PURPOSE: To transfer ownership of withdrawn library books from the collections to the Friends
of Orange County Public Libraries, a local non - profit.
BACKGROUND: Orange County Libraries strives to provide collections that are up to date,
popular and of relevant interest. As library books and materials are damaged, out of date,
contain information that is no longer relevant, or are no longer being used by the public, these
materials are pulled from the collection and withdrawn to keep the collection relevant and useful
to the residents of Orange County.
North Carolina General Statute 160A -280 allows Orange County to donate to a local non - profit
with Board approval. Following the authorized transfer, the Friends of the Library can resell
these items. The Friends of the Library will use proceeds to support activities and programs at
the libraries.
FINANCIAL IMPACT: There is no financial impact associated with the transfer of the materials.
RECOMMENDATION(S): The Manager recommends that the Board authorize the transfer
going forward of those library materials pulled and withdrawn for donation to the Friends of the
Library.
