PURPOSE: To consider accepting a$2,500 CLG Survey and Planning Grant from the State
Historic Preservation Office.
BACKGROUND: At its January 17, 1995 meeting, the Board of Commissioners approved the
approach proposed for preparation of a design guidebook for open space
development(see attached project abstract).The Board also authorized the Chair
to sign a letter of support for inclusion in the grant application to be submitted
by the N.C. Association of County Commissioners.
The Planning Director was notified on March 17, 1995 that Orange County had
been awarded a CLG Survey & Planning Grant for a portion of its share of the
total project cost-$2,500.The County's remaining share involves in-kind services
and would be covered through the Planning Department's annual budget
appropriation. To receive the grant,the County must sign the attached Subgrant
Agreement and provide certification of matching funds.This must be accomplished
by April 15, 1995.
RECOMMENDATION: The Administration recommends that the County Manager be authorized
to sign the Subgrant Agreement and provide certification of matching
funds.

Dear Mr. Collins:
I am pleased to inform you that your application for a 1995 Certified Local Government
(CLG) grant is one of fourteen selected for funding from among twenty-two proposals. Grant
funds are made available to the State Historic Preservation Office, Division of Archives and
History, from the Historic Preservation Fund (HPF) administered by the National Park
Service, U.S. Department of the Interior.
This year approximately $72,000 will be awarded to county and municipal governments
participating in the CLG program. Funding is targeted for archaeology, restoration,
architectural survey and manuscript preparation, preservation planning, design guidelines, and
nominations to the National Register of Historic Places.
The CLG grant award to Orange County is part of a total of$7500 in federal grant funds
awarded for the Open Space Development Design Guidebook a project referred to in this
office as the "APES Open Space Plan." In order to allow for full funding of the project part of
the grant award ($2500) will come from funds reserved for Certified Local Governments
(CLG) and the remainder ($5000) will come from non-CLG grant funds.
The requirements associated with the CLG program specify that CLG grant awards must be
awarded and paid directly to the local government eligible to receive CLG money. Therefore,
the grant award of$2500, highlighted above, refers only to the case study in Orange County,
an activity which must be clearly distinguished from the studies in Craven and Currituck
Counties, funded with non-CLG grant money.
The enclosed Grant Project Outline will provide a brief summary of anticipated activities and
costs related only to the Orange County portion of the APES Open Space Plan. (A Grant
Project Outline for the other portion of the project funded by a non-CLG grant to the N.C.
Association of County Commissioners is also enclosed for your reference.)
Initially, the enclosed budget will serve as an estimate of project costs. Later, if necessary, it
can be tailored to reflect actual costs. A minimum of$4200 in total project costs will qualify
Orange County for the $2500 in CLG funds reserved for the study of the inland portion of the
headwaters of the Neuse River Drainage Basin.

PROJECT DESCRIPTION
A design guidebook for open space development techniques that protect historic
and natural resources will be prepared, using the model developed by Randall
Arendt. Three areas containing valued historic, archaeological, and natural
features in the Albemarle-Pamlico watershed will be used as case studies--one
each in Craven County, Currituck County, and grange County. The three case
studies will illustrate how the cluster development approach can be used to
enable economic development and growth at full density levels while protecting
and preserving natural and cultural resources. The study will result in a
camera-ready document and a floppy disk for each of the three counties, the
grantor, the grantee, and APES. This project outline applies project
activities that will take place in Orange County (CLG) . The activities that
will take place in Craven and Currituck Counties (non-CLGs) are summarized
under a separate project outline.

SUBGRANT AGREEMENT
This Subgrant Agreement is entered into this 17th day of March, 1995 by the State Historic
Preservation Office (HPO), hereafter known as the HPO, Orange County, Subgrantee, for and
in consideration of a federal grant in the amount of$2,500, for the purpose of preparing the
Orange County component of a design guidebook for open space development techniques in
the Albemarle-Pamlico Watershed. The project must be completed no later than
September 30, 1996.
SUBGRANTEE STANDARDS: The Subgrantee agrees to: have a satisfactory record of
performance; comply with the required completion schedule for the project; conform with
debarment requirements; and be otherwise qualified and eligible to receive a grant award under
applicable laws and regulations.
AGREEMENT: The Subgrantee agrees to match the grant with funds or services from
nonfederal sources within the grant period, to use grant and matching funds or services for the
purpose specified above, and to furnish such reports and documentation, financial or
otherwise, as may be specified by the HPO. Project activities shall be performed according to
the Secretary of the Interior's Standards for Archaeology and Historic Preservation,
under the guidelines and professional supervision of the HPO.
APPENDIX FOR SUBGRANT AGREEMENT'S: The Subgrantee agrees to the stipulations
contained in the attached "Appendix for Subgrant Agreements". The Appendix shall be
attached to all contracts involving project activities.
PAYMENT OF GRANT FUNDS: The HPO agrees to reimburse the Subgrantee up to 60%
of all expenditures for the project as described. Upon request the HPO may advance the
Subgrantee up to 25% of the HPO's share of the project cost. After satisfactory
documentation of this advance, including at least 40% matching share, additional advances
may be requested. Final payment of grant funds will be paid only after satisfactory project
completion.

1. By signing and submitting this propos. , the prospective primary participant is
providing the certification set out below.
2. The inability of a person to provide the certification required below will not
necessarily result in denial of participation in this covered transaction. The
prospective participant shall submit an explanation of why it cannot provide the
certification set out below. The certification or explanation will be considered in
connection with the department or agency's determination whether to enter into this
transaction. However, failure of the prospective primary participant to furnish a
certification or an explanation shall disqualify such a person from participation in

3. The certification in this clause is a material representation of fact upon which

III.ABSTRACT OF PROPOSED PROJECT 10
Introduction.The N.C.Association of County Commissioners is the official voice of the state's 100 counties.
It is a voluntary organization created to represent the interests and concerns of county government.Through
policies established at statewide meetings, the Board of Directors, and committees, the counties themselves
determine the direction that the Association takes in carrying out its mission to improve the ability of counties
to provide services in North Carolina.
This application is submitted by the Association on behalf of Currituck, Craven, and Orange counties. The
Association is requesting a total of$7,500 in planning and survey funds or$2,500 for each county to assist in
the preparation of the Open Space Development Design Guidebook described in this application.Currituck and
Craven counties are not Certified Local Governments (CLGs). Orange County is a CLG, having been certified
on April 13, 1993.
Background.In the Fall of 1993,the Orange County Board of Commissioners adopted a resolution supporting
the goals and objectives of the Comprehensive Conservation& Management Plan (CCMP) of the Albemarle-
Pamlico Estuarine Study. APES is a component of the National Estuary Program, a U.S. Environmental
Protection Agency effort that supports research and management strategies to restore the health of the
country's estuarine systems. In total area, the Albemarle-Pamlico Estuary is second only to the Chesapeake
Bay, and encompasses five (5) major river basins in eastern North Carolina and Virginia. During the course
of reviewing the CCMP, the Orange County staff was struck by the consistency between the goals and
objectives of the CCMP and the adopted goals of the Orange County Board of Commissioners regarding rural
character preservation, particularly the promotion of local and regional planning that protects cultural and
environmental resources and allows for economic growth.
Coincidental to the adoption of the resolution of support, the Orange County Planning Director was asked by
Mr. Randall Arendt of the Natural Lands Trust in Media,Pennsylvania to review and comment on a draft of
an open space development design guidebook prepared for the Sussex County,Delaware Conservation District.
From the review of the design guidebook emerged the proposal outlined below.
Project Proposal.Simply stated, the proposal suggests that the Natural Lands Trust; e.g.,Randall Arendt,
be employed to prepare a design guidebook for open space development using three counties as case studies
in the Albemarle-Pamlico Watershed. The proposal is unique in the sense that it seeks to link different fields
of interest,natural resource and historic preservation,through a common method of preserving such resources
-open space or cluster design.It is also unique in that it will involve the cooperative efforts of federal and state
agencies, as well as three local governments and their statewide association in working cooperatively and
collectively to produce a document which could benefit the 34 counties located in the Albemarle-Pamlico
Watershed in North Carolina and have transferability to all 100 counties in the state. The design guidebook
would be organized similar to the Sussex County study, and an outline of the proposed guidebook is included 11
as Attachment F.
Mr.Arendt has been chosen as consultant for the project because of his national reputation in the field of open
space planning. Evidence of his work may be found in the following publications:
• Dealing with Change in the Connecticut River Valley (Center for Rural Massachusetts)
• Rural By Design (American Planning Association)
• Designing Open Space Subdivisions (Natural Lands Trust)
Because of Mr. Arendt's expertise, and because this proposal is modeled on his work in another jurisdiction,
his involvement would be more cost effective than seeking the services of another consultant.
A summary of the proposed project and expected products is provided below.
• One study is to be prepared using three counties as case studies. Counties have been selected basdd
on willingness to participate as well as location in the Albemarle-Pamilco Estuarine Region. Counties
and the rationale for selection include:
Currituck County A coastal county, located in the Currituck Sound Drainage Basin in
the extreme northeast corner of the state (see Attachment C).
Craven County A coastal county, located in the Neuse River Drainage Basin on the
Neuse River just before it enters the Pamlico Sound(see Attachment
D).
Orange County An inland county, located in the headwaters of the Neuse Riuer
Drainage Basin in the north central portion of the state (see
Attachment E).
A map depicting the major river basins and constituent counties of the Albemarle-Pamlico Watershed
is provided as Attachment B.
• For each county,an area containing valued cultural and natural features has been selected to illustrate
how the cluster development approach would be used to preserve the features. The case study sites
are summarized in Attachments C through E. The actual case studies would include narrative
descriptions as well as site plans and birds-eye perspectives showing the existing site, features to be
preserved,the site developed as a conventional subdivision,and the site developed using an open space
or cluster design approach.Samples of a birds-eye perspective and a site analysis showing development
potential are provided in Attachment F.
• In terms of products, the following are proposed:
o The study, including one copy-ready document for each of the three counties and the following
agencies:
-Albemarle-Pamlico Estuarine Study (APES) 12
- State Historic Preservation Office (SHPO)
-N.C. Association of County Commissioners (NCACC)
o - A floppy disc (containing the study text) for each of the three counties, APES, SHPO, and
NCACC.
The-purpose of providing one copy-ready document is to reduce the consultant's expense and allow
each agency or local government to bear the cost of printing as many copies as it feels warranted.The
purpose of the floppy disc is to allow each pilot county to use it to prepare a specific design guidebook
for its jurisdiction,including local case studies and implementing ordinances.On January 24, 1995,the
N.C. Association of County Commissioners Board of Directors authorized its staff to handle printing
additional copies of the guidebook.
• The start-up period would coincide generally with the 1995 Survey&Planning Grant cycle of the State
Historic Preservation Office as follows:
- Grant application deadline January 31, 1995
- Grant award announcements April, 1995
-Project start-up May, 1995
-Project completion deadline September 30, 1996
The consultant has indicated that commencement of the project in May 1995 is satisfactory.
• In terms of project cost, the Budget included on Page Two is based on cost data provided by the
consultant. He has indicated that the costs would still be valid given a May 1995 start-up date.
• In terms of project funding, the following arrangement is proposed-
0 The total budget is $40,000: $27,500 cash, and$12,580 in-kind services.
o $20,000 is available through the APES Program of the N.C.Department of Environment,
Health,and Natural Resources.These funds are contained in the current APES work plan
and are earmarked for this project. Funding authorization was approved subsequent to
submission of this proposal to the Secretary of NCDEHNR and an APES project selection
committee. It was during this process that the NCACC became involved by virtue of its
role as an active participant in the preparation of the Comprehensive Conservation &
Management Plan.
o The difference is proposed to be made up in part through this Survey and Planning Grant
application. As noted previously, a total of$7,500 is requested by the N.C.Association of
County Commissioners on behalf of the three participating counties. Orange County is a
CLG or Certified Local Government for historic preservation purposes, and it would be
requesting $2,500 from CLG grant funds. Currituck and Craven counties would be
requesting$2,500 each from funds earmarked for non-CLG jurisdictions.
o The remaining funding needed is principally for intern and GIS assistance in compiling and
forwarding data to the consultant. Funding for this purpose as well as time and travel
expenses by the Project Coordinators (see Attachment A) would be provided through in- 13
kind assistance.
•
In terms of project administration, particularly the disbursement of funds from multiple sources,
the N.C. Association of County Commissioners has indicated it would be responsible for project
oversight.Specifically,on January 24, 1995,the Association Board of Directors authorized its staff
to act as grantees for the project. Because of the multi jurisdictional nature of the project,
coordinators are also proposed from each county as well as the APES office. An additional
coordinator from the State Historic Preservation Office could also be designated.
• The Association of County Commissioners has expressed interest in having a session at its annual
convention at which the consultant and representatives from the three pilot counties and the State
agencies would present the study.Similar arrangements could be made in association with historic
preservation and planning conferences. (The cost of travel associated with such events is not part
of the project budget and would be dealt with separately by individual organizations or agencies.)

LOCATION:The site is located on Tulls Creek Road,a local collector street,and is located.17 miles north
of N.C. 168, the major north/south corridor leading to the outer banks.The property is approximately 12-
14 miles from the proposed mid-sound bridge leading to the Currituck Outer Banks and 30 miles from the
existing Wright Memorial Bridge connecting Currituck and Dare counties. Approximately 13 miles north
of this site is the Virginia/North Carolina border.
SITE DESCRIPTION: The proposed case study site contains 141 acres and has over 1,400 feet of
frontage along the Currituck Sound. Approximately 110 acres of the property is being farmed. On the
northwest corner of the property is a 25-acre wooded area containing some wetlands. On the southeast
corner of the lot is a small creek surrounded by woodlands within a wetland area
MI ERITS OF LOCATION:Division of Archives and History representatives have identified this property
as having a high probability for containing an archaeological site. Furthermore, the project site is in an
environmentally sensitive area due to the frontage on the Currituck Sound and the presence of
wetlands/woodlands.
Development potential of the tract is extremely high due to the sound frontage and the close proximity
to the Norfolk/Hampton Roads Area and the Outer Banks. Currituck County is currently reviewing
development plans for nearly 800 residential lots between the Virginia state line and the village of
Currituck. It is likely that development of this property will occur within the next several years.

LOCATION: The site is located on State Road 1401, approximately 1.5 miles north of N.C. 55, a major
east/west corridor linking New Bern with Kinston to the west and Pamli co Sound communities such as
Oriental to the east.The property is approximately 3.0 miles northeast of New Bern,and State Road 1401
is often used as an alternate route to Washington and Greenville via U.S. Highway 17 to the north.
SITE DESCRIPTION: The proposed case study site has not been defined precisely. However, the
nucleus of study site will be an eight-acre tract containing Bellair, a stylish brick plantation home of
academic Georgian design constructed in the late 18th century. The land behind the home borders a
significant wetland area adjacent to Bachelor Creek and the Neuse River.Across State Road 1401 from
the home are open vistas and farm land.In defining the study site, consideration will be given to tax map
data and historical information on acreage associated with the plantation,especially the area which conveys
a sense of the plantation's agrarian heritage and supports important views of the site.
MERITS OF LOCATION- A Division of Archives and History representative has identified the presence
of a structure nominated to the National Register of Historic Places which contributes to its significance
as does an early 20th century Gothic Revival church, e.g., the Beech Grove United Methodist Church.
Furthermore, the project site is in an environmentally sensitive area due to its proximity-to large wetland -
expanses along Bachelor Creek and the Neuse River.
Development potential of the tract appears to be high as evidenced by a contemporary housing project on
one side of the site and a mobile home park on the other.These projects already encroach on the historic
and environmental landscape.

LOCATION: The site is located on Halls Mill Road, a rural country road, approximately 2.5 miles west
of N.C.Highway 86,a major north/south corridor extending between I-40 and I-85,and Danville,Virginia
The site is approximately four miles north of Hillsborough, the county seat as well as a historical
community of local and state significance. Hillsborough was founded in 1754 where an old trading path
crossed the Eno River, and the downtown area and surrounding residential neighborhoods have been
included in a historic district located where the original town was founded.
SITE DESCRIPTION: The proposed case study site contains 229 acres and has over 8,000 feet of
frontage along the Eno River, a tributary of the Neuse River. The northern portion of the site is
characterized by a mix (50/50) of pine and hardwood forests, and farm fields. To the south, the property
consists almost entirely of hardwood forest. The area along the river is characterized by steep slopes, a
floodplain varying from 100-400 feet in width, and a wildlife corridor identified in the local Inventory of
Natural Areas and Wildlife Habitats.
MERITS OF LOCATION: Division of Archives and History representatives have noted the presence of
"Little Ayr Mount" or "Halls Mill Inn", ca. 1830, a Federal Style brick home under study by the N.C.
Historic Commission for inclusion on the National Register of Historic Places. Furthermore, the project
site is in an environmentally sensitive area due to the frontage on the Eno River, the presence of flood
prone areas, woodlands and wildlife corridors,and its location in a Critical Area for watershed protection
purposes.
