
budget amounts.
The hardware and software will provide a self-supporting records
management system that will provide base management (Incident,
Arrest, Stolen Property, DCI Reporting, Warrant & Subpoena
Tracking, Civil Process Management, Pistol Permits,
Administration/Personnel, Training, Work Hours, & Equipment
Management, Evidence & Property Management, Jail & Inmate
Management, Narcotics & Intelligence File. The system will also
allow for the storage of mugshots as well as the transfer of
data from 911. It will also free space on the County' s
mainframe computer where some of this information is presently
being stored.
RECOMMENDATION: The Manager recommends award of the bid to Visions Software
Incorporated of Wilmington North Carolina. And authorize the
purchase of the remainder of the equipment if the funds are
allocated in the 1995-96 CIP.
