The PB will make a recommendation at their quarterly public hearing . Hillsborough is following through within their time frame. The earliest possible date for action is April . It may or may be acted upon but the Planning Board will make their recommendation. It could come to the May meeting. Bill Crowther. the overlay district from Hillsborough for entrance ways has not been implementanted. Has anything happened Remus . . We are looking at the area from the EDD into town and from cornerstone park back to town based on the EDD Node recommendations . Bill . . . The standards that the County has in its Node may move into other areas . Is that correct? Remus said hopefully. Evelyn Lloyd. . . . I talked with Steve and Verla about combining the area by the massage parlor into this node . Extending it into the area at Cornerstorn park. Don W. please clarify. . .we have several meetings about zoning along hwy 86 where H'bro jurisdiction is across the road. OLD 86 . one of the justifications for the request was what H'bro will do across the road. What are the prospects as you are reviewing the proposed development along the road across the road. Is there a need for the ccounty to rezone from resid to commercial . is concerned about zoning theentire strip commercial from Oakdale to I40 . Where are we on that? TED. . . the entire area per the H 'bro PB would be Primary 1 for all of the East side. DON . . if we go ahead on the west thinking that H'bro will do Pri I that does not seem like good planing. LLOYD. . . Bill . . . eventually H'browill end up with the strip of land. . .why is it not being annexed now. The Orange County side. . . Swanson said that being served by water & sewer was the criteria. MARVIN ARRIVED. . Moses . . . take into consideration the impact on the other side of the street . This is Hillsborough' s entry way . It will affect what happens on the West side. Steve. . this is an opportunity for both of the Baords to decide. Steve. . .whatis being built at Cornerstone . Ted. . .Flex type buildings . . . off Valley Forge Road. 2) WHERE DO WE GO FROM Moses . . .Where are we right now? H'bro withdrew and then rejoined and then they decided not to work with Stoney Creek . . .We need to decide where we go. . . Evelyn. . . Stoney Creek bothers me because she can forsee herself going through what she went last week . She does not want to tell them what to do with their property. MARVIN PASSED OUT THE STONEY WORK GROUP CHARGE Bill . . .we need to ask H'bro where the town wants to go . . . the town needs to set the way. Horace. . . one of the probelms with the last cooperative agreement was that it ited our hands . . .we need to get the county to agree with annexation ect . The H'bro did not feel that they needed or wanted those restrictions . We would like O/C to consider our plans . Looking at the proposed plan for Hills . . .we want to reach consensus with O/C. We will have enough water and pressure in the future to address develops . . We want the P. B. s to work toghet to come up with a plan that both can work with. LLoyd. . I thought that we were going to have committee with the Boards to talk about the text of the c000perative planning agreement . Not the Planning Boards . Moses . Do we want to keep the change that Marvin distributed. Lloyd . . . yes we should . . . Moses — cooperative planning agreements by their nature say that we will work to develop a land use plan that we can agree on. Part of that is to plan how you will grow and annex propoerty and then sticking by it . It now gives H'bor some say in land that will be in its jurisdicction in the future. Bill C. . .Don & Steve will be tied up with the Stoney Creek. but Crowther would get the work grou back on focus getting the cooperatiave agreement back on track . Don willhoit . . . I have not talked with anyone about the the Stoney Creek but feels bad that becasue of the changes Hillsborough opted out . It could be a repeat of Univ. Station but the larger issues remain in terms of the commercial development on hwy 86 and the boundaries . We need to come up with a plan that would define the ultimate boundaries and boundaries of water/sewer outside of town. Steve. . .was disappointed as well because they worked well together . He really felt that H'bro needs to be involved in this process because they will someday be out in that area . Moses . . . the issues of where water and sewer are going and leap-frog development are issues that need to be addressed. We will not have leap-frog development just because water and sewer is extended to a certain area . The same issues are going to be addressed. HOrace. . .we spent $15,000 on a comprehensive study on the logistic of getter water and sewer and Stoney Creek is in the 50 year plan. It is a part of the plan in th future and these people need to look at that it might really be in their best interest . The County should deal with this and then let the town know what they decide. Don. . ifnothinghappensin terms of the land use plan and it goes with what it is and conventional subdivisions we large lots it may not be practicable to put sewer in. . Alternative systems for land that close to town is a mistake . CATHERINE MARTIN IS HERE. . . Catherine. . . this was specific and "hot" issue. Because Univ. Was jjust finished. . . it is so site specific . . there does need to be planning and communication. Clarify definitions . Bill . . we are working on a small area plan from the inside and the town is working on >>>>we might meet in the middle. Moses . . . .do we need to . . . thecommittee is working on land use really and other basic elements on the agrrement . . . do we need to put that on the table for discussion now. REMUS . . . .needs definitions clarified . . .h'bro definitions are different than the counties . . . .Would like to take up Bill Crowther up on his suggestion. . .Bill suggested that prior to the next meeting with bocc they come back with a plan. MAY 17th is the next meeting with H'bro. . . .H'bro has a conflict that will get with Beverly and changeit . ROCK QUARRY & I-40 . . . Swanson . . they came to us in late Fall . . . our Board tabled their request and they said they could come back in January. . .we have not heard from them. . .Nello Tear. We looked it in terms of cost benefit and the use of it as a resevoir but have been on and off it . Bill . . .we would want to know about that as BOCC's . . That is deep in our territory. Moses . Therein lies the importance of the Cooperatiave Agreement . . We agree on a plan and agree to grow in an orderly manner. Horace. . . the ability/authority of the town to use it legislative powers to take in an area either satillite or contiguous and the county see it from their perspective and we need to look at it long range. We are growing and the demand for resources is growing . There is talk of the legislative halls that if you deny people the use of their land (i . e wateshed) someone must pay the difference for their land. Steve. . . our long range plan may be different . MOSES. . . this goes to the heart of a cooperative agree . You can' t agree to grow cooperatively and then agree to every request . You cannot have itboth ways . Horace. . We need to keep an open mind that is going to add life. Steve. the Speedway is shutting down and indirectly we are being blamed for that . THOROUGHFARE PLAN; THIS IS not finalized ***listen to tape*** this is scheduled for adoption after the p. h in april . Going to theBoard in May . JOHN. . .BROKEN LINES. . . those are brand new roads . is the town aware of what the county recently adoted. ***listen to the tape. . . STATUS OF CORWALLIS HILLS. Swanson. . . itwill be on the agenda for Mndaynight . A year would have to transpire after adoption so that the earliest possible date for annexation would be april 1996 . d 6) TOWN/COUNTY RIVERFRON PARK ON ENO. . . Swanson. . . at the Chamber meeting someone had put together a funcction and the purpose of the money raised was to look at this issue. They have an interest . It is consistent with the tourism effort . Bill C. was resp for putting this on the agenda but he later realized that H'bro has adopted a rec & parks plan and they have this as a possiblity on their plan and so does the O/C rec and parks . Horace. . .NC State Univ students did a plan that recom this —he would like to see us work on this . Lets use inmate labor . . otherstowns are doing that . . . they could help. Moses . . .we can look at options for labor . . . lets put agroup together to decide what we want to do and then figure out how to do that . Horace. . lets look at our old plans . Moses . . .we could ask our rec & parks and the Eno Mnt . park people to look at this andinclude c of c and environ. Link —great potential . . . symphony . . . this could be a natural amphitheater. . . . **** Don. . . lets not lose site of theproposal of looking at future school sites . We may nothave the money for a new park but if we have the land and the private sector will come up with the money. MOSEs . . . .Managers need to contact the Chamber for us . LANDFILL . . .when might we expect the new landfill site to be selected. DON. . .sometime in the fall the committee will report . then the governments will look at it . I Swansn. . the reorganizationcommittee will get its two h' bro people at the next meeting. Steve. . .Mayor mentioned that theH'bro resevoir is a guaranteed thing . Swanson. . . the approval of the 5 . 8 M is approved. .Gen.Ob Bonds . Survey work has begun. .purchasing land will be done this summer . they are going to try not to condemn land.
