THIS AGREEMENT, entered into this 16th day of June, 2014, by and between Orange Count,
("County"), by and through the Orange County Arts Commission ("Arts Commission") and
Hillsborough Arts Council ("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth o f
local arts experiences by providing funding and support for diverse high quality programs and
projects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Progr,ain
to provide economic opportunities to Orange County artists and non-profit organizations-
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed one thousand five hundred dol
($1,500) have been awarded by the Arts Commission to the Grant Recipient for the
approved Project. These funds must be matched at least dollar-for-dollar with cash from
the Grant Recipient's funds not derived from either Orange County appropriations or the
North Carolina Arts Council.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between July 1.
2014 and June 30, 2015. The Project shall be implemented in the mariner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the .arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof.
Consent to project modifications shall not be unreasonably withheld. ,arts
Commission's decisions shall be in writing. In the event the Arts CommissiOn
fails to approve or disapprove the requested modifications within the time state(i
herein, the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three ( 1)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on July 6, 2015 . The Final Report shall be in the format required by the
North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial an&or
cancellation of grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$1,500 to the Grant Recipient.
6. Publicity
A. Acknowledizeme nt. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases.

materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChape1Hi11ARTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to fthc
ExploreChape1HillARTS.com (ExploreChape1HillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChape1HillARTS.com publicity materials
7. Inde pity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts ommission and the North Carolina Arts Council and their officers and employees
from y and all claims or actual injury, damage or loss to a person, or real or personal
prope y that results from or is in any way connected to the use of the grant funds.
8. Inde endent Contractor. The Grant Recipient is an independent contractor and not an
emplo ee, agent or other representative of the County and/or the Arts Commission.
Nothi g contained in this Agreement shall be construed to create the relationship of
princi al and agent, or employer and employee, between Grant Recipient and Arts
Co ission or Orange County Government. Grant Recipient understands and agrees
that h /she is not authorized to incur any expenses or any liability whatsoever on bellaIf'
of the County or the Arts Commission and has no authority, expressed or implied. to
obliga a or make representations on behalf of the County or the Arts Commission. In
additi n, Grant Recipient agrees to maintain his or her own worker's compensation
insur ce for himself/herself and his or her employees for the duration of the art worlk's
install tion.
9. Term nation
A. In the event of any of the circumstances set forth below(hereinafter referred to as
"default"),the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with anN
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal la��s.

B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice.

10. Mise llaneous.
A. Entire Agreement. This Agreement and the attachments contain the final aind

writing. This Agreement shall be binding upon the parties, their heirs, successor-s
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.

5 Arts Program Application Narrative
• Organizational Profile – a brief overview your organization's mission and history.
The Hillsborough Arts Council is a 501[c]3 non-profit organization whose primary role is to
organize and promote cultural and educational events featuring local and statewide artists for
the enjoyment and education of the general public. Our mission is, "Enriching our community
through the arts." Programs are funded through partnerships and donations,and by grants
from such entities as the Hillsborough Tourism Board,OCAC, and NC Arts Council.This support
allows us to offer some events free of charge, and other programs for a small fee.
The HAC Board is a diverse group of artists and art lovers, and the membership includes
potters,jewelry makers, poets, sculptors, photographers, mixed media painters, designers and
art enthusiasts from Hillsborough and the surrounding area. Monthly council meetings are
open to the public. Both Board and Council members chair and serve on committees for the
various HAC events and activities. The HAC has one employee,a part-time bookkeeper.
Free Spirit Freedom is a cultural arts initiative under the Hillsborough Arts Council umbrella.
The program emerged in summer 2010 when co-founders Renee Price and Thomas Watson
with a select group of area residents convened and concurred that the Orange County needed
to preserve,acknowledge and celebrate its diverse heritage. We recognized the photographer
as an artist capturing moments in time and sentiments, and so,we are using photography as
our primary medium,along with narrative,to: link the past to our future,show our unique
identities, and acknowledge a broader spectrum of values. FSF interweaves historical images,
photography, narrative and personal expression.
Our inaugural exhibition took place January to March of 2011,at the HAC gallery,at which we
hosted a well-attended opening and participated in the February Art Walk. Since then:
• exhibited at the Central Orange High School Alumni reunion
• set up at the Hillsborough's Last Friday events
• had two month-long exhibitions at the Central Orange Senior Center
• hosted "An Outdoor Cultural Affair" at Moorefields featuring storyteller,Joyce Grear as
Harriet Tubman.
• in January 2013 and January 2014, exhibited at the Orange County Annual Human
Relations Day Forum,hosted by the OC Human Relations Commission.
Free Spirit Freedom's mission is to use the arts to promote our common history, establish social
bonds, celebrate our cultural traditions and create bridges of cross-cultural understanding
among diverse populations of all generations. We want to relate the struggles and triumphs in
the determined effort to achieve civil and human rights for all Americans—yet in particular,for
people of color. Eventually,we intend to build Free Spirit Freedom into a vibrant community
resource that collects old photographs and historic images,along with oral histories and
narratives,for an on-going public exhibition that will instill a sense of being and a sense of
place while promoting diversity and inclusiveness in local affairs.

organizations around the Old Courthouse
• Last Fridays Art Walks, during which venues unite to celebrate and present art;
• Handmade Parade, featuring handmade puppets and has become a valued local tradition;
• Parlor Concerts,showcasing traditional music;
• Hillsborough Downtown Arts&Crafts Show,an annual spring event with regional artists;
• Free Spirit Freedom, celebrating the diversity of Orange County's historic past and future
through p otography and narrative;
• Orange Dog Poets Society,supporting the strong literary tradition of Hillsborough;
• Hillsborough Arts Council Gallery and Gift Shop, providing a consistent venue for the work
of local ar fists;
• Hillsborough Jazz Festival,bringing outdoor jazz performances to Hillsborough annually;
• Hillsbor ugh Sculpture Tour,a bi-annual exhibit of outdoor sculpture in Hillsborough; and
•Arts Alive,a performance series combining multiple art forms such as music and literature.
• Proposed Uses of Grant Funds —description including location, date, artists involved.
Free Spirit Freedom is proposing to use OCAC funds to support the expansion of the "Freedom
through Faith and Knowledge"gallery of images,as well as the installation of two exhibition
and the sponsoring of two storytelling events. More specifically,grant funds are needed to:
• 1] contract with Jacquelin Liggins,a local photographer with roots in Orange County, t,)
pt otograph [using film] historic school structures and sites that were built in rural
Or ange County for children of color,and to have the film developed [$375];
• 2] print and mount thirty-five [35] new photographs/images and twenty [20] histor,.
pf otographs and identifying text on sintra,at A Better Image Printing, a local vendor
[$5 00];
• 3] contract with Staler Gilfillen a local architect,to document information about the
structures and sites in the photographs—i.e., architectural features and their
significance [$175];
• 4] purchase materials to install two photography exhibitions with the new photogra l
one month each at the Central Orange Senior Center, and at the HAC Gallery [$50];
• 5] provide stipends to six featured Orange County community elders at two storytel1 nh
events,three [3] at each event,who will recount their memories and sentiments in
at ending or teaching at rural,segregated schools [$300]; and
• 6] assist with travel costs [$100] of project participants.
Activities that will be part of the overall project and supported with applicant cash, including,
in-kind contributions,are:
• two [2] artists'openings with receptions,including space rental;
• marketing and publicity
• oral history interviews with community members based on the photographs,with
guidance from Peter Sandbeck,the County's cultural resources coordinator,and Dr.
Freddie L. Parker, Professor of History, NCCU, and transcription by the project direct: r
of the narratives, for publishing in hardcopy and on the website;
We are proposing a project timeline of 10 months,with a start date of July and completion of
the project by end of April 2015—leaving 2 months for unforeseen delays. We have a list of
sites and structures,and will be ready to start taking photographs in July, and will continue
through October,adding new sites to our list. In September,once the images are available,we
will begin consultation with Gilfillen on the architectural features,artistic details and historical
significance, and receive his reports. Simultaneously, Price with assistance from Sandbeck will
proceed with local history research and documentation.
When the photographs are printed and mounted,Thomas Watson, Price and Sandbeck will
work together to conduct and record oral histories or narratives from select individuals in the
community—with visits to their homes. Watson is a life-long member of Orange County and
will take the lead in identifying people to interview. Price will transcribe the narratives for
publication on the website and archives. This activity will occur October through December.
Once we finalize the pieces for the exhibition and the narratives/oral histories,we will prepare
for the artists' openings and storytelling events in January and March 2015. The openings will
be on Friday evenings, and the storytelling events will be on the following Saturday afternoons.
In April,we will recap, analyze and assess our yearlong activities, compile a photo album for
the website, and prepare the final grant report.
Because Free Spirit Freedom is an HAC program,we will publicize our events through the HAC
website, Facebook page and listserv, and the Alliance for Historic Hillsborough website and its
listserv. Laurie Paolicelli of the Chapel Hill/Orange County Visitors Bureau will post on the
Bureau's website, Facebook page and listserv. Terry Colville of the Central Orange Senior
Center has offered to co-sponsor and will announce the events in the Center's monthly online
and print publications. We will prepare a release for WCHL Radio, and place an announcement
in the News of Orange County. Local faith assemblies and community organizations will
receive "save the date" cards and invitations by mail.

using old photographs, and we hosted one event with a panel of community members who
shared reflections about historic Hillsborough.

Our intended audience is a multi-generational and culturally-diverse group,a cross-section of
the Orange County community, inclusive of people from the urban centers, rural townships and
surrounds. Our participants are respected local residents who have "their own following" and

combined for the Friday evening openings, and audiences of 180+ combined for the Saturday
afternoon storytelling events. One set of events will be held at the Central Orange Senior
Center,and the other will be held at the HAC Gallery. The exhibitions will remain for the
duration of the two months,so that many more visitors will have opportunities to view them.

Artist Statement
Jackie is a p iotographer,writer, potter and painter whose work is exhibited extensively
throughout the United States.
I have been documenting African American Schools that were built and in operation prior to
1950, and are still standing. I began this project in 1998 using a 35 mm Nikon camera, and 11,_1�t,
captured revealing shots of several rural schools for African-American children including:
Haith School,Sartin School, Corbett School, Union Grove School. I have always had a
fascination with school architecture.
We still have several buildings in the community that portray this era of our one and two looill
schools in the early years, if the school lacked a well, students carried water from neighbor i i i'
houses. Sc ools were heated with potbelly stoves; the boys in the school chopped wood for d I
next day. Classroom books were used and handed down from the white schools in the area;
I would likE to continue taking photographs in the existing buildings or what remains of th ,rni.
The photographs will capture architectural features or details, as well as buildings in their
entirety.
You will als notice the photograph below is a book that I had published of people over 90 t h<I t
are still self-sufficient. They all have high morals and definitely believe in treating people-�,, it Ii
respect.
My abstract paintings are expressions of freedom and movement. With acrylic paint,on
masonite, w ood or industrial material. I create compositions of vivid journeys to other
dimensions While my hands work freely and naturally,my mind focuses on design, color <,r d
texture. As I create, the abstract becomes limitless and creativity seems endless.

architecture, art and technology books. In 2005, moved to Slovenia where I undertook the
renovation of a 17th Century house in the ancient Venetian section of Piran. In late 2007,
to Hillsborough, NC, purchased, renovated, expanded historic farm.

particularly as it related to the built environment. Completed extensive readings on art and
architecture. In France, I took classes at the University in live drawing. I prepared an art

Architect.
