Purpose
To approve proposed budget ordinance amendments,grant project ordinances, and capital project ordinance.
Background
Soil& Water
1. The Orange Soil and Water Conservation District has received an allocation of$2,000 from the North
Carolina Department of Environment,Health and Natural Resources. These monies will be used to
purchase equipment and furnishings for use by the District. This allocation is reflected on page 3, block
1 of this budget amendment.
Health Department
2. At their March 21, 1995 meeting,the Board of County Commissioners approved a Smart Start grant
award for the County's Dental Health program. This grant, totalling$32,890,will enable the Health
Department and the UNC School of Dentistry to provide dental screening, education,treatment planning,
prophylaxis, and referral for approximately 1,500 children ages 0 to 5. The attached "Smart Start Dental
Health" grant project ordinance on page 4 of this budget amendment reflects the receipt of these funds.
Orange Public Transportation (OP7)
3. Orange Public Transportation(OPT)has received State funds to purchase two mobile radio units for
recently purchased vehicles. No additional County money is required for the receipt of these monies.
Block#3 on page 3 reflects the receipt of$2,040 for this purpose.
Orange County Library 2 - c
4. When the Orange County Library became a County department, $41,936 was appropriated from the
Hyconeechee Regional Library Fund for automation of the present library materials circulation system.
These monies were originally allocated to the Library's fiscal year 1994-95 General Fund budget;
however, it is unlikely that this automation will occur prior to June 30, 1995. Therefore,this technical
amendment(block#4, page 3)reflects the transfer of these funds from the General Fund to the Library
Automation Capital Project(page 5 of this amendment).
Sheriffs Department
5. On August 23, 1994,the Board of County Commissioners approved a grant project ordinance for the
Crisis Intervention Team. The approved ordinance included$59,756 in grant funds from the North
Carolina Department of Crime Control and Public Safety and$20,915 in County match. However,the
actual grant amount for fiscal year 1994-95 is$38,841 (the local match remains the same). This
technical amendment revises the Crisis Intervention Team Grant Project Ordinance(page 6 of this
amendment)to reflect the actual grant amount.
Recommendation
The Manager recommends that the Board approve the attached budget ordinance amendment, grant project
ordinance and capital project ordinance.

Smart Start Program
(Department of Social Services, Health Department,
Library, and Cooperative Services)
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County Departments of Social Services,
Health,Library and Cooperative Extension by the State of North Carolina and the Orange County Partnership for
Young Children(OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,and the
rules and regulations of the State of North Carolina.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 5. The Finance Officer is hereby directed to maintain within the grant project fund sufficient specific detailed accounting
to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests
should be made to the grantor agency in an orderly and timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the Finance Officer for direction in carrying out this
project.
Section 8. Positions authorized through this grant project include 3.5 full time equivalent positions in the Department of Social
Services as authorized by the BOCC on February 15, 1994. Subsequent funding beyond June 10, 1995 is contingent u
the General Assembly's additional allocation of Smart Start funds.
Section 9. This project period begins January 18, 1994,and is valid through June 30, 1995. Subsequent funding is contigent
upon the availability of funds sufficient to cover expenditures.

Library Automation Project
Capital Project Ordinance
Project Number 61-690
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized provides for automation of the Orange County Library's (including the Carrboro
Library)materials circulation system. The project will be financed with proceeds from the County's porti
of the one half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from Genera!Fund(1994-95) $41,936
Section 4. The following amount is appropriated for this project:
Library Automation $41,936
Section 5. This ordinance shall be in effect from the date of adoption until June 30, 1995.

Crisis Intervention Team
Grant Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Crisis Intervention Program as awarded to the Orange County
Sheriffs Department by the North Carolina Department of Crime Control and Public Safety.
The primary purpose of this program is to establish a crisis intervention team which will
provide counseling for youth who have the potential to become involved with the legal system;
provide training for law enforcement officers regarding human service issues;and,educate
school and community groups.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of Crime
Control and Public Safety grant and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-Crisis Intervention $38,841
General Fund Operating Match(County Costs) $20.915
Total Revenue $59,756
Section 4. The following amount is appropriated for this project:
Public Safety-Crisis Intervention Grant Funds $38,841

Section 5. Sixty-five percent of this program is funded by grant funds. The required 35%match for this
grant is included in the 1994-95 Sheriffs Department General Fund operating budget.
Section 6. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the General Fund for the purpose of making payments due.

funding is contingent upon the availability of grant funds.
