PURPOSE: To approve the 2008 SAPFOTAC Report related to various aspects of Orange
County Schools (OCS) and Chapel Hill-Carrboro City Schools (CHCCS); as outlined in the draft
Annual Report of the SAPFO Technical Advisory Committee (SAPFOTAC) and the incorporated
forms.
BACKGROUND: At the December 11, 2007 Board of County Commissioners' meeting, the
Board approved the November 15, 2007 actual membership and capacity numbers for both
Orange County Schools (OCS) and Chapel Hill-Carrboro City Schools (CHCCS). Additional
approvals/certifications, as outlined in the table below, are required by the SAPFO partners
MOUs (Memorandum of Understanding).
At the May 1, 2008 BOCC meeting, the Board received for review the draft 2008 SAPFOTAC
report. The draft report was also posted on the Orange County Planning Department's web site.
A letter and the Executive Summary of the report was sent to all SAPFO partners on May 5,
2008 advising them of the availability of the draft report and inviting comment. Comments were
requested for submission prior to May 30, 2008. No comments have been received, but staff
did receive official notification that the Chapel Hill Town Council formally received the report at
its May 19, 2008 regular meeting.
The May 1, 2008 abstract incorrectly stated that membership growth at the Middle School level
in OCS was 57 students this year; the actual growth was 61 students.
The exact pages of the 2008 SAPFOTAC report that the BOCC will be acknowledging and
certifying are listed below. The context (i.e.: definitions and standards) of the various SAPFO
elements precedes the data to be certified and is within the full report.

FINANCIAL IMPACT: CHCCS have projected capital facility construction needs as follows:

New Middle School #5 in 2013-2014
Expanded High School in 2015-2016
OCS is not expected to have new school construction needs in the 10-year planning period, but
approved development within the Orange County portion of the City of Mebane may impact
future projections and needs.
RECOMMENDATION(S): The Manager recommends that the Board approve the 2008
SAPFOTAC Annual Report as specified in the report certification summary table herein.
