PURPOSE: To consider authorizing a contract with Dixon Weinstein Architects for services
associated with the design of the new Animal Services Facility on Eubanks Road, Chapel Hill
and services associated with the regulatory approvals required for the project, at a cost not to
exceed $623,375, plus reimbursable costs.
BACKGROUND: The County has recently concluded aqualifications-based selection process
for design services associated with the proposed 19,000-24,000 square foot Animal Services
Facility, in which to consolidate all divisions of the Animal Services Department. Of the six firms
that responded, four were interviewed. While each of the firms is qualified, the design team led
by Dixon Weinstein is recommended for the Board's consideration.
The selection group focused not only on the design capabilities needed for a quality facility, but
also the ability of the consultant to shepherd the project effectively through the 12-15 month
regulatory review process that is required. The design team recommended is strong in both
areas.
Dixon Weinstein's work is well known to the County through the design work associated with the
Skills Development Center on Franklin Street, Chapel Hill; and mare recently through the design
of the Solid Waste Administration Building that will be built on Eubanks Road. The firm can
bring an innovative design approach to the project that incorporates elements that are important
to the success of the. project, -such as incorporating sustainable design elements into the
building and the development of the site; beginning the project with familiarity with the Eubanks
Road area because of on-going work with the Solid Waste Administrative offices; and a having
awell-developed working knowledge of the Chapel Hill regulatory process.
Dixon Weinstein chose to partner with a firm that excels in animal services/sheltering design:
Animal Arts/Gates Hafen Cochrane. The firm, located in Boulder, Colorado, has designed
numerous shelters across the nation ranging in size from an 80,000 square foot Denver Dumb
Friends League shelter in Denver to the 5,800 foot facility built by the Animal Protection Society
of Orange County on Nicks Road, Mebane. The information presented during the interview
reflects a strong design sensitivity to the animals, the public and the employees who work in the
facility.
Other consultants included on the design team include:

Following Board approval of this item, the design team will kick-off the design process by
holding workshops with the Board-appointed design committee and County staff. This will
provide an opportunity to exchange ideas, clarify project expectations and solidify the project
direction early in the project.
Construction of the project is anticipated to begin late-Spring 2008, with completion by Fall
2009.
FINANCIAL IMPACT: The budget for all elements of the project, as stated in the Capital
Investment Plan, is $5.7 million. The design services are quoted at $623,375, including
approximately $71,000 for work associated with the Chapel Hill/Orange County regulatory
approval process. Based on a $4.5 million construction budget, the fees represent about
13.9% of the construction cost. The fees paid to municipalities and utility providers for the
Special Use Permit, Zoning Permit, Zoning Compliance Permit, OWASA and Duke Power
permits are estimated at $74,000 and are not included in the stated design fee. The detailed
cost elements are included on the attached cost proposal.
RECOMMENDATION(S): The Manager recommends that the Board approve the terms as
cited herein as the basis for a contract that will be prepared and reviewed by the County
Attorney and staff; and authorize the Chair to sign the contract on behalf of the Board.
