Purpose
To approve proposed budget ordinance amendments and grant project ordinance.
Background
Department of Social Services
1. Orange County Department of Social Services has received a reallocation of State day care funds. These
funds,totalling$107,205,will enable this program to assist additional eligible families. This
reallocation is reflected on page 3,block 1 of this budget amendment.
2. Pass through funds to send children in Foster Care to camp were not anticipated in the 1994-95 budget.
A total of $19,000 has been received this fiscal year. Block 2 on page 3 of this amendment reflects the
additional donations received this fiscal year.
Health Department
3. The Environmental Health division of the Orange County Health Department has received notification of
an additional $3,623 in State funds. These funds will be used to support such Environmental Health
programs as lead poisoning prevention and food and lodging inspections. This budget amendment(page
3,block 3)requires no additional County funds.
4. The Board of County Commissioners recently approved the Wastewater Treatment Monitoring program
including one(1.0 FTE)Environmental Health Specialist to implement this new program. The Board
also adopted a fee schedule to recover all costs associated with this inspection program. The attached
budget amendment for$30,826(page 3,block 4)budgets the five month cost of this position and
program including funds to purchase the required capital equipment.
5. The Orange County Health Department has received additional State funds to support its HIV testing and 2
counseling program. The attached HIV Testing Program Grant Project Ordinance reflects the additional
$3,000 for fiscal year 1994-95.
Coordinated Area Transportation(CA 7)
6. Orange County Coordinated Area Transportation has received$4,666 from the Triangle J Area Agency
on Aging. This one time supplement will be used t
pp o support the medical transportation program
operated by this division. No additional County funds are necessary for the receipt of these funds(see
page 3, block 6).
Recommendation
The Manager recommends that the Board approved the attached budget ordinance amendment and grant project
ordinance.

HIV Testing Program
Grant Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the HIVControl Testing Program as awarded to the Orange
County Health Department by the North Carolina Department of Environment,Health and
Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the ruler -d regulations of the North Carolina Department of
Environment,Health and Na d Resources and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-HIV Testing 831,533
Section 4. The following amount is appropriated for this project:
Human Services-HIV Testing 831,533
Section 5. This ordinance supersedes all previous AIDS Testing Grant Project Ordinances.
Section 6. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 9. Positions authorized through this grant project ordinance include:
1.00 Full-Time Equivalent Communicable Disease Specialist
This position is authorized through June 30, 1995. Subsequent funding in future years is
contingent upon the availability of grant funds.
Section 10. This project period begins July 1, 1994 and is in effect until June 30, 1995. Subsequent
funding is contingent upon the availability of grant funds.
