Updated Process Timeline INFORMATION CONTACT: Laura Blackmon, County Manager, 245-2306 Gwen Harvey, Assistant Manager, 245-2307 Gayle Wilson, Solid Waste Director, 968-2285 PURPOSE: To request formal approval of Technical and Community-Specific Criteria as recommended by, Olver, Inc., based upon public comment received and direction provided by the BOCC during the Transfer Station Siting work session on June 16, 2008. BACKGROUND: At its work session on June 16, the BOCC received presentations from Olver, Inc., received and considered public comment, and reached informal agreement on modifications to the recommended Technical and Community-Specific Criteria that will define the Transfer Station Siting process. The BOCC directed consultants and staff to return the final criteria, as modified, for review and formal approval at its regular meeting on June 24. Olver, Inc. will be responsible for applying the Final Exclusionary, Technical, and Community-Specific Criteria during active field exploration, starting this summer, for qualifying sites. Attachments # 1 and # 2 are the Final Recommended Criteria as drafted by Olver, Inc. Attachment #3 is an update of the siting process timeline. FINANCIAL IMPACT: There is no direct financial impact associated with the BOCC discussion and formal adoption of final. Technical or Community-Specific Criteria to apply in the identification and evaluation of potential Transfer Station sites within Orange County. There will likely be substantial costs to the County (Solid Waste Enterprise Fund) in the overall design and development of the proposed site and the permitting and construction of the actual facility and any ancillary features. RECOMMENDATION(S): The Manager recommends that the Board: 2 A. Adopt the Final Technical and Community-Specific Criteria in the Transfer Station Siting Process; and B. TRUCK AND TRAFFIC COMPATIBILITY i Consideration: Transfer stations often receive surges of traffic when collectionvehicles have finished theirroutes.
