PURPOSE: To accept $29,606.40 in Homeland Security funds for the purchase of 800MHz
radios identified as needed for various Orange County public safety and volunteer agencies,
with the State of North Carolina to purchase the radios on the County's behalf.
BACKGROUND: As noted in the attached September 27, 2006 letter from NC Department of
Crime Control and Public Safety Secretary Bryan Beatty, Orange County has been selected to
receive $29,606.40 in Homeland Security funds for the purchase of 800MHz radios. The
portable radios provided through the grant will further allow the County's emergency response
agencies to move toward migration onto the statewide partnership 800 MHz radio system.
Because portable and mobile radios make up a substantial portion of the overall cost of moving
to the system, any grant funds that can be received toward the project will reduce the financial
burden upon local agencies.
FINANCIAL IMPACT: The County would accept $29, 606.40 for the purchase of 800MHz
radios (the State of North Carolina would purchase the radios on the County's behalf). Funds
are already available in the County's budget to meet the matching funds requirement
associated with this grant.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Accept the grant funding and request that the State of North Carolina purchase the
radios on the County's behalf; and
2. Authorize staff to administer and sign all grant paperwork such as may be required.

you that North Carolina's investment justification for interoperable communications has been
selected to receive funding under the Department of Homeland Security (DHS) FY 2006 grant
program, As part of the planned, phased State effort to enhance interoperable communicafiians
through the development of the Voice Interoperability Plan for Emergency Responders (VIPER),
your jurisdiction has been identified to receive FY 2006 VIPER funding., The total amount of
federal funds recommended far your project is $29,606..40 for portable radios„
The N„ C.. State Highway Pafiral is the overall program management agency for this
project and, as such, is available fio execute its implementation on behalf of your agency, if you
so desire,. !n order to request that the State Highway Patrol manage the project for you, please
