BACKGROUND: North Carolina General Statute 105-369 requires that on the first Monday in February each year, each County Tax Collector must report to the governing body the total amount of unpaid taxes for the current fiscal year that are liens on real property, and the governing body must therefore order the Tax Collector to advertise such tax liens. District taxes collected by the County Tax Collectors are regarded as county taxes for the purpose of this statutory section. A list of the amount of unpaid real property taxes for 1994 outstanding as of January 31, 1995 , compared with 1993 unpaid taxes that were outstanding as of January 31, 1994, is attached. Current unpaid Orange County real property as of January 31, 1995 are $13 , 098 more than at the comparable point last fiscal year. The collection rate for County only (current real property taxes through January 1995 ) is 95 .64%, compared to 94.06% through January 1994. RECOMMENDATION: The Manager recommends that the Board accept this report and approve the Tax Lien Advertisement date of May 10, 1995 . 2 DATE: February 1, 1994 TO: Orange County Board of Commissioners FROM: John T.
