Staff-Recommended Bus Service Erik Landfried, Triangle Transit Service Planning Expansion Program Summary Supervisor, 919-485-7508 PURPOSE: To receive a presentation of public outreach results and consider BOCC endorsement of the proposed Triangle Transit (TTA) and Orange Public Transportation (OPT) bus service expansion concepts in central and rural Orange County over the next five (5) years. BACKGROUND: The Orange County Bus and Rail Investment Plan (OCBRIP) was approved by the BOCC in June 2012. The OCBRIP provides local and regional transit opportunities including expanded bus service and proposed light rail. Voters in November 2012 approved a one-half cent sales tax and vehicle registration fee increase to fund the local portion of the Plan, and collection these revenues began on April 1, 2013. Additional background documents such as the adopted OCBRIP can be found via the following link, listed under Transportation Documents: http://www.co.orange.nc.us/planning/transportation.asp At its May 8, 2014 meeting, the BOCC received a presentation on concepts for expanding OPT and TTA bus operations in central and rural Orange County over the next five years. These services included: TTA and OPT: • A cross-county, peak-period regional service (ODX Route) to be operated by TTA connecting downtown Durham, Duke Hospital, Hillsborough, Efland and Mebane and complementary peak-period and midday service operated by OPT; OPT: • Expanded dial-a-ride, rural general public demand response service; • Expanded senior center transportation; 2 • Extension of the existing Route 420 midday service (currently connecting Hillsborough and Chapel Hill) to Cedar Grove with more frequent service; and • Continuation of the existing Hillsborough Circulator service and expansion to an additional hour of service. These concepts have been developed by Orange County and TTA staff based on the OCBRIP goals, goals of the respective transit agencies, public input collected during outreach meetings (last summer and in May 2014), input collected from inter-departmental collaboration, demographic data, and survey data. This particular item's focus is on providing a summary (Attachment 1) of results from the public outreach conducted during the third and fourth weeks in May 2014 and any impact those results may have on the bus service expansion concepts first presented to the BOCC. As an extension of this focus, staff is recommending that the BOCC endorse TTA's proposed Orange-Durham Express (ODX) service, Phase I (Hillsborough to Durham) of which is scheduled to begin in August 2014. No changes are being recommended for the proposed ODX service as a result of public outreach. A summary of the proposed ODX service is provided in Attachment 2. Fifty percent (50%) of the ODX service will be funded by Orange County revenues, and 50% will be funded by Durham County revenues. Additionally, OPT staff is requesting that the BOCC receive, consider providing comments/questions, and potentially discuss the two bus service expansion program options as reflected in Attachment 3. The Board could also consider endorsement of one of the two options if deemed appropriate. Based on input received from public outreach conducted in May 2014 and additional analysis of proposed service concepts' feasibility and projected productivity, staff has provided a second program option (Option #2 in Attachment 3) as an alternative to the program presented to the BOCC on May 8th and at the May public outreach meetings (Option #1 in Attachment 3). It has become apparent from the North Carolina Department of Transportation, Public Transportation Division (NCDOT-PTD) that OPT will not be able to make use of the new buses it has requested that are essential to providing these expanded services until winter 2015. Consequently, the County and OPT have more time than originally anticipated to finalize its bus service expansion program before implementation. Next Steps for TTA and BOCC Following the BOCC's action on TTA's proposed ODX service, the TTA Board of Trustees will consider the recommendation at its June 25, 2014 meeting. If approved, Phase I of the service is expected to commence in August 2014, and Phase II (extension to Mebane) is expected to commence in January 2015. Absent the BOCC's endorsement of a program option for OPT's bus service expansion program, staff will continue to accept feedback from the Board, incorporate comments, and refine any details to the program as deemed appropriate. However, if the BOCC chooses to endorse OPT's expansion concepts, Orange County planning staff will develop and draft more detailed service design characteristics (i.e., service times, stop locations, bus capital programming, etc.) for each concept, and a corresponding draft bus service expansion program document will return for the BOCC's consideration and approval at its September 4th regular meeting. Public outreach, education, and marketing of these new routes will be ongoing over the next several months. Given the delay in implementation of OPT's program and the complexity of the item, if the BOCC would like to schedule a work session to discuss the options proposed, as well as any associated policy decisions (i.e., collection of fares, minimum service standards, etc.), staff can work to arrange a Board work session discussion. 3 FINANCIAL IMPACT: Although this item does not have an immediate financial impact, the associated activity relates to the process to expend half-cent transit sales tax revenue and the $7 county vehicle registration fees. The expansion of the proposed OPT services are to be financially supported in full by these revenue sources. The $3 increase to the TTA regional tag fee will begin affecting residents in October 2014. RECOMMENDATION(S): The Manager recommends the Board: 1. Receive the information from TTA and OPT staff; 2. Endorse the proposed ODX service to be operated by TTA in central Orange County; and 3. Receive and consider any possible necessary discussion regarding the proposed program Options #1 and #2 (Attachment 3) for OPT and potentially consider endorsement of one of the options if deemed appropriate at this time. 4 ATTACHMENT 1: Summary of Public Outreach Results Overview of Public Involvement for Route ODX The following provides a summary of public outreach and involvement efforts carried out by Triangle Transit and Orange County Planning staff during the public involvement period (May 8 —June 4, 2014). 1. Changes to recommendations in response to public comments • None for TTA ODX Route • An additional option for OPT's expansion program is provided in Attachment 3 as a response to public input and analyses of concepts' feasibility and projected productivity. 5 ATTACHMENT 1: Summary of Public Outreach Results Summary of Public Comments For TTA's proposed Route ODX, we received 14 responses from customers during the public outreach period. The details of these comments are provided below: 1) Route ODX (14 total comments): • 79% of respondents support the proposed Triangle Transit Orange-Durham Express Route (ODX). • 21% of respondents do not support the proposed Triangle Transit Route ODX. • For those opposed to the Route ODX, responses included that the route was too long to get to UNC, they are only interested in Phase II, and one response that was anti-light rail and not related to the proposal. Sample Comments • "So many people who live in Mebane work at Duke and UNC. Many of these people are paying to park now; this bus would give them an alternative way to commute. It would save them money and allow them to something else with their time other than drive. They could, for example, text and not compromise others' safety and their own by doing so." • "Expanding public transportation from northern Orange County down Hwy. 70 into Durham is going to create so many good opportunities for employment and commerce. It is a very smart plan - thank you!" • "I work in Hillsborough and live in Durham. I am eager to utilize public transportation so that I do not have to drive my car back and forth to Hillsborough each day like I must do currently." • "Just too far." (Note: this respondent works at UNC) 2) Proposed OPT Program (48 total comments): • 88.6% of survey respondents support the proposed OPT services. • 11.4% of survey respondents do not support the proposed OPT services. • For those opposed to the proposed OPT services, responses included: o The proposed U.S. 70 midday route is inadequate and service needs to be increased. The respondent also wanted a stop along the Route 420 at the Eubanks park-and-ride facility. o All the respondent sees is empty buses, which is a waste of taxpayer money. The bus program should be canceled. o Mebane is too far away for people to live who work in Durham and Chapel Hill. Peoples' choices of residential location is on them and should not justify additional service. o Route 420 should serve Hideaway Estates. Bus service from areas in Efland/Mebane, Cedar Grove, and the Eastern parts of the county where low income housing is clumped would enable some of these young families to more consistently get to Hillsborough to take advantage of programs like ours, and hopefully get, get to, and keep jobs that aren't available in those rural areas." • "I also support making a connection from Mebane to Hillsborough." • "I would like very much to be able to take a fare free bus from home to work. I hope there will be bus stops along 86 (north of 1-40), at the ends of the neighborhoods on 86 so people can get on from home without driving to a park and ride. Stops would need to be plentiful - near enough to walk to, but not blocked from neighborhoods by structures one can't walk past, such as the bridge across New Hope Creek." • "My home is in Efland, and I have always wanted to ride the bus (instead of drive) into Hillsborough and Mebane. I attend the University of North Carolina at Chapel Hill, so I ride the 420 bus to Hillsborough and have to get someone to pick me up in Hillsborough, so I am excited about the expanded 420 route and the Hillsborough to Efland route so that I can easily commute between Mebane, Efland, Hillsborough, and Chapel Hill. I have been waiting for these bus services for many years. Brian Carson(6/6/2014) 12 ATTACHMENT 3: Staff-Recommended Bus Service Expansion Program Summary, Options #1 and #2 Option #1 - OPT 5-Year Bus Service Expansion Recommendation Notes 1) Northeastern and Northwestern County Zonal Routes— Route would come online January 2015, would be one (1) day per week on a Tuesday or Thursday running up to five (5) hours per day with one (1)- to two (2)-hour headways during off-peak periods depending on run times, and would run a deviated fixed-route or point-deviated demand response schedule. The route would connect residents in northern Orange County to destinations and additional transit connections in Mebane and Hillsborough. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services. 2) Later Senior Center Service—Route would come online January 2015, would be a daily weekday service running approximately three (3) hours per day (two, 1.5-hour run time structured routes), and would run a deviated fixed route or point-deviated demand response schedule. The route would provide later service from Orange County senior centers (with an emphasis on the Central Orange Senior Center) beyond times the service is currently provided. The service would be fare- free. 3) US 70 Midday Service — Route would come online January 2015, would be a daily weekday fixed-route service running approximately five (5) hours per day during off-peak periods with two (2)-hour headways per direction and a total one (1)-hour directional run time. The route would connect Mebane/Buckhorn and Efland with destinations and additional transit connections in Hillsborough and Durham. The service would involve a nominal fare if OPT is able to position itself to accept fare cards used by Triangle Transit customers. This service is being designed to correspond with Triangle Transit's proposed peak period Orange-Durham Express(ODX) service. 4) Efland-Hillsborouqh Commuter Loop — When Phase II of Triangle Transit's Orange-Durham Express commences in January 2015, OPT will run an Efland-Hillsborough commuter loop to provide peak-period and peak-direction service from Efland to link into the Triangle Transit Orange-Durham Express service in Hillsborough. After providing the short Efland to Hillsborough run, the route would then be run to provide an employment commuting-oriented, pre-Hillsborough Circulator service to connect transit-dependent residential origins in northern Hillsborough to service sector employment destinations in southern Hillsborough before deadheading back to Efland to provide the next Efland to Hillsborough commuter link service run. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low- income riders who qualify for other services with the Department of Social Services. 5) Route 420 Expansion — Route would come online January 2015, would be a daily weekday service running up to an additional six (6) hours per day (three [3] hours each northbound and southbound) with one (1)-hour headways, and would run a fixed-route schedule. This is in addition to the existing three (3) service hours per day currently run by Route 420; the full service schedule would involve a total of nine (9) midday service hours. This assumes a two (2)-hour run time each way. The existing Route 420 would be expanded to connect Cedar Grove with destinations and additional transit connections in Hillsborough and would continue on to destinations and additional transit connections in Chapel Hill. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services. 6) Hillsborough Circulator with Additional Noon Hour Service — Route would begin using OPT OCBRIP funding July 2015 and would continue the existing Hillsborough Circulator service with an additional hour added for 12pm-1 pm. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services. The route would connect rural residents in northern and southern Orange County to destinations and additional transit connections in Mebane, Hillsborough, Chapel Hill and Durham. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services. 2) Later Senior Center Service—Route would come online January 2015, would be a daily weekday service running approximately three (3) hours per day (two, 1.5-hour run time structured routes), and would run a deviated fixed route or point-deviated demand response schedule. The route would provide later service from Orange County senior centers (with an emphasis on the Central Orange Senior Center) beyond times the service is currently provided. The service would be fare- free. 3) US 70 Midday Service — Route would come online January 2015, would be a daily weekday fixed-route service running approximately five (5) hours per day during off-peak periods with one (1)-hour headways per direction and a total 30-minute directional run time. The route would connect Mebane/Buckhorn and Efland with destinations and additional transit connections in Hillsborough. This concept would not connect to DukeNA Hospital in Durham. The service would involve a nominal fare if OPT is able to position itself to accept fare cards used by Triangle Transit customers. This service is being designed to correspond with Triangle Transit's proposed peak period Orange-Durham Express (ODX) service with the exception of providing a connection to Durham. 4) Route 420 Expansion — Route would come online January 2015, would be a daily weekday service running up to an additional six (6) hours per day (three [3] hours each northbound and southbound) with one (1)-hour headways, and would run a fixed-route schedule. This is in addition to the existing three (3) service hours per day currently run by Route 420; the full service schedule would involve a total of nine (9) midday service hours. This assumes a two (2)-hour run time each way. The existing Route 420 would be expanded to connect Cedar Grove with destinations and additional transit connections in Hillsborough and would continue on to destinations and additional transit connections in Chapel Hill. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services. 5) Hillsborough Circulator with Additional Noon Hour Service — Route would begin using OPT OCBRIP funding July 2015 and would continue the existing Hillsborough Circulator service with an additional hour added for 12pm-1pm. The service would involve a nominal fare for general public riders with the possibility of vouchers issued to low-income riders who qualify for other services with the Department of Social Services.
