The following replace the use policy dated 7/9/2012. The use guidelines are as follows: 1. All parking in the deck will be available at no cost. 2. No unauthorized overnight parking is allowed. All privately owned vehicles unattended longer than 24 hours are subject to towing at the owner's expense. 3. Speed limit signs are posted throughout the deck. Please adhere to the posted speed. 4. Be aware of your surroundings while walking on the deck. You are encouraged to use the buddy system when possible. 5. Refer to the attached illustration. All County owned vehicles assigned to Departments (or Departmental divisions) housed on the West Campus (Tax, Register of Deeds, Planning and Inspections, Environmental Health, Economic Development, Information Technologies, Asset Management Services, Library) will be allowed to park within the Eno River Parking Deck ("Deck") at all times, behind the upper level gate (spaces 293 through 410). These parking spaces will be reserved for these vehicles at all times—both during business hours, overnight, and during weekends and holidays. Department Directors have discretion on assigning more efficient parking areas for employees who assemble and dispatch each day from other areas (i.e. Chapel Hill, AMS North Campus). 6. County Employees assigned to West Campus will be allowed to park their personal vehicles in both the lower and upper level gated areas as well as the upper levels of the public deck beginning at space 235. A County Employee is defined as someone who has An Equal Opportunity/Affirmative Action Employer www.orangecountync.gov w been assigned an Employee Identification Number. There will be a solid, conspicuous line painted on the decking at the point past where employees can park. 7. The public will be able to park anywhere on the deck except for the gate controlled areas on the lower and upper levels. Spaces 84 through 234, nearest the Nash& Kollock and Margaret Street entrances will be reserved exclusively for public parking. County employees assigned to the West Campus should not park in these spaces. 8. County employees not assigned to West Campus who visit West Campus facilities for meetings or other business may park in any public space at any time. 9. County owned vehicles assigned to Departments may park in convenient areas for short periods of time to load/unload equipment and attend to short meetings and administrative work. Department Directors will supervise this exception. This is especially relevant to Environmental Health and IT vehicles that need to access the West Campus Office Building ground level storage and lab areas through the lower level staff entrance. 10. Oversized County vehicles that exceed the deck height constraints (services vans with ladder racks, etc.)will be allowed to park in the public deck area near the Nash& Kollock entrance in marked spaces only. 11. Employee owned vehicles that are oversized in length(tip to tip length in excess of 20 feet) will be required to park in the upper level, gated deck area due to drive aisle safety and sight line visual constraints associated with the sheer size of the vehicles. Department Directors will supervise their employees who own these types of vehicles. 12. Asset Management Services will issue magnetized,removable window decals that will replace the rearview mirror hangtags. These decals will need to be placed in a visible location on the inside of the windshield. 13. Handicapped employees identified by the Department Director may be granted an exception for parking near an identified handicapped space without absorbing the space for the public's use. 14. Spaces #82 and#83 are private property and do not belong to the County. Neither County employees nor the public should park in these spaces. 15. Surface parking in front of the three buildings within West Campus—Gateway Center, West Campus Office Building, and the Library, are for the exclusive use of the public and are not available to County employees assigned to West Campus at any time. Spaces along Nash& Kollock are available for either the public or County employee personally owned vehicles. 16. County employee owned vehicles may not park overnight within any area of the deck. As an exception(i.e. official travel accommodations, etc.), County employees assigned to the West Campus may park overnight within the gated areas of the deck with permission of the Department Director. 17. During announced inclement weather(or imminent inclement weather), County owned vehicles may park"under cover"within the deck areas outside of the upper level gated area.
