ORANGE GOUNTY BOARD OF COMMISSIONERS WORK SESSION AGENDA ITEM ABSTRACT Meeting Date: June 10, 2008 Agenda Item No. 1 SUBJECT: Comprehensive Plan Update Timetable DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) NO ATTACHMENTS: 1) Draft Comprehensive Plan Update Timetable, May-September 2008 INFORMATION CONTACT: Tom Altieri, Comprehensive Planning .Supervisor, 245-2579 PURPOSE: Consider the Planning. Board's recommendations on a timetable for completion of the Comprehensive Plan Update. BACKGROUND: At the May 19t" Quarterly Public Hearing on the Comprehensive Plan Update Phase II, the BOCC requested an additional Public Hearing on the draft Plan on August 25, 2008 and asked for the Planning Board to develop recommendations on a timetable to complete the Update process. Interest was expressed in soliciting comments from the County's incorporated local governments and completing the Update process in September. Attached is a draft timetable that was prepared by staff and reviewed by the Planning Board at their June 4t" meeting. Staff conveyed the following observations on the draft timetable to the Planning Board for input: There is very little time between the Aug. 25t" Hearing and the Sept. 3~d Planning Board Meeting. Although the BOCC has the opportunity to comment and provide direction at the June 10t" Work Session, they will not have an opportunity to see the Planning Board's list of suggested revisions until the BOCC meeting of Sept. 16t" and may not have enough time to discuss and act on the list that evening (Oct. 7t" would be the next BOCC Meeting). ® During Sept. 19t" -Oct. 17t", the County will not have the completed Plan in hand but rather the May 19t" Public Hearing Draft and a list of adopted revisions. Staff will convey the Planning Board's input and recommendations on the attached draft timetable at the Work Session. FINANCIAL IMPACT: There is no financial impact associated with the discussion of this item. RECOMMENDATION: Authorize staff and the Planning Board to complete the Comprehensive Plan Update according to the attached Timetable or with revisions, as maybe appropriate. Contract extension to incozporate final revisions between Sept. 19th -Oct. 17th July 9th Regular Planning Board Meeting (6:30-7.•30 PM) -Review comments from June 10th BOCC Work Session, Element Lead Advisory Boards (ELAB), and the public and begin developing list of suggested revisions Aug. 1St Deadline for any courtesy review comments (Carrboro, Chapel Hill, Durham, Hillsborough, and Mebane) Aug. 6th Regular Planning Board Meeting (6:30-7: 30 PM) -Continue review of comments, including any courtesy review comments received, and continue developing list of suggested revisions Aug. 25th 2"d Public Hearing on Draft Comprehensive Plan (Same Draft presented at May 19th Public Hearing) Aug. 29th /Sept. 22"d Draft abstracts due for the Sept. 16th /Oct. 7th BOCC Meeting. Sept. 3rd Regular Planning Board Meeting (6:30-7: 30 PM) -Complete review, finalize list of suggested revisions, and develop recommendation to BOCC Sept 16th /Oct. 7th BOCC receives Planning Board's recommendation and list of suggested revisions and adopts Comprehensive Plan to include revisions or amends Sept 19th -Oct. 17th Clarion incorporates final revisions and delivers hard copies and electronic files to the County *Chair Bryan will be unavailable for this meeting due to a prior commitment. BAGKGROUND: The BOCC and Planning Board heard public comments on the draft Comprehensive Plan on May 19tH. Following public hearing comments, the County Commissioners requested that an additional Public Hearing be held on the draft Plan on August 25, 2008. and directed staff to schedule a BOCC Work Session to allow more time for Board discussion and comments. Planning Board members have been encouraged to attend this Work Session. Courtesy Review: Letters have been sent from BOCC Chair, Barry Jacobs, to the Mayors of Carrboro, Chapel Hill, Durham, Hillsborough, and Mebane inviting courtesy review comments.on the draft Comprehensive Plari. Upon request, the Draft Plan is also available to the public on CD.
