Re: Orange County Civil Rights Ordinance
On Monday night, the Town Council agreed informally to consider
supporting legislation authorizing the Board of Commissioners to
include non-discrimination as to sexual orientation in the Orange
County Civil Rights Ordinance.
Enclosed for your information is a copy of a letter to the
legislative delegation regarding this matter in preparation for a
discussion with them on Friday morning, March 3rd.

The Cantoro Board of,Aldermen at its meeting on March 7, 1995, asked that T convey to
you its request that the Orange County Board of Commissioners seek enabling legislation
to smend the Orange County Civil Rights Ordinance to prohibt d=riminaboz based on
sexual orientation.
I would bike to ask that you forward this request to the County Commissioner as soon,as

Dear Joe:
Re: Meeting with the Town Council at 7:30 am on Friday, March 3rd
I'm writing to provide some additional information in preparation
for our meeting Friday morning in the Terrace Room at the Siena
Hotel, 1505 East Franklin Street (near Estes Drive) .
Town staff has previously distributed to you an agenda with
materials on 17 potential requests under consideration by the
Council for the 1995 session. Based on comments in a public hearing
last night on legislative items, the Council has informally agreed
to consider two additional items:
* Seeking authority for the Town to enact an "adequate public
facilities" ordinance for consideration of new development in light
of the capacity of various public facilities and plans for funding
of future increases in the capacity of public facilities.
* Supporting authorization to include non-discrimination regarding
sexual orientation in the Orange County Civil Rights Ordinance.
Background information on adequate public facilities ordinances
will be mailed to you on Wednesday.
The Council has made no decisions yet on legislative requests for
this session, and our discussion with you Friday morning will be
very important to us as we consider issues which have come up to
date. I anticipate the Council will make decisions on March 15th
regarding an overall legislative program including possible
requests for local bills.

After the discussion on TDR
John Link: As an action Mr. Chair we are recommending that you
adopt the resolution as part of the agenda abstract. I assume you
will be making the appropriate amendment.
Chair Carey: What is the Board's pleasure on the resolution as
amended to include sexual orientation.
Commissioner Gordon: I think we should pass it and I make a motion
to that effect.
Chair Carey: Is there a second?
Commissioner Halkiotis: second
Chair Carey: All in favor, let it be known by saying aye.
There were some ayes and Commissioner Crowther asked for discussion
Chair Carey: Discussion
Commissioner Crowther: We need to give Lucy Lewis a chance to
speak on if there is any interaction with other Human Relation
Councils on this particular issue -- the inclusion of sexual
orientation.
Lucy Lewis speaks and Discussion on the working definition took
place.
Commissioner Crowther: I would feel more comfortable if I knew
what it meant before I wanted to include it.
John Link: I recommend that you allow Geof to move forward with
the legal definition.
Chair Carey: All in favor of the motion let it be known as saying
aye.

Commissioner Crowther: What was the motion again. Was it with
John's amendment?
Chair Carey: approves the list with the amendment to add sexual
orientation
Commissioner Gordon: and with the understanding that the staff
will come back to us with the definition.
Geof: you will not see the definition. Commissioner Halkiotis -
fax it to us.
