Monday, Ltay 7, 1911
The Board of Commissl one rs for the County of Orange, met 1n regular
session at 10 o'clock A. M., Monday, M¢y 7, 1951, in the Commissioners' Room
at the Courthouse Sn Hillsboro, the usual place of meeting.

The minutes of the April meetings wore read and approve d.
A delegation from Cheeks Township, headed by Mr. J. H. Craven appeared
and requested that e road, running from Efland to Chestnut Ridge Church be
straightened and hardsurfaced. Tha Hoard suggested that it ask the Highway
C ortm+i sai on to make a survey of this road.
Mr. H. 5. Hogan and Mr. Joe Howard, Members of the Board of Public Ylelfere
appeared and presented their 1951-52 budget requests, ceiling for an aporopri-
atlon from the County of 546,336.30. IQo action was taken.
Upon motion of Commissioner Fo rtes t, duly seconded by Commissioner Efland,
the 1951-52 budget for O.A.A., A.D.C. and A.P.T.D, was tentatively approve d.
Orange Covnty's share as follows: O.A.A. - 511,250.00; A.D.C. - $7,020.00;
and A.P.T.D. - 51,980.00.
Upon motion of Commissioner Efland, seconded by Commissioner Forrest, the
1951-52 Aid to Blind budget of $1,298.40, was approved.
Miss Virginia Cathay, Aasis tent Home Demonstration Agent, tendered her
res ignetion, effective es of Ltay 31, 1951. The Hoard eznra esed regrets as to
her leaving Orangs County, but wished her much success in her new undortalsings.
Upon motion of Commissioner Forrest, seconded by Commissioner Efland, the p-
•pointmeivtof hfiss Dorothy Parrish to succeed Miss Cathey wes unnnimously approved
Mr. Don S. ldathe son, County F¢rm Agent, and Mr. Ed Barnes, his Assistant,
appeared end made a very fine report on the work being done through their
organization. _

the appointment of J. L. Rosamond es County ElectrS cal Inspector, is hereby _
approved.
Mrs. Douglas Devi s, Librarian, for the Hyconeechee Regional Library,
presented her 1951-52 budget tea ue sta. No action wes taken.
Upon motion of Commission_r Forrest, duly seconded by Commissioner Efland,
Afr. Archie Royal Davis, Architept, Ss hereby authorized to cell for bids on
the Structure) Steel to ba used in the 6uildtng of the proposed Orange County
Courthouse. Rids to be received hero, in Hill sbe ro, on Liay ,71, 1951, at
2 o'clock P. M.
Upon motton of Commissioner Forrest, seconded by Commisslaner Efland,
John Willis Atkinson is hereby granted 537.00 per month, as an Aid to Blind
grant, provided he is unable to obtain work.
It was brought to the attention of the 3o¢rd that it was its duty to ep-
noint three members to the Zoning Hoard of AdJ us tment of the Town of Chapel
Hill, s+i th their terns of office running one, two end three ye era respectively.
Now, therefore, anon motion of Commissioner Efland, seconded by Commission r
Forrest, and bye unanimous vote, the following. appointments were mnde:
Dr. Clarence Heer _ One Year
Mra. Harold Ylal tars -Two Years
idr. R. M• Grumman -Three Years.
Upon motion of Commissi oner Eflnnd, seconded by Commissioner Forrest, it 1
hereby ordered that Y1. R. Roberts be paid 52l~0.00 per year, to be used for
Janitor service at the Sail. Said amount to be paid at the rate of $20.00 per
month.
Mr. Jack B. Cliff presented a na tition ceiling for tY..a hardsurfacing of a
road running from Blackwood Station to Murphy School. The Clerk to the Boerd ~
ems ordered to notify L4r. Cliff, that all allotted mileage for ha rdsurfacing -~
roads Sn the county had previouslg been approve d.
It was brought to the attention of the Board that there were outstanding
end unpaid bill sL including the attorney fees of hii tch ell & Pershing, in the ,
total amount of ?2,149.26, incurred in connection with the authorization of
$1,000,000 Schoolbuilding bonds, $15,000 Schoolbuilding bonds and 5250,000
Courthouse bonds and for the issuance of bond anticipation notes and School-
building bonds to date. It was stated that the currant budget appropriation
for ant lc inated interest an Schoolbuilding bonds is 56,750.00. It further
appeared that accrued interest on such bonds and anticipation notes now

collected emounts to $4,943.40. It further eppeflred that interest paid and to
be paid on such bonds and notes un to June 1, 1951 would amount to 58,132.00,
leaving a net b¢lence of $3,561.40.
Upon motion of Commissioner Fo rrost, duly seconded bg Commissioner Efland,
the folloring rea olution was unanimously adopted:
RESOLVED: That Ira A. Viard, County Accountant be find he is hereby autho-
rized to pap the said outstanding and unpaid bills in the amount of $2,1L9 from
the said bal¢n ce on hand for said bond purposes in the Debt Service Fund, and
thet G. T. Proffit, Superintendent of Schools, shall sign all checks in neyme nt
of such bills.
