PURPOSE: To submit a grant application to the NC Department of
Correction for the development and implementation of the Orange-
Chatham Multi-County Criminal Justice Partnership Program,
subject to the Ratified House Bill 281.
BACKGROUND: Ratified House Bill 281 provides grant funds to
counties to develop community-based correction programs to
appropriately address criminal behavior, provide effective
rehabilitative services and to expand sentencing options for
offenders receiving non-incarcerative sentences.
At the August 8, 1994 meeting, the Orange County Board of
Commissioners authorized the formation of a joint Criminal
Justice Partnership Program Advisory Board with Chatham County.
This collaborative effort was approved in order to maximize
resources. The charge of the board was to review and evaluate
the current criminal justice system, and establish a plan for the
enhancement of community-based corrections programs.
The advisory board is comprised of approximately 35 members
representing county government, mental health, the criminal
justice system and the community at large. The board has held
meetings to assess the criminal justice process in both counties
and determine recommendations for improvement.
The attached grant summarizes data for both counties, highlights
the prison population profile, and program proposals for
implementation. The advisory board is recommending the
development of two programs:

( 1) a pre-trial release program -- The purpose of the
program is to expedite the pre-trial release of certain low-
moderate risk offenders prior to trial; thereby relieving jail
crowding and enhancing the management of that limited resource;
and
(2 ) a substance abuse program -- This program would be
comprehensive and designed for persons sentenced to intermediate
sanctions.
Both of these programs would be operated on a contractual basis
and funded solely by partnership monies. Orange and Chatham
Counties are eligible to receive $181,841.00 beginning April 1,
1995. Deborah Giles, the consultant hired to facilitate the
application process, will present the proposal and answer
question.

approves the application and authorize the chair to sign.
