Chapel Hill, NC 27516 Mr. George Seiz Director of Public Works 100 Public Works Dr. Carrboro, NC 27510 Re: Orange County Transfer Station Siting Exclusionary Criteria Information Request Orange County, North Carolina Olver Project No. 20151 Dear Gentlemen: The Orange County Board of Commissioner's (BOCC) is in the process of finalizing Exclusionary Criteria for the transfer siting process. One important criterion is distance from the centroid of waste generation, which relates to collection vehicle direct haul distance from the end of residential and commercial collection routes to the proposed transfer station. Based upon the preliminary definition for this criterion; sites located beyond 3 miles of US 15-501, NC 54, NC 86 (excluding NC 86 north of Hillsborough), US 70, I-40, or I-85 and beyond 12-road miles from the projected waste generation centroid would be excluded from consideration. See the attached figure. A 3-mile corridor has been established on either side of the centerline of the major transportation routes noted to site the transfer station within. Road miles for the 12-mile distance do not envision the use of back roads. The 2025 centroid (mean center of weighted population and employment) falls in the vicinity of the existing Eubanks Road solid waste management facility but does not represent an actual starting point for collection vehicles hauling to the transfer station. The BOCC has requested that the 12-mile distance be further evaluated and that Olver Incorporated contact the Towns of Chapel Hill and Carrboro for their input and professional opinion regarding the distance to be selected for this criterion. In order to facilitate your feedback, please simply let us know if the proposed 12-mile distance is reasonable or if it should be revised, and the distance that you would recommend if the criterion were to be changed. Any information regarding the direct haul costs ($/mile) for your collection vehicles would also be helpful.
