am experienced in retail store planning (over 30 years). I have designed some ABC stores in
other counties. I have had to meet with ABC boards in my capacity as a store planner and am
familiar with the board process and procedures. My first job was with a drug chain in California
which sold liquor. I am familiar with what it takes to buy and sell alcohol at a profit. I would offer
an experienced view on how to profitability run a county wide retail operation.My retail
experience and my store planning experience give a unique view point on how to run and
operate a retail store which specializes in alcohol.
With over 40 years of experience in all phases of retail, I can contribute insight on all phases of
your retail operation

I want to give back to the community that I have lived for the past 30 years.

Interested in serving again because I believe this is an important board for our county. Last time
I served we implemented some needed changes which I believe helped our OCABC

accomplish if appointed?
Would work to continue to make the Orange County ABC Board one of the best well run boards
in our state, a board the people of our county can be pleased with. A board member holds a lot
of responsibility to make sure the operation is in compliance with state and national standards.

the citizens of our county.

pursues its goals. I am well versed in providing high levels of customer service, exploring
opportunities to retain a dedicated workforce, and governmental accounting and budgeting for

Conflict of Interest:
I understand that the ABC Board provides money to the Orange County Board of Education;
however, that is only a very small portion of its budget. To that end, I would recuse myself from
any decisions regarding the Orange County Board of Education should the ABC Board deem my

Assisted Living Community owned by Brookdale Senior Living. In that capacity I was
responsible for the Human Resources portion of my building and maintaining their Administrative
files. I knew about budgets because all of us as managers had budgets that we had to adhere to
and submit monthly reports. I was also responsible for the payroll for my building.

Winston -Salem Citizens Police Academy and now am involved with the Hillsborough PD
Citizens Police Academy. I feel that all of the aforementioned experiences teach you many
great values to implement in other volunteer experiences.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Attending initial training and monthly meetings. I certainly have the ability to serve as a secretary
to this committee as I did for the Adult Home Care CAC and now do for the Nursing Home CAC
as per the request of Mary Fraser from the DOA. I feel I have the knowledge to be able to
understand budgeting, hiring of personnel and management that is needed for the ABC Board
from my past experiences in my employment.

currently directly manage an $8.4 million budget for the Town of Hillsborough Utilities
Department, where I have worked for 15 years. I have addressed multiple sensitive personnel
matters during that time, and made recommendations to hire and fire staff as necessary. The
department I manage has a staff of 29, and has two treatment plants, a field crew, and the West
Fork Eno Reservoir.
My tenures on both the NC Rural Water Association and Professional Engineers of NC has
included budget reviews and approval, personnel advisory tasks, and decisions for the overall
direction of the organizations. I take these matters very seriously, and seek to do the very best I
can for the organization I am serving.

The various regional committees I have served on have given me perspective for working in a
group and considering divergent opinions in coming to a consensus. I have assisted with the

The ABC Board is responsible for the activities of the ABC Commission, which is the distribution
of alcoholic beverages in the county. The board oversees the system manager, and provides
the direction for the organization. This includes store construction and maintenance, determining
how profits are distributed, and ensuring that staff is carrying out the board s vision.
I hope to help guide the board with my technical expertise and common -sense style of problem
solving.

body, unless a different method of appointment is provided in a local act enacted before the
effective date ofthis Chapter.
(c) County Boards.- County ABC board members shall be appointed by the board of
county commissioners, unless a different method of appointment is provided in a local act
enacted before the effective date of this Chapter.
(d) Qualifications. — The appointing authority shall appoint members of a local board
on the basis of the appointees' interest in public affairs, good judgment, knowledge, ability, and
good moral character.
(e) Vacancy. -A vacancy on a local board shall be filled by the appointing authority for
the remainder of the unexpired tern. If the qhairman's seat becomes vacant, the appointing
authority may designate either the new member or an existing member of the local board to
complete the chairman's term.
(f) Removal. -A member of a local board may be removed for cause at any time by the
appointing authority. Local board members are subject to the removal provisions of G.S.
18B -202.
(g) Compensation of Board Members. — A local board member shall receive
compensation in an amount not to exceed one hundred fifty dollars ($150.00) per board
meeting unless a different level of monetary compensation is approved by the appointing
authority. If a different level is approved by the appointing authority, the appointing authority
shall notifY the Commission of the approved level of compensation in writing. Any change in
compensation approved by the appointing authority shall be reported to the Commission in
writing within 30 days of the effective date of the change. No local board member shall receive
any nonmonetary compensation or benefits unless specifically authorized by this section.
(gl) Compensation of General Managers of Local Boards. -The salary authorized for
the general manager, as defined in G.S. 18B -101, of a local board shall not exceed the salary
authorized by the General Assembly for the clerk of superior court of the county in which the
appointing authority was originally incorporated unless such compensation is otherwise
approved by the appointing authority. The local board shall provide the appointing authority's
written con:firmation of such approval to the Commission. Any change in compensation
