Purpose
To approve proposed budget ordinance amendments, capital project ordinances and grant project ordinance.
Background
Project Ordinances-Housing and Community Development
1. At the February 21, 1995 meeting,the Board of County Commissioners approved a request from Habitat
for Humanity to provide assistance with the construction of a gravel road that will serve a five house
Habitat development in the Perry Hills Subdivision in Cheeks Township. The Board of Commissioners
approved$13,000 for this purpose. The Board also approved$3,000 requested by Habitat for Humanity
to match the amounts paid for school impact fees on four new houses in 1994.
The County has reserved funds from the sale of a County owned piece of property in Mebane last year
($14,080). These funds and funds remaining from the Chestnut Oaks Subdivision paving project
($13,966), are combined and appropriated in the attached proposed Affordable Housing Project
Ordinance in the Housing and Community Development Fund(see page 4 of this abstract).
2. At the last meeting,the Board of County Commissioners approved a change order for the Magnolia Place
Housing Development program. The additional funding required, $18,833,will be paid by Orange
Community Housing Corporation. The proposed project ordinance for Magnolia Place budgets these
additional funds(see page 5 of this abstract.).

Visitors'Bureau
3. At the February 21, 1995 meeting,the Board of Commissioners approved a budget amendment to accept
funds from the Town of Chapel Hill for the Visitors' Bureau operations. The action appropriated
additional fund balance to support the Bureau's programs. This technical budget amendment adjusts the
fund balance appropriation to reflect the occupancy tax revenue received during the 1994-95 fiscal year.
School Capital Projects
4. In June 1994, the County sold the remaining$30 million in bonds for school construction of the $52
million authorized by the voters in November 1992. The attached school capital project ordinances for
the New Chapel Hill High School,the new Orange County Stanback Middle School and the Technology
Plan for the Orange County Schools reflect the proceeds of this bond sale in accordance with the
approved capital plan.
5. On page 9 of this abstract is a technical amendment, adjusting the Recurring Capital Project Ordinance
for the Chapel Hill/Carrboro City Schools to reflect the project amount as approved by the Board of
Commissioners in the adopted Capital Improvements Plan.
Recommendation
The Manager recommends that the Board approve the attached budget ordinance amendment, project ordinance
and capital project ordinances.

Affordable Housing

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Affordable Housing Project authorized to provide
reimbursement of impact fees for affordable housing projects
and to provide other assistance to Affordable Housing projects on a
request basis.
Section 2. The officers of the County are hereby directed to proceed with the project within
the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Miscellaneous Revenue-Sale of Real Property $14,080
Fund Balance Appropriated S13,966

Section 4. The following amount is appropriated for this project:

Magnolia Place
Community Development Block Grant
Grant Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Community Development project as described in the work
statement contained in the DCA grant number 93-C-8332 between this unit and the North
Carolina Department of Commerce. This project is more familiarly known as the
Magnolia Place Community Development Project.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of
Economic and Community Development and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-Magnolia Place Block Grant $250,000
Miscellaneous Revenue-Orange Community Housing S18,833
Total 1268,833
Section 4. The following amount is appropriated for this project:
Magnolia Place Grant Project $268,833
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. This ordinance shall be in effect from the date of adoption through June 30, 1995.

New High School Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized provides for construction of a high school with a capacity of
approximately 1,000 students, including core facilities for 1,500 students,to be located
on 74 acres of land. This project will be financed with proceeds from the 1992 Bond Referendum.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
1992 Bond Proceeds(1992-93) $3,642,000
1992 Bond Proceeds(1993-94) $738,000
1992 Bond Proceeds(1994-95) $17,620,000
Total Revenue $22,000,000'
Section 4. The following amount is appropriated for this project:

Orange County Schools New Middle School Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized is for the construction of a new middle school to replace the
existing Stanback Middle School. The project will be financed with proceeds from the
1992 bond referendum.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
1992 Bond Funds(1992-93) $2,400,000
1992 Bond Funds(1993-94) $2,350,000
1992 Bond Funds(1994-95) $9,250,000
Total Revenue $14.000 000
Section 4. The following amount is appropriated for this project:

Technology Plan

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized is for implementation of a comprehensive technology application
to enhance learning and educator productivity through six technology systems in Orange
County schools(with the exception of New Hope Elementary School which has already been
equipped with technology). The project will be financed with proceeds from the 1992
bond referendum and the Schools'portion of the one half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
1992 Bond Funds(1992-93) $1001000
1992 Bond Funds(1993-94) $650,000
1992 Bond Funds(1994-95) $1,250,000
Transfer from General Fund(1993-94) $600,000

Section 5. This supersedes all previous Technology Plan Capital Project Ordinances for the Orange
County Schools System.
Section 6. This ordinance,originally adopted June 29, 1993,shall be in effect until June 30, 1995.

Recurring Capital

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized provides funds to address recurring capital needs which cannot be
addressed in the annual general fund appropriation. This project will be financed with
proceeds from the Schools'portion of the one half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from General Fund(1993-94) $49,541
Transfer from General Fund(1994-95) S109,743
Total Revenues $159,284
Section 4. The following amount is appropriated for this project:
Recurring Capital $159,284
Section 5. This ordinance supersedes all previous Recurring Capital Capital Project Ordinances for the
