PURPOSE: To report and discuss boards and commissions and the
recommendations from the report
BACKGROUND: At the Board of County Commissioners retreat, Commissioner
Crowther received the direction to investigate the current status of
boards and commissions.
RECOMMENDATION(S) : Receive the report and recommendations as information.

Report and Recommendations
January 24, 1995
Report:
Enclosed is a listing of boards, commissions, committees, etc. with additional information on
membership/count and meetings/year. This may not be exhaustive, but it's as complete as I can get
at this time. This research may provide Orange County Commissioners, Manager, Attorney and
Clerk with an overall view of the current level of volunteer and staff involvement on local and
regional boards and commissions. While this provides commissioners and staff with valuable
assistance and the opportunity for citizens to help shape the direction of their government, this is
not without costs.
The cost of time away from family, associations, and other institutions(i.e. church, schools) is
a reason we should be considerate before asking our volunteer resources for additional help. The
cost of material and personnel responsible for meeting preparation, record keeping, and reporting
may have a negative impact on budgets and daily operations. The current number of boards and
commissions that Orange County is responsible to/for is evidence that the cost of time and money
is getting extensive.
Recommendations:
1) Continue to show annual appreciation to all those who volunteer service to the operation of
Orange County government.
2) Study the efficiency and effectiveness of current boards and commissions with an eye toward
combining, sunsetting, and streamlining without jeopardizing citizen representation and input (i.e.
similar to steps recently taken by the Chapel Hill Town Council).
3) A. [Internal] Develop an overall policy for creating, sustaining, and dissolving volunteer
boards and commissions for which Orange County has sole responsibility.
B. [Shared] Develop an overall policy of involvement with Boards and Commissions for
which Orange County has a cooperative responsibility.
4) Examine models of exchanging information and assistance with private./public interest groups
(i.e. Friends of DSS, Friends of OC Library).
5) Identify and monitor all internal boards and commissions that receive and dispense of
private/public funds.
6) Any action taken concerning this report should be directed toward staff review.
