BACKGROUND: An adopted goal of the Board of County Commis- sioners for Fiscal Year 1994-95 is to continue efforts to cooperatively plan for growth in the central portion of the county with the Town of Hillsborough. In November, 1994, the Board of Commissioners and the Hillsborough Town Board agreed to prepare a small area plan for the area defined generally by the Stoney Creek drainage basin. A recommended land use plan and ordinances for its implementation will be developed by a Stoney Creek Basin Planning Group made up of public officials and private citizens with interests in the area. A public meeting hosted by Commissioners Willhoit and Halkiotis and facilitated by County staff was held at New Hope Elementary School on the evening of January 24, 1995. The purpose of the meeting was to receive comments and suggestions from Stoney Creek basin residents and property owners on the composition of the planning group. The meeting was well attended and most neighborhoods were represented. Those in attendance were generally supportive of the proposal. There was, however, a desire for additional neighborhood and other community interests, e.g. , farming, to be represented on the planning group. Commissioner Willhoit suggested that seven additional planning group members be included in the proposal, raising the potential membership of the planning group to 30 members. There was strong support for inclusion of the additional members. Nominations for planning group membership for the various neighborhoods plus the seven additional members have been obtained and are included as an attachment. Likewise, the attendance list from the meeting has been re-ordered by neighborhood and is an additional source from which potential planning group members may be drawn. The two issues discussed were EDC representation and small area planning in general. The following actions were taken: 1. Although named in the December 5 abstract as an EDC representative, Richard Williams informed the Board that he would be unable to serve. Four Board members volunteered to serve: Bob Hall, Bill Strom, Ed Siebert, and Karen Raleigh. The Board felt that the Board of County Commissioners should reserve the right to choose from these volunteers and, therefore, offer these names for your consideration. 2. OTHERS PRESENT: Commissioner Bill Crowther, Planners Gene Bell , Don Belk, Slade McCalip, and Mary Willis, Planning Director Marvin Collins, and Deputy Clerk to the Board Kathy Baker. Commissioner Willhoit convened the meeting and presented a brief history of the cooperative planning process between Hillsborough and Orange County. He mentioned the recent success achieved through cooperative planning at the I-40/ Old 86 interchange. The Stoney Creek Basin area was selected as the next area to attempt cooperative planning. As a part of improving citizen participation in this process, the planning staff suggested meeting with the various neighborhoods to update them on the history of this area and the proposed process. Staff has presented briefings to six of the neighborhoods, with several of the other neighborhoods choosing to participate in this meeting. Gene Bell pointed out that the primary purpose of this meeting is to hear comments on how public input in this process might be structured and made more meaningful . He indicated that in October of 1994, the Board of County Commissioners adopted goals and objectives for Fiscal Year 1994-1995. One of those goals was to continue efforts by Hillsborough and Orange County to cooperatively plan for growth in the central portion of the county. In November of 1994, the Board of Commissionerri-and the Hillsborough Town Board agreed to prepare a small area p for the Stoney Creek drainage basin area. This will be the secondMkrea that Hillsborough and Orange County have agreed to plan cooperatively. The first being the I-40/Old NC 86 Economic Development District plan which was recently adopted. A recommended land use plan and Ordinance for its implementation will be developed by a Stoney Creek Basin Planning Group made up of public officials and private citizens with interests in the area. Assistance to this Planning Group will be provided primarily by a graduate planning class of the UNC Department of City and Regional Planning. The students and staff will produce the following alternative plans for the area: Status Quo Plan, Open Space Plans (2) and the Neotraditional Plan. The Work Group will meet to consider these plans and make a recommendations to the Board of Commissioners. 5 THE MEETING WAS OPENED FOR COMMENTS AND QUESTIONS FROM CITIZENS Gene Bell responded to a question about the planning process by stating that this process initially involves a complete analysis of the study area which the students at UNC are currently working on with the cooperation of county staff using the Geographic Information System (GIS) . GIS will then be used to create overlays using information such as existing land use patterns , environmental features (steep slopes , flood plains , etc . ) , transportation network. Out of this process, areas will emerge that are suitable, or unsuitable, for different types of development . A list of principles to guide this process is listed on the handout . These principles will be used as the beginning point for defining goals and objectives. Commissioner Willhoit indicated that the time commitment for participation on this Planning Group will be fairly intensive through May. The overall process will probably extend beyond May with a less intensive time commitment . The Charge will be completed when a final report, with recommendations , is presented to the Board of Commissioners or when agreement is reached by the group itself that there is no further reason to meet . In response to a question about how the study area was defined, Gene Bell stated that the primary determinant for the boundaries of this area was the Stoney Creek drainage basin. He also mentioned that this is one of the areas that the Town of Hillsborough has identified for possible extension of sewer. The Town of Hillsborough's planning jurisdiction is to the Northwest with the Economic Development Districts on the perimeters at the I-85/US 70 Interchange and the I- 40/Old 86 area. Also, to the south is the rural buffer. Lee Rafalow, a resident of the Powder Mill Road area, mentioned that his concern with the Planning Group proposal was that it did not include sufficient citizen representation. He felt that the Chamber of Commerce, School Board and other groups did have an interest in the growth of this area and should be requested to share their expertise; however, the actual planning should to be handled by people who live in the area. He requested that the planning group consist primarily of residents and that the boundaries take into account the fact that residents are concerned with broader issues than just those of watershed protection. Commissioner Willhoit mentioned that having stakeholders from outside of the study area gives them an opportunity to become sensitized to specific community issues. He also mentioned that consensus is extremely important to the success of this Work Group's mission. A successful outcome will have been reached to the extent that consensus is reached. He mentioned that State Statues and County ordinances require that the Board of Commissioners make decisions about land use matters following recommendations by the Planning Board. The Board of Commissioners will consider the extent to which the planning group is 6 able to reach consensus . An unidentified citizen mentioned that many of these neighborhoods are already developed. He asked for clarification regarding what their role is in this process . Commissioner Willhoit indicated that the undeveloped areas do not necessarily have residents to represent them. This possibility makes input from residents of the developed neighborhoods even more important . How neighboring areas are developed is important to mature areas . An unidentified citizen requested that everyone be invited to sit at the table, with full discussion, consensus building and/or voting rights . Commissioner Willhoit requested an update from staff on the Rural Character Study process. It is important that the experience of the Rural Character Study Process be incorporated into future Study Groups . He also mentioned that the effectiveness of this process is dependent upon members of the work group being willing to keep their neighborhoods informed. Bob Strayhorn, mentioned that the land owners who have not developed their land also need to be included in this planning process. Several citizens asked about development proposals which are currently under consideration. Commissioner Willhoit mentioned that there is no expectation that a moratorium on development will be implemented during this planning process. The Work Group would be kept abreast concerning planning proposals . He indicated, in response to a question, that it was a possibility that the resource members of this work group could be non- voting. Commissioner Halkiotis mentioned that this process is an attempt to avoid situations such as happened earlier this year when residents found land b*1nd their houses being timbered for the new school . They were unaqye that it was going to happen, so they were in a very poor positio _R�_to negotiate about buffers, etc. An unidentified citizen requested that neighborhoods such as Strayhorn Hills be allowed to have participation based on level of interest rather than on density. He also mentioned that this proposed work group needs to be kept abreast of development proposals which are in the planning stage. Dave Yelton, a resident of Strayhorn Hills, asked that the County reconsider the development approval process so that Orange County is not overrun with one acre lots. 7 In response to a question on why the Triangle Land Conservancy was included, Gene Bell indicated that they are interested in preserving open space with particular emphasis on environmentally sensitive areas . The Conservancy could evaluate recommendations, receive title to dedicated open space, and manage land. They would probably require that land they received be designated as "sensitive" . He also mentioned that UNC graduate classes have been used for pro,e---ts a � h as this in the past and they do excellent academic work . They will present their final report to the Work Sroup for its consideration . Bob Strayhorn, a land owner in this area, suggested that a Rural Character Study Plan be implemented which would involve only this area. Don Willhoit suggested that a "straw" vote be taken on several different organizational options for this Work Group . Those options were: (1) adopt the general proposal outlined in the handout , increasing the number of citizens , and alternates , to a total of 18. 34 votes for this option (2) adopt the town meeting format which allows everyone who attends to participate in discussion, consensus building and/or voting. 12 votes for this option Commissioner Willhoit indicated that staff will incorporate option #1 into the proposal to be presented to the Board of Commissioners at their February 6th, 1995 meeting. The first documents staff efforts-to-date on securing the names of individuals willing to serve as neighborhood representatives and alternates for the Stoney Creek Basin Planning Group. We have tried to go through established neighborhood organizations (where they exist) to be sure nominees represent the widest possible consensus of residents. For some neighborhoods, we have not been able to secure the names of individuals willing to be considered as the primary representative or alternate. Where this is the situation, we suggest that the slots be kept open while we continue our efforts to identify possible candidates. The second list contains a proposal for Board consideration on seven "at large" representatives. The neighborhood names are those of additional people who expressed an interest in serving in a primary or alternate capacity. The proposal is to appoint Bob Strayhorn to represent farming interests, Arthur Cogswell for large land owners, and one or more additional representatives from Strayhorn Hills, Stoney Creek, Wyngate and the Powder Mill area. One possibility here is to appoint two representatives from Strayhorn Hills (given their size and turnout at the community meeting) and one representative from each of the other neighborhoods.
