Dear Mayor Broun and Council Members:
On Tuesday, February 21, the Orange County Board of
Commissioners received a summary of the report presented to the
Chapel Hill Town Council by the Northwest Small Area Plan Work
Group. In discussing the report of the work group, the Board noted
with concern the specific development pattern recommended for the
"Greene Tract. " According to the plan, this tract would become the
focus of a village pattern of development in the Northwest Area.
The Board of Commissioners recognizes that the Greene Tract in
its entirety may no longer be a viable landfill site. However,
before a different land use plan for this area is adopted, we
believe that the three jurisdictions owning the tract should
discuss the potential public purposes that would be suitable for
the Greene Tract. For instance, would a potential elementary
school site be an appropriate use? Certainly, the two public
purposes of recreation and affordable housing that are included in
the plan are important to our community. Related to the decision
on potential purposes for the Greene Tract would be the method by
which to repay the landfill fund upon any disposition of the Greene
Tract at fair market value.
We understand that there is to be a public hearing on March 1
to receive comments on the recommended plan. We would like this
letter to be included in the record of that hearing, along with any
other comments we may provide to you by that date. In addition, we
propose that in a spirit of cooperation, the Town of Chapel Hill,
the Town of Carrboro and Orange County collaborate specifically on
the future development pattern of the Greene Tract.
