PURPOSE: To receive citizen comments regarding the proposed FY1995
Community Development Block Grant Application for Orange County and to
approve a resolution authorizing submission of the formal application
document by February 15, 1995.
BACKGROUND: The N.C. Department of Commerce has announced the
availability of Community Development Grant funds for Community
Revitalization projects. A public hearing was held on December 20, 1994
to receive citizen comments prior to developing a grant application.
There were no comments received, therefore, the staff recommended
preparing a Scattered Site Housing Rehabilitation Application in order
address some of the housing repair needs of citizens residing in various
areas of the County.
Approximately, sixteen houses have been identified for housing repair.
The attached application summary provides more details about each
identified dwelling. The total cost is anticipated at approximately
$300,000.
A second public hearing is required after the grant application is
prepared in order to receive additional comments prior to submission.
Advertisements of this hearing have been placed in local newspapers. The
application document is due February 15, 1995.
RECOMMENDATION:
The Manager recommends the following:
1. Receive citizen comments as additional information.
2. Approve the resolution authorizing submission of the CDBG Application
by February 15, 1995 and authorize the Chair to sign the application
document on behalf of the Board upon approval by the County Attorney.
RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS
NOW, THEREFORE BE IT RESOLVED by the Board of County
Commissioners of Orange County, that an application for Community
Revitalization Grant funds from the N.C. Department of Commerce is
hereby authorized. Specifically, funds will be requested for
housing rehabilitation of approximately 16 dwelling units located
in various areas of the County. The amount to be requested will
not exceed $500,000. The application will be submitted on or
before February 15, 1995.
FURTHER, the Board of Commissioners of Orange County
authorizes the Chair of the Board of County Commissioners to sign
the application document upon approval by the County Attorney.

ORANGE COUNTY COMMUNITY DEVELOPMENT PROGRAM
APPLICATION SUMMARY
The Orange County Small Cities Community Development Block Grant Application for
Fiscal Year 1995 proposes implementation of a Scattered Site Housing Rehabilitation Program to
provide housing repair for deteriorated dwelling units in various locations throughout the County.
The houses were identified from the a waiting list from recent housing rehabilitation programs and
by windshield survey. Seventeen (17) houses have been targeted for this program. All are
occupied by the owner with six(6) houses lacking indoor plumbing and three(3)with
periodically failing wells and/or septic tanks. The houses identified are as follows.
