PURPOSE:
To request BOCC receive presentation and background reports from Olver, Inc. on Preliminary
Technical and Community-Specific Criteria, receive public comment and input, and consider
formal adoption of Final Technical and Final Community-Specific Criteria, incorporating any
additional modifications as may be desired:
BACKGROUND:
The purpose of the work session is to receive presentations, consider public comment, and
reach agreement on final Technical and Community-Specific Criteria that will define the
Transfer Station Siting process. The BOCC adopted the Final Exclusionary Criteria at its
meeting on May 20, 2008. Olver, Inc. will be responsible. for applying the Final Exclusionary,
Technical, and Community-Specific Criteria during field exploration for qualifying sites. Provided
the BOCC adopts the Technical and Community-Specific Criteria ideally before or by June 24,
2008, Olver, Inc. can initiate its active field investigation during the BOCC summer break.
Otherwise, active field investigation will need to remain pending until a BOCC decision is made
on September 16, 2008 -the first BOCC Transfer Station Siting Work, Session after the
summer break.
Note: The current BOCC calendar includes a Transfer Station Siting Work Session beginning
at 5:30 PM before the regularly scheduled BOCC meeting. This meeting may not be necessary
and could be cancelled if the BOCC is able to address and approve the Technical and
Community-Specific Criteria at its Work Session on June 16t .)

County management and consultants deem the County h'as reached a critical juncture in the
decisions required to site and develop a transfer station on a timeline compatible with a
projected landfill capacity of early 2011. Final adoption of the Technical and Comrnunity-
Specific Criteria -with any desired modifications - on June 16 or June 24 are essential to
moving the overall process forward in a conscientious and expeditious manner.

There is no direct financial impact associated with the BOCC discussion and formal adoption of
final Technical or Community-Specific Criteria to apply in the identification and evaluation of
potential Transfer Station .sites within. Orange County. There will likely be substantial costs to
the County (Solid Waste Enterprise Fund) in the overall design and development of the
proposed site and the permitting and construction of the actual facility and any ancillary
features.

reports/documentation from Olver, Inc. on the Preliminary Technical and Community-Specific
Criteria, receive public comment and input, and adopt Final Technical and Community-Specific
