Wilkerson Contracting Co., Inc. of Morrisville, NC, in the amount of $747,840 for the construction of the Morinaga Area Water and Sewer Infrastructure; • Authorize the Manager to sign the contract and other documents necessary to begin project on behalf of the Board of County Commissioners, subject to final review by the County Attorney; and • Authorize the Manager to execute individual change orders within the limit of Manager's authority ($250,000) up to the extent of the project budget. BACKGROUND: The area to be served is covered by a water and sewer service agreement with the City of Mebane (2004 and as amended in 2012). The project consists of approximately 2,100 linear feet of 12" gravity sewer line and approximately 5,500 linear feet of 12" and 16" water line. The sewer portion of the project will connect the Morinaga site to the 18" sewer line recently constructed as part of the Buckhorn Mebane Phase 2 Utilities project, which was funded by money set aside in Article 46 sales tax account for economic development infrastructure. The City of Mebane's water infrastructure is being extended from the subdivision to the west of the Morinaga Candy Company site. This utility Community Development Block Grant (CDBG) with a Article 46 sales tax fund for economic development Bid Information The design, permitting, and bidding phases have been completed using Article 46 Sales Tax funds approved by the Board of County Commissioners at its October 15, 2013 meeting. The project was advertised for competitive bid in late April and bids were opened on May 29, 2014. Four bids were received, and after a period of review by County staff and the County's engineering consultant, McGill Associates, J.F. Wilkerson Contracting Co., Inc. was determined to have the lowest responsible, responsive bid with a total bid of $747,840 (see Attachments 1 and 2). The bid is higher than anticipated by the County's engineering consultant. Though it does fall within the established budget for this project, it leaves no contingency available for the project. Because of this, staff recommends adding a 10% construction contingency ($75,000) to cover any necessary construction materials testing or any changes necessitated by field conditions. This project is being funded by a CDBG economic development infrastructure grant of $750,000, with a 25% County match totaling $250,000 from Article 46 sales tax revenue that is being used to fund design, permitting, bid services and construction oversight. In addition, staff recommends adding a 10% construction contingency of $75,000 from Article 46 sales tax revenue.
