These projects are in various stages of progress, from conceptual design and master planning to construction. Staff has developed this memo to give a current progress update on these projects and highlight upcoming project milestones. BUCKHORN - MEBANE PHASE 2 UTILITIES This project is currently under construction and is approximately 85% complete. A portion of water line along Washington Street in the Buckhorn community associated with this project has already been certified and is in use. The 18" gravity sewer portion of this project has been completed and is expected to be certified in the next few weeks. This line runs north of Bowman Road between Rock Quarry Road and Mebane's Regional Pump Station. This is also the sewer line to which the new Morinaga Plant will connect. The entire project is expected to be completed by the end of August 2014, with final closeout by the end of September 2014. MCGOWAN CREEK INTERCEPTOR This project is an improvement to the Efland sewer system. It is currently under construction and is approximately 85% complete. The contractor is expected to complete all pipe Laying by mid -July, at which point they will begin decommissioning the McGowan Creek Pump Station. Project closeout is expected by the end of August to mid - September 2014. MORINAGA AREA WATER AND SEWER EXTENSION Bids were received for this project on May 29, 2014. The bid award will be presented for approval at the June 17, 2014, regular BOCC meeting. Notice to Proceed is anticipated to be issued for August 1, 2014, with 180 days allowed in the contract for substantial completion. This means substantial completion of the project would occur by the end of January. The construction of the water and sewer infrastructure to serve the Morinaga Plant is being coordinated with both the Morinaga company and with NCDOT, who will be building the access road to the site. BUCKHORN - MEBANE PHASE 2 EXTENSION: EFLAND TO MEBANE SEWER Design is currently underway on this project, which will transport the sewer flow from the Efland sewer system to the City of Mebane for treatment, as well as provide gravity sewer for a portion of the Efland area south of the railroad tracks along Mt. Willing Road. The design is expected to be ready to submit for State permitting review by late summer of 2014. Staff expects that bids will be received by the end of 2014 and construction will be complete by the end of 2015. Once construction is complete, the City of Mebane will be taking over ownership of not only the infrastructure constructed as part of this project, but also the Efland sewer system as well. ENO EDD UTILITY PROJECT The conceptual study for this project has been completed. This initial study indicates that the funds are not currently available to provide a comprehensive water and sewer "backbone" system that could eventually serve the entire economic development district. However, staff is investigating the possibility of a phased approach which could allow utility extension on a smaller scale to the eastern portion of the Eno economic development district. This conceptual, master plan level analysis is ongoing, but staff expects to know if this approach is feasible by the end of 2014.
