Chive every applicant at least one single exemption which would help male low
income housing and small bums ventum affordable. Lamer residential and non-
residential development would be aneswd a proportionate impact five on the number of
bathrooms beyond+one. The impact The amount and nuunAw of additional exemptions
could vary from dotnut to district bawd on their determawd proportionate share. As
exunples:

SUBJECT: Growth Impacts on School Facilities
Following the public hearing last night and after fi rther consideration today,I offer you
my position and perspective:
1. The issue of raising tlmds for public education facilities is at a cr bad stage and is a complex
issue.
2. The Impact Fee on redd*WW development should not be the only component we adjust this
year is sw ch of it comprehensive solutim
3. Prior to ndsivS the current impact fee level,we should identify other components of a
compr+vheansive formula that will provide ixae and long-range solutions to this issue.
4. A comprehensive formula could kchWe the following components as well as other
a, Property Tat(FAY G)
b. Sales Tax
0. Pubic Gnurts(PSBF)
d. Bonds
e. Sliding Scale Impact Fee on all new development.
f Ordinance Revisions.
1. School Facility requirement for large wjb development
2. School Board courtesy mview of major and minor subdivisions.
g. Requiring zero base budgeting of both school districts.
h. Undban School Budding Plans.
i. Conft&Aim ofita-ldmd service fi m local covM&on aid sub�ctars.
j. Private contributions and fundraisers(wa%Ue3 front school board initiatives).
5. We will need to review our recoinusended CIP on low it addresses this issue.
