SERVICES AGREEMENT UNDER$90,000.00
ORANGE COUNTY
This Services Agreement(herinafter"Agreement"), made and entered into this�day
of May, 2014, ("Effective Date") by and between Orange County, North Carolina a body politic
and corporate of the State of North Carolina (hereinafter, the "County") and Volkert, Inc.,
(hereinafter, the "Provider").
WITNESSETH:
That the County and Provider, for the consideration herein named, do hereby agree as
follows:
1. Services
a. Scope of Work.
i) This Agreement is for services to be rendered by Provider to County with respect
to (insert type of project): Transportation Best Practices Investigations.
ii) By executing this Agreement, the Provider represents and agrees that Provider is
qualified to perform and fully capable of performing and providing the services
required or necessary under this Agreement in a fully competent, professional and
timely manner.
iii) Time is of the essence with respect to this Agreement.
iv) The services to be performed under this Agreement consist of Basic Services, as
described and designated in Section 3 hereof. Compensation to the Provider for
Basic Services under this Agreement shall be as set forth herein.
2. Responsibilities of the Provider
a. Services to be provided. The Provider shall provide the County with all services
required in Section 3 to satisfactorily complete the Project within the time limitations set
forth herein and in accordance with the highest professional standards.
b. Standard of Care.
i) The Provider shall exercise reasonable care and diligence in performing services
under this Agreement in accordance with the highest generally accepted standards
of this type of Provider practice throughout the United States and in accordance
with applicable federal, state and local laws and regulations applicable to the
performance of these services. Provider is solely responsible for the professional
quality, accuracy and timely completion and/or submission of all work related to
the Basic Services.

ii) Provider shall be responsible for all errors or omissions, in the performance of the
Agreement. Provider shall correct any and all errors, omissions, discrepancies,
ambiguities, mistakes or conflicts at no additional cost to the County.
iii) The Provider shall not, except as otherwise provided for in this Agreement,
subcontract the performance of any work under this Agreement without prior
written permission of the County. No permission for subcontracting shall create,
between the County and the subcontractor, any contract or any other relationship.
iv) Provider is an independent contractor of County. Any and all employees of the
Provider engaged by the Provider in the performance of any work or services
required of the Provider under this Agreement, shall be considered employees or
agents of the Provider only and not of the County, and any and all claims that may
or might arise under any workers compensation or other law or contract on behalf
of said employees while so engaged shall be the sole obligation and responsibility
of the Provider.
v) Provider agrees that Provider, its employees, agents and its subcontractors, if any,
shall be required to comply with all federal, state and local antidiscrimination
laws, regulations and policies that relate to the performance of Provider's services
under this Agreement.
vi) If activities related to the performance of this Agreement require specific licenses,
certifications, or related credentials Provider represents that it and/or its
employees, agents and subcontractors engaged in such activities possess such
licenses, certifications, or credentials and that such licenses certifications, or
credentials are current, active, and not in a state of suspension or revocation.
vii) In determining the basic services to be provided, should any documents be
referenced in this Agreement, the terms of this Agreement shall have priority in
any conflict between the terms of referenced documents and the terms of this
Agreement. Should a request for proposals and a proposal be referenced the
terms of the request for proposals shall have priority over the terms of any
proposal.
3. Basic Services
a. Basic Services. The Services to be rendered pursuant to this Agreement are as follows
(fully describe services to be provided): Transportation Best Practices Investigations
relative to how other counties in North Carolina and other states deal with traffic impact,
transportation infrastructure requirements, and implementation practices in economic
development districts. See Attachment 1: Proposal with Scope of Services included. See
Attachment 2: Firm Profile and Project Team Resumes.
4. Duration of Services
a. Term. The term of this Agreement shall be from May 15 to July 31, 2014.
b. Schedulinfz of Services.

i) The Provider shall schedule and perform its activities in a timely manner.
ii) Should the County determine that the Provider is behind schedule, it may require
the Provider to expedite and accelerate its efforts, including providing additional
resources and working overtime, as necessary, to perform its services in
accordance with the approved project schedule at no additional cost to the
County.
iii) The Commencement Date for the Provider's Basic Services shall be May 15,
2014..
5. Compensation
a. Compensation for Basic Services. Compensation for Basic Services shall include all
compensation due the Provider from the County for all services under this Agreement
except for any authorized Reimbursable Expenses which are defined herein. The
maximum amount payable for Basic Services shall not exceed four thousand five
hundred Dollars ($4,500). Payment for Basic Services shall become due and payable
within thirty (30) days of Provider properly invoicing County. Payment shall be subject
to provisions of Section 5(b).
b. Disputes. In the event the amount stated on an invoice is disputed by the County, the
County may withhold payment of all or a portion of the amount stated on an invoice
until the parties resolve the dispute. Should Provider fail to perform its duties under the
terms of this Agreement, County may, without fault or penalty, withhold any payment
associated with the work to be performed until such time as said work is completed.
c. Additional Services. County shall not be responsible for costs related to any services in
addition to the Basic Services performed by Provider unless County requests such
additional services in writing and such additional services are evidenced by a written
amendment to this Agreement.
6. Responsibilities of the County
a. Cooperation and Coordination. The County has designated (Craig Benedict, Planning
Director) to act as the County's representative with respect to the Project and shall have
the authority to render decisions within guidelines established by the County Manager
and/or the County Board of Commissioners and shall be available during working hours
as often as may be reasonably required to render decisions and to furnish information.
7. Insurance
a. General Requirements. Provider shall obtain, at its sole expense, Commercial General
Liability Insurance, Automobile Insurance, Workers' Compensation Insurance, and any
additional insurance as may be required by Owner's Risk Manager as such insurance
requirements are described in the Orange County Risk Transfer Policy and Orange
County Minimum Insurance Coverage Requirements (each document is incorporated
herein by reference and may be viewed at
http://oran eg countync.gov/purchasing/contracts.asy). If Owner's Risk Manager

determines additional insurance coverage is required such additional insurance shall
consist of N/A (if no additional insurance required mark N/A as being not applicable).
Provider shall not commence work until such insurance is in effect and certification
thereof has been received by the Owner's Risk Manager.
8. Indemnity
a. Indemnity. The Provider agrees to defend, indemnify and hold harmless the County
from all loss, liability, claims or expense, including attorney's fees, arising out of or
related to the Project and arising from bodily injury including death or property damage
to any person or persons caused in whole or in part by the negligence or misconduct of
the Provider except to the extent same are caused by the negligence or willful
misconduct of the County. It is the intent of this provision to require the Provider to
indemnify the County to the fullest extent permitted under North Carolina law.
9. Amendments to the Agreement
a. Changes in Basic Services. Changes in the Basic Services and entitlement to additional
compensation or a change in duration of this Agreement shall be made by a written
Amendment to this Agreement executed by the County and the Provider. The Provider
shall proceed to perform the Services required by the Amendment only after receiving a
fully executed Amendment from the County.
10. Termination
a. Termination for Convenience of the County. This Agreement may be terminated without
cause by the County and for its convenience upon seven (7) days' prior written notice to
the Provider.
b. Other Termination. The Provider may terminate this Agreement based upon the County's
material breach of this Agreement; provided, the County has not taken all reasonable
actions to remedy the breach. The Provider shall give the County seven (7) days' prior
written notice of its intent to terminate this Agreement for cause.
c. Compensation After Termination.
i) In the event of termination, the Provider shall be paid that portion of the fees and
expenses that it has earned to the date of termination, less any costs or expenses
incurred or anticipated to be incurred by the County due to errors or omissions of
the Provider.
ii) Should this Agreement be terminated, the Provider shall deliver to the County
within seven (7) days, at no additional cost, all deliverables including any
electronic data or files relating to the Project.
d. Waiver. The payment of any sums by the County under this Agreement or the failure of
the County to require compliance by the Provider with any provisions of this Agreement
or the waiver by the County of any breach of this Agreement shall not constitute a

waiver of any claim for damages by the County for any breach of this Agreement or a
waiver of any other required compliance with this Agreement.
11. Additional Provisions
a. Limitation and Assignment. The County and the Provider each bind themselves, their
successors, assigns and legal representatives to the terms of this Agreement. Neither the
County nor the Provider shall assign or transfer its interest in this Agreement without the
written consent of the other.
b. Governing Law. This Agreement and the duties, responsibilities, obligations and rights
of respective parties hereunder shall be governed by the laws of the State of North
Carolina.
c. Compliance with Laws. Provider shall at all times remain in compliance with all
applicable local, state, and federal laws, rules, and regulations including but not limited
to all anti-discrimination laws. Pursuant to the terms of North Carolina General Statute
153A-449(b) no county may enter into a contract with a contractor unless the contractor
and the contractor's subcontractors comply with the requirements of Article 2 of Chapter
64 of the North Carolina General Statutes. Where applicable, failure to maintain
compliance with the requirements of Article 2 of Chapter 64 of the General Statutes
constitutes Provider's breach of this Agreement. By executing this Agreement Provider
affirms Provider is in compliance with Article 2 of Chapter 64 of the North Carolina
General Statutes.
d. Dispute Resolution. Any and all suits or actions to enforce, interpret or seek damages
with respect to any provision of, or the performance or non-performance of, this
Agreement shall be brought in the General Court of Justice of North Carolina sitting in
Orange County,North Carolina. It is agreed by the parties that no other court shall have
jurisdiction or venue with respect to such suits or actions. The Parties may agree to
nonbinding mediation of any dispute prior to the bringing of such suit or action.
e. Entire Agreement. This Agreement represents the entire and integrated agreement
between the County and the Provider and supersedes all prior negotiations,
representations or agreements, either written or oral. This Agreement may be amended
only by written instrument signed by both parties. Modifications may be evidenced by
facsimile signatures.
f. Severability. If any provision of this Agreement is held as a matter of law to be
unenforceable, the remainder of this Agreement shall be valid and binding upon the
Parties.
g. Ownership of Work Product. Should Provider's performance of this Agreement generate
documents, items or things that are specific to this Project such documents, items or
things shall become the property of the County and may be used on any other project
without additional compensation to the Provider. The use of the documents, items or
things by the County or by any person or entity for any purpose other than the Project as
set forth in this Agreement shall be at the full risk of the County.

h. Non-Appropriation. Provider acknowledges that County is a governmental entity, and
the validity of this Agreement is based upon the availability of public funding under the
authority of its statutory mandate.
In the event that public funds are unavailable and not appropriated for the performance of
County's obligations under this Agreement, then this Agreement shall automatically
expire without penalty to County immediately upon written notice to Provider of the
unavailability and non-appropriation of public funds. It is expressly agreed that County
shall not activate this non-appropriation provision for its convenience or to circumvent
the requirements of this Agreement, but only as an emergency fiscal measure during a
substantial fiscal crisis.
In the event of a change in the County's statutory authority, mandate and/or mandated
functions, by state and/or federal legislative or regulatory action, which adversely affects
County's authority to continue its obligations under this Agreement, then this Agreement
shall automatically terminate without penalty to County upon written notice to Provider
of such limitation or change in County's legal authority.
i. Notices. Any notice required by this Agreement shall be in writing and delivered by
certified or registered mail, return receipt requested to the following:

INTRODUCTION
Pursuant to our conversation on April 241h,our meeting on April 281h,and following conversation today,Volkert is pleased to submit
this proposal to provide Task A:Best Practices Investigations relative to how other counties in North Carolina and other states deal
with traffic impact,transportation infrastructure requirements,and implementation practices in economic development districts. The
following services will be provided by Volkert for Task A:Best Practices Investigations.
SCOPE OF SERVICES
Volkert will undertake the following sees,*s t-of Task A:Best Practices Investigations
• Investigate through internet research,telephone calls,and emails other counties in North Carolina and in other states
to determine how these counties deal with traffic impact,transportation infrastructure requirements,and
implementation practices for development projects in their counties,particularly in economic development districts or
similar economic development zones. Counties in North Carolina who will be researched include, but not limited to,
Mecklenburg County and Brunswick County. Volkert will investigate up to four(4)counties in order to get an
acceptable sample set.
• Volkert will prepare a brief DRAFT Technical Memorandum outlining the investigation process, methodologies,
counties analyzed,findings of these investigations,and recommendations to Orange County. Volkert will submit this
DRAFT Technical Memorandum via email in pdf format to Orange County for review and comment.
• Volkert will attend up to one(1)meeting with Orange County staff to review the findings and the DRAFT Technical
Memorandum.
• Upon receipt of Orange County's review comments,Volkert will make the appropriate modifications to address
Orange County's review comments and submit final,sealed Technical Memorandum via email in pdf format to Orange
County.
SCHEDULE &FEE
Volkert will undertake the aforementioned scope of services for a lump sum fee of$4,500. Volkert will begin work after receipt of a
fully executed Agreement and will submit the DRAFT Technical Memorandum within 14 calendar days following receipt of Notice
to Proceed. Upon receipt of Orange County's review comments,Volkert will make the necessary changes and submit the final,sealed
Technical Memorandum within 5 calendar days.
On behalf of Volkert,I want to personally thank you for the opportunity to submit this Proposal. If you find this Proposal
acceptable,we will be happy to enter into an agreement with Orange County. We can use our standard Owner-Engineer Agreement
or use an agreement developed by Orange County. If desirable,we will be happy to provide scope of services for Task B.Corridor
Conceptual Planning-Roadway Classifications/Cross Sections and Task C.Legal Ordinance Review/Recommendations.

routes, and multiuse paths as part of the bicycle plan for the town. The needs of the
bicycle plan were created by digitizing the linkages and routes that were addressed by the
residents, visitors, local bike clubs, and the Bicycle Steering Committee. The purpose of
the plan is to develop a dynamic and comprehensive planning tool which will focus on the
city's growth strategies and facility needs and assist in the expansion, promotion, and
funding of safe and efficient bicycle facilities, programs, and initiatives throughout the city.

East Guilford Track Separation Study, Guilford County, North Carolina (2004): Mr.
Snow served as the project manager on this project. This analysis covers the 25 at-grade
rail crossings along the proposed high speed rail corridor that will pass through Guilford
County. Each at-grade crossing was analyzed relative to existing and projected vehicular
traffic; existing and projected freight, commuter, and passenger rail service; existing and
projected pedestrian and bicyclist traffic; accident history; and existing and projected land
uses. Recommendations for closure, upgrading, and grade separating were provided for
each location.

Commuter Rail Corridor Crossing Study, Research Triangle Park, North Carolina
(2003): Mr. Snow served as the project manager on this project. This analysis of 26 at-
grade rail crossings along the proposed commuter speed rail corridor in Wake, Durham,
and Orange counties. Each at-grade crossing was analyzed in relation to existing and
projected vehicular traffic; existing and projected freight, commuter, and passenger rail
service; existing and projected pedestrian and bicyclist traffic; accident history; and
existing and projected land uses. Recommendations for closure, upgrading, and grade
separating were provided for each of the 26 locations. This information was Included in
the environmental impact statement required for the entire commuter rail project.
Project Experience-Malor Land/Economic Development Studies
Caleb's Creek Transportation Study, Forsyth County, North Carolina (2011 —2013):
Mr. Snow served as the principal-in-charge responsible for comprehensive traffic capacity
analysis and the development of a transportation assessment of a proposed 1,800-acre
mixed-use development. The project involved the collection of traffic data;distribution and
assignment of projected traffic; assessment of levels of service using both Synchro and
High Capacity Software, coordination with local government, state government, and
private developers; and establishment of design concepts for both traditional and non-
traditional design guidelines.
NOAA PacMc Region Master Plan, Honolulu, Hawaii (2006): Mr. Snow served as the
project manager on the project. The transportation study is for the development of a
master plan for the NOAA Pacific Region on Ford Island in Pearl Harbor. Access to the
secured facility was a key issue in the study. Other transportation study elements included
transit plans, bicycle and pedestrian access and mobility, parking supply and demand,
parking lot layout, access design recommendations, and signage.
Soltis Site Selection Services, North Carolina,Florida,and Illinois(2005—2006): Mr.
Snow served as the project manager on the project. The project involved zoning data
collection, geo-referencing, digitizing, and mapping North Carolina, Illinois, and Florida
(Tampa and Orlando Region). CDM Smith created a zoning GIS database for all zoning
types that would support Soltis' target development. The database was created by
compiling and digitizing the municipal and county zoning maps for selected cities and
counties in those states.
Hampton Pointe (NC 86) Improvements, Hillsborough, North Carolina (2002): Mr.
Snow served as the project manager on the project. The project was a traffic capacity
analysis report, preparation of signal warrant analyses for three intersections, roadway
design plans, and traffic signal designs for a 0.25-mile section of NC 86 for the 1-85
interchange to the Hampton Pointe Shopping Center Driveway.

Lewisville Williams Road Traffic Study, Forsyth County, NC (2007-2008): Project
Director who participated in detailed traffic analyses and conceptual design of the western
portion of a 1-way loop in the downtown area of Lewisville. This analysis also considered
the future operations of the Williams Road/US 421 interchange and recommended future
alternatives to handle the projected 20-year traffic. A series of roundabouts and new
location street was selected as the preferred alternative.
Dow Road Corridor Study, Carolina Beach and Kure Beach, North Carolina (2008—
2009): Mr. Snow served as the project manager on the project. The project involved a
corridor feasibility study for the widening of a 3-mile section of an existing 2-lane Dow

High Point One-Way Conversion Feasibility Study, High Point, North Carolina(2008
— 2009): Mr. Snow served as the principal-in-charge on the project, responsible for
oversight. This project involved investigating the feasibility of converting the English
Road/Kivett Drive and Green Drive/Russell Avenue one-way pair roadways to two-way
operations, and applying identified road diet alternatives that retain the one-way patterns
with enhanced parking, pedestrian use, and local access options without a substantial
negative impact on traffic operations.
Russ Avenue Corridor Study, Waynesville, North Carolina (2008—2009): Mr. Snow
served as the project director for this project. This highly congested corridor with high
crash rates caused by numerous driveway accesses. To enhance the traffic mobility,
pedestrian safety, and aesthetics of the area, the project included data collection of
existing conditions, base mapping, data verification and collection, capacity analysis,
traffic modeling/simulation, identification of practical alternatives, access management
strategies, alternatives presentation and selection, conceptual design plans, streetscape
designs, cost estimates, and several public meetings and workshops.

Forum Parkway Connector, Rural Hall, North Carolina (2006): Mr. Snow served as a
project engineer on the project. The project involved capacity analysis, environmental
screening,functional roadway and bridge designs, and development of a feasibility study
to address the possibility of constructing a connector road from Bethania-Rural Hall Road
to University Parkway in Rural Hall. This facility will provide a connecting road from
Bethania-Rural Hall Road to University Parkway. Extensive public involvement was also a
part of this study.
NC 150 Relocation, Summerfield, North Carolina (2006): Mr. Snow served as the
project director on the project. The project involved traffic data collection, traffic capacity
analysis using Synchro, environmental screening, conceptual design, and a feasibility
study to provide a direct east-west extension of NC 150 to eliminate the dog-leg route in
the U.S. 220 area in Summerfield.
North Church Street Widening Feasibility Study,Greensboro, North Carolina(2005):
Mr.Snow served as the project manager on the project. This corridor feasibility study was
for the widening of North Church Street from West Wendover Avenue to East Cone
Boulevard in Greensboro. This 1.8-mile-long section of North Church Street has
experienced significant traffic increase in recent years and the numerous curb cuts have
created accidents. The stimulus for this project was to improve vehicular safety and
mobility, enhance pedestrian and bicycle mobility and safety,and to provide more efficient
access management along the corridor. Specific services provided by CDM Smith
included traffic data collection, corridor capacity analysis using Synchro and SimTraffic,
functional designs, crash analysis, environmental screening, and an extensive public
involvement program.
U.S. 311 Connector Feasibility Study, Winston-Salem, North Carolina (2005): Mr.
Snow served as the project manager on the project. The project was the development of
a feasibility study to connect U.S. 311 from 1-40 to 1-40 Business Interstate, a distance of
approximately 2.5 miles. This facility is extremely important to serve as a north-south
connector for southeast Winston-Salem. However, the construction of this facility will
impact an established residential community. Specific services provided by CDM Smith
Include traffic data collection, corridor capacity analysis using Synchro and SimTraffic,
environmental screening, crash analysis, access management analysis, conceptual
design, and construction cost estimates.
Parallel Road Traffic Capacity Analysis, Lewisville,North Carolina(2005): Mr. Snow
served as the project manager on the project. The project involved helping the Town of
Lewisville determine the viability of a 1-way loop in their downtown area. Tasks included
a 20-year traffic forecast, performing capacity analysis on the existing network with current
and projected traffic, assigning traffic to the one-way loop configuration, performing traffic

analysis on the one-way loop configuration, and presenting preliminary and final results
and recommendations to residents of the town.
South Elm-Eugene Street Widening Feasibility Study, Greensboro, North Carolina
(2002 — 2003): Mr. Snow served as the project manager on the project. The project
involved traffic capacity analysis and the development of a feasibility study for
Improvements to Elm-Eugene Street from Vandalia Road to proposed Elmsley Drive in
Greensboro. This project included widening Elm-Eugene Street into a 4-lane divided
facility with landscaped medians and sidewalks along both sides. Specific traffic
engineering services included access management, intersection analysis, and accident
analysis. An extensive public involvement process was also an integral part of this
project's success.
Martin Luther King Jr. Drive Extension Traffic Operations and Feasibility Study,
Winston-Salem, North Carolina(2002): Mr. Snow served as the project manager on the
project. The project involved traffic capacity analysis and the preparation of a feasibility
study for improvements to MLK Drive from Reynolds Park Road to 1-40 Business. MLK
Drive, an existing 4-lane undivided facility, bisects the Winston-Salem State University
campus. As a result of the WSSU Master Plan Update, which Neel-Schaffer, Inc. served
as the transportation consultant, MLK Drive was recommended to be downgraded to a 2-
lane divided facility with a landscaped median and parallel parking along each side.
Decorative crosswalks,enhanced street lighting,wide sidewalks,and additional turn lanes
at key intersections were key components of this important project. These changes
enhance pedestrian safety and promote multimodal travel. Specific traffic engineering
services provided include access management,coordinated signal progression study,and
intersection analysis.
Martin Luther King Drive Extension Feasibility Study, Winston Salem, NC (2008-
2012): Project Manager responsible for the feasibility study of examining the possibility of
extending Martin Luther King, Jr. Drive in the northern part of downtown Winston-Salem
to provide a northern gateway to the downtown area. Issues that were evaluated included
wetlands, hazardous waste, surface waters, protected species, cultural resources, and
significant impact on existing properties in the South End Historic District. Functional
designs were completed and a comprehensive public involvement process was
undertaken.
Matthews/Stallings Comprehensive Transportation Plan, Matthews/Stallings, NC
(2011-2012): Project Director for the development of a Comprehensive Transportation
Plan for the Towns of Matthews and Stallings. This plan was prepared in response to the
tremendous growth in the region and the expected future changes of the Monroe Bypass,
which will dramatically affect the transportation system in these communities.

NC 96 Corridor Study,Zebulon, NC(2009): Project Director responsible for determining
the number of lanes and type of access required to meet anticipated 2030 traffic volumes
and to develop an access management plan that would provide reasonable access to both
big box and smaller developments while maintaining safe and efficient traffic flow. The
NC 96 corridor is a main corridor that provides access to northeastern Wake County and
southwestern Franklin County; both experiencing significant residential development and
increases in traffic flows and congestion.
Lake Jeanette Road Widening Feasibility Study, Greensboro, North Carolina (2000
—2001): Mr. Snow served as the project manager responsible for traffic capacity analysis
and the development of a feasibility study for widening Lake Jeanette Road from Lawndale
Drive to North Elm Street. This project, initiated in December 2000, required the
development of future year traffic projections using a regional traffic model,environmental
screening of potential environmental constraints, projecting levels-of-service at
intersections, developing functional designs, developing alternative alignments,
establishing project cost estimates, and managing a public involvement process. In
addition, the Lake Jeanette Road project required the development of streetscape
treatments, including a roundabout and a traffic circle, which may serve as traffic calming
measures. Extensive computer enhancement services used to develop renderings use in
the public involvement process.
Project Experience-Environmental Studies
River Arts District Transportation Project-a Section of the Wilma Dykeman
Riverway,Asheville, NC (2012-2013): Mr. Snow served as the project director for the
EA/FONSI and preliminary engineering designs a 2.2 mile section of roadway that
includes portions of Riverside Drive and all of Lyman Street. The project also includes

an extensive and comprehensive public involvement program with over 80 public
engagement meetings. The was a complete streets project which including street
widening, streetscapes,transit stops, river access,greenways, railroad crossings,

Piedmont Authority for Regional Transportation Park and Ride Lots, Triad Area,
North Carolina (2008—2009): Mr. Snow served as the project manager on the project.
The project involved client coordination, development of environmental documentation
(categorical exclusions), construction administration, and Federal Transit Administration
coordination for four park and ride lots in Lexington,Greensboro,Thomasville, Mount Airy,
and Burlington.
R-2514 U.S. 17 Jacksonville to New Bern, Onslow and Jones Counties, North
Carolina (1995 — 2012): Mr. Snow served as the project director on the project. The
project involves the design of roadway alternatives, alternative comparisons, the
preparation of an environmental impact statement (EIS)/Section 4(f), and preliminary
roadway designs for the widening of U.S. 17 from north of Jacksonville to south of New
Bern in Onslow and Jones counties (approximately 22 miles). The project included the
widening of existing segments along with numerous bypass alternatives around the towns
of Belgrade, Maysville, and Pollocksville. The facility is planned as a 4-lane, divided high-
speed roadway with full and partial control of access. The project also involved
environmental justice, community impacts, noise, air quality, hydraulic analysis,
archaeology, historical properties,water quality,erosion control,wetlands,and preliminary
roadway designs, as well as an extensive public involvement program, which includes a
toll-free hotline,newsletter,numerous small citizen group meetings,and public workshops.

U-4428 U.S. 64 Widening, Hendersonville, North Carolina (2004 — 2005): Mr. Snow
served as the project manager on this project.The project involved traffic data collection,
traffic operational analysis, Synchro/SIMTRAFFIC simulation modeling, and alternatives
evaluation for the proposed improvements to U.S. 64 from Blythe Street to U.S. 25. The
alternatives studied include widening of U.S. 64 to a 3-lane facility and an unbalanced
couplet with Fifth Street.This project also included an environmental screening,functional
designs, surveying, public involvement process, and report preparation. Final design
plans were developed for the preferred alternative. Final designs included roadway
design, drainage design, erosion and sedimentation plans, and signing and pavement
marking plans.
Carl Winner Drive Widening,Carolina Beach,North Carolina(2008—2009): Mr. Snow
served as Project Manager for widening of Carl Winner Drive from Canal Drive to US 421.
The designs included roadway widening plans, drainage design, sidewalks, signing,
pavement marking plans, and traffic control plans.
Burke Mill Road Realignment, Winston-Salem, North Carolina (2003 — 2006): Mr.
Snow served as the principal-in-charge on this project.The project consisted of relocating
the existing road from U.S. 158 to east of Griffith Street. Typical section varied from three
lanes to a 5-lane curb and gutter section. Final design included two traffic signals and a
Norfolk Southern Railroad Crossing.
U.S. 15-501 Improvements, Durham County, North Carolina (2002): This project
consisted of widening the existing U.S. 15-501 business including
acceleration/deceleration lanes and a new leftover at Weymouth Street in Division Five.

to make cycling safer in Leland. Bikeway design included conformance to
AASHTO guidelines and context sensitive bikeway design. Led bicycle planning

Matthews/Stallings, NC (2011-2012)—Project manager for the development of
a Comprehensive Transportation Plan for the Towns of Matthews and Stallings.
This plan was prepared in response to the tremendous growth in the region and

the expected future changes of the Monroe Bypass, which will dramatically affect
the transportation system in these communities.
Pittsboro Comprehensive Transportation Plan, Pittsboro NC (2011)-Project
manager for the development of the highway elements of the Comprehensive
Transportation Plan for the Town of Pittsboro. As project Manager, Will
coordinated all planning, modeling, and public involvement activities with NCDOT
and the Town.
North Carolina Ferry System Study, Eastern North Carolina (2011)— Project
manager for the development of a study for the NCDOT Ferry Division to develop
a tolling structure, including pricing for all seven of the NC Ferry System routes.
As the project manager,Will served as the point of contact, led the data
collection efforts, developed the revenue models, and participated with NCDOT
in public meetings and appearences before the NC Legislature's Joint
Transportation Oversight Committee to present the options for meeting the
legislative revenue mandates.
Wendover Avenue Interchange Replacement, Greensboro, NC (2011) Project
manager responsible for a traffic analysis to determine the feasibility and the
associated traffic operations of eliminating the existing Wendover
Avenue/Westover Terrace interchange ramps and constructing an at-grade
intersection on Wendover Avenue. As the project manager, Will served as the
point of contact, coordinating all communication, scheduling, and product
completion for the client.
Laurie Ellis Road Extension Feasibility Study,Winterville, NC (2008-2009)—
Project manager responsible for conducting a feasibility study for the extension of
Laurie Ellis Road to Reedy Branch Road in Winterville. The stimulus for this
project was to improve vehicular safety along NC 11 by providing an east-west
roadway, thereby reducing turning movements on NC 11. Services being
provided include traffic data collection, corridor capacity analysis, conceptual
designs, crash analysis, and public involvement.
NOAA TIAR Update, Honolulu, HI (2008-2009)— Project manager retained by
Fukunaga and Associates to assist in planning for future developments at the
NOAA facility on Ford Island. As a continuation of previous work this project
involves traffic analysis on the single access point to the Island on Kamehameha
Highway, including the planning for an additional right-turn lane, which, if
necessary, would require the relocation of several high-tension power lines. Mr.
Letchworth was also asked to examine the functionality of the Aiea interchange
and the intersection of Kamehameha Highway and Salt Lake Boulevard.

Keaau Pahoa Traffic Forecasts, Honolulu, HI (2007-2009)— Project manager
responsible for developing a project level traffic forecast, including design data,
for 23 intersections along an approximately 10-mile section of Keaau-Pahoa
Road on the Big Island of Hawaii.
North Carolina Turnpike Authority Project R-3329/11-2559 (Monroe
Connector/Bypass), Union and Mecklenburg Counties, NC (2008)—Assistant
project manager responsible for the preparation of NEPA-level traffic forecasts
for 48 total "Build-Toll" and "Build Non-Toll" scenarios for the planned Monroe
Connector/Bypass in Mecklenburg and Union counties.
North Carolina Turnpike Authority Project U-4738 (Cape Fear Skyway),
Brunswick and New Hanover Counties, NC (2008)—Assistant project
manager responsible for the preparation of NEPA-level traffic forecasts for 18
total "No-Build," "Build-Toll," and "Build Non-Toll"scenarios for the planned Cape
Fear Skyway in Brunswick and Hanover counties.
Town of Leland Parks, Recreation and Open Space Master Plan, Leland, NC
(2006-2008)— Project designer responsible for creating a guide for Leland to
meet the parks, recreation, and open space needs for the next five years and
identify a long-range plan for the next 10 years. Plan included policies and
recommendations on ways to preserve and acquire land, establish water access,
and create an open space system.
Pine Ridge Drive Analysis, Whispering Pines, NC (2007)— Project manager
responsible for the analysis of approximately 2.3 miles of roadway to determine
ways to improve pedestrian, bicycle, and vehicular operations and safety. This
project also involved working with the public and Village Council to educate them
on the impacts of two approved residential developments and to aid in the design
of the neighborhood access points.
Triangle Turnpike Investment Grade Study, Wake and Durham Counties,
NC (2006)— Project designer participating in a roadside travel-demand surveys
at 12 locations in western Wake County and eastern Durham County. Also
responsible for speed-delay surveys and traffic volume data collection in the
study area to assist in the development of traffic forecasts for the proposed
Triangle Turnpike.
Soltis Site Selection Services, North Carolina, Illinois, and Florida (2005-
2006)—Assistant project manager responsible for zoning data collection, geo-
referencing, digitizing, and mapping North Carolina, Illinois, and Florida (Tampa
& Orlando Region). Project involved creating a zoning GIS database for all
zoning types that would support Soltis' target development. The database was
created by compiling and digitizing the municipal and county zoning maps for
selected cities and counties in those states.

North Carolina Toll Authority Preliminary Traffic and Revenue Studies,
North Carolina (2005)— Phase manager responsible for data collection in
support of eight preliminary traffic and revenue studies for the North Carolina
Turnpike Authority. Data collection activities included speed-delay runs,
mechanical tube counts, turning movement counts, and roadside travel demand
surveys.
Penny Road Extension Feasibility Study, High Point, NC (2004-2005)—
Project engineer participating in environmental screening, traffic analysis
functional design, cost estimating, and facilitation of public involvement meetings
for the proposed extension of Penny Road. The stimulus for this project was to
establish a parallel collector road to alleviate congestion on NC 68 in northern
High Point.
PROJECT EXPERIENCE—TRAFFIC ENGINEERING:
1-485 Charlotte Outer Loop Design-Build, Mecklenburg County, NC (2010-
2014)—This 5.1-mile section will extend the northern urban loop around
Charlotte and part of Huntersville. The project includes an 8-lane freeway on new
alignment from west of NC 115 to west of 1-85. As the lead traffic engineer, Mr.
Letchworth was responsible for the traffic capacity analysis, signal design,
mergeldiverge analysis, cable routing, and the interchange modification report for
the DDI.
U-2800 Macy Grove Road Design-Build, Kernersville, NC(2012)—This
project involves the widening of Macy Grove Road from Industrial Park Drive to
Old Greensboro Road including the construction of an interchange at 1-40 and
bridge crossings over the Norfolk Southern Railroad and East Mountain Street.
As lead traffic engineer in support of the shortlist proposal development efforts,
Will led the development of Alternative Technical Concepts and the development
of future lane configurations and traffic control.
R-49021-485 Widening Design-Build, Charlotte, NC (2012)—This project
involves the widening of 1-485 from 1-77 to Rea Road. As lead traffic engineer in
support of the shortlist proposal development efforts, Mr. Letchworth led the
development of Alternative Technical Concepts and the development of future
lane configurations and traffic control.
NCDOT Traffic Data Collection On-Call, NC (2010-2011)—Project manager for
the collection of mechanical tube counts in the vicinity of various rail crossings
throughout North Carolina.
City of Folly Beach Traffic Study, Folly Beach, SC (2009)— Project designer
participating in a traffic study of area roadways to develop recommendations

aimed at providing safer and more efficient traffic flow and circulation, more
clearly delineated bicycle and pedestrian paths, and more efficient and controlled
parking.
NC 96 Corridor Study, Zebulon, NC (2009)— Project manager responsible for
determining the number of lanes and type of access required to meet anticipated
2030 traffic volumes and to develop an access management plan that would
provide reasonable access to both big box and smaller developments while
maintaining safe and efficient traffic flow. The NC 96 corridor is a main corridor
that provides access to northeastern Wake County and southwestern Franklin
County; both experiencing significant residential development and increases in
traffic flows and congestion.
Dow Road Corridor Study, Towns of Carolina and Kure Beach, NC (2008-
2009)— Project engineer who participated in conducting a corridor feasibility
study for the widening of a 3-mile section of the existing 2-lane Dow Road, as
well as a 2-mile extension on new alignment. The project also included
pedestrian and bicycle facilities including sidewalks and a multiuse path along
the entire corridor. The majority of the project study area was within the Military
Ocean Terminal Sunny Point Blast Buffer. There are extensive cultural
resources, as well as various unique natural habitats in the project area.
Coordination with the Department of Defense (Air Force and Navy)was
significant to getting the project on track. The stimulus for this project was to
provide an alternative north-south through traffic route to U.S. 421 (Lake Park
Boulevard), which traverses the heart of Carolina Beach and Kure Beach. It was
desired to make U.S. 421 more of a pedestrian-friendly downgraded facility
rather than a high-speed U.S. highway. Specific services provided Include traffic
data collection, traffic diversion studies, corridor capacity analysis using Synchro,
environmental screening, public and agency involvement plans, and conceptual
designs.
South Carolina 30 (James Island Connector) at S-404(Calhoun Street)
Intersection and Operation Study, Charleston, SC (2009)— Project designer
who participated in a study that served as a follow-up from an original June 2007
study, which addressed SCDOT's comments and determined the need for future
mitigation measures. This traffic analysis determined road and operational
improvements for three scenarios: 2009 existing conditions, 2009 existing
conditions(ultimate), and future 2030 conditions. Intersection, arterial, and
operational improvements were developed for each scenario to mitigate the
existing and future queuing along Calhoun Street, hazardous weaving
movements along Calhoun Street, and the future connectivity of 4t' Street to
Calhoun Street.
Ala Moana Boulevard Pilot Program, Honolulu, HI (2008-2009)— Project
manager, responsible for the development of the state's first Pilot Program to test

the efficiency of various improvements along Ala Moana Boulevard. The Pilot
Program includes analysis prior to the opening of the new Hilton tower,
converting the new access to a right-in/right-out, and then converting the new
access to a full movement signalized intersection. Speck services included
peak hour turning movement traffic counts at nine intersections, pedestrian
volume counts, travel speed and delay using GPS technology, throughput time-
space analysis, saturation flow rate determination, control delays, and 95th
percentile queue length calculations. A detailed technical report was developed
to clearly convey the findings of the study. Mr. Letchworth presented the findings
of the 3-phased studies to the City of Honolulu and Hawaii State Department of
Transportation.
Town of Carolina Beach Traffic Circulation Study and Pavement Marking
Plan, Carolina Beach, NC (2008-2009)— Project manager responsible for the
townwide traffic circulation study. The goal of the study was to identify
operational and roadway improvement recommendations so U.S. 421 (Lake Park
Drive) could be reduced from a 4-lane undivided thoroughfare to a 24ane median
divided facility. Integrating the recommended land use changes with the
transportation improvement plan was essential. Specific services performed
included peak hour turning movement traffic counts, capacity analysis using
SimTraffic and Synchro 7.0, intersection, roadway, traffic calming, streetscape
improvement recommendations, and on-street parking recommendations.
Lewisville Williams Road Traffic Study, Forsyth County, NC (2007-2008)—
Project manager responsible for detailed traffic analyses and conceptual design
of the western portion of a one-way loop in the downtown area of the Town of
Lewisville. This analysis also considered the future operations of the Williams
Road/U.S. 421 interchange and recommended future alternatives to handle the
projected 20-year traffic.
Hilton Hawaiian Village Transportation Simulation Study, Honolulu, HI
2005-2006 —Served as project designer responsible for development of

Synchro and SIMTRAFFIC simulation model and traffic operation optimization for
a 1.5-mile-long section of Ala Moana Boulevard in Waikiki Beach. The study area
included numerous unsignalized and signalized intersections along this primary
thoroughfare in one of the busiest parts of Honolulu. Other services provided
include peak hour traffic counts, travel time, speeds, and delay studies using
GPS technology, street widening and turn lane recommendations, context
sensitive solution recommendations, pedestrian mobility analysis and
recommendations, transit services analysis and recommendations, report
preparation, and presentations to HDOT, City of Honolulu, and citizen interest
groups.
Parallel Road Traffic Study, Lewisville, NC (2005)— Project designer
responsible for helping the Town of Lewisville determine the viability of a one-

way loop in their downtown area. Tasks included a 20-year traffic forecast,
performing capacity analysis on the existing network with current and projected
traffic, assigning traffic to the one-way loop configuration, performing traffic
analysis on the one-way loop configuration, and presenting preliminary and final
results and recommendations to town residents.
Downtown Wilmington Traffic Study, Wilmington, NC (2005)—Project
designer responsible for determining the traffic impacts of a proposed convention
center, marina, hotel, and medical testing facility in downtown Wilmington. Tasks
included traffic data collection, the development of a traffic forecast for the area,
traffic modeling using SYNCHRO and SIMTraffic, and the development of
recommendations pertaining to vehicular and pedestrian traffic in the area.
South Dakota Avenue Corridor Study, Washington, DC (2005-2007)—Project
designer responsible for the analysis of a 3.5-mile corridor in northeast
Washington, DC focusing on improving pedestrian, bicycle, and vehicular
mobility and safety. This project involved extensive traffic modeling, conceptual
design, and public involvement.
Village of Fiat Rock Master Growth Plan, Flat Rock, NC (2004)- Project
designer responsible for the traffic data collection, traffic projections, intersection
analysis, and a parking accumulation study for the transportation component of
the Master Growth Plan. Synchro/SIMTRAFFIC traffic model was used to visually
present the transportation plan alternatives for the village center at the public
information meetings. Other services provided include traffic data collection,
conceptual roadway widening design development, traffic calming design
concepts, prioritization and implementation strategies, and cost estimating.
PROEJCT EXPERIENCE—ENVIRONMENTAL STUDIES:
River Arts District Transportation Project a Section of the Wilma Dykeman
Riverway, Asheville, NC (2012-2013)— Mr. Letchworth provided traffic
forecasting and analysis and played a major role in the public involvement efforts
as part of a team preparing an EA/FONSI and preliminary engineering designs a
2.2 mile section of roadway that includes portions of Riverside Drive and all of
Lyman Street. The project also includes an extensive and comprehensive public
involvement program.
R-4707 U.S. 29/Eckerson Road interchange Reconstruction, Greensboro,
NC (2003-2009) - Project designer participating in the NEPA environmental
documentation, preliminary design, traffic analysis, and public Involvement
process for the reconstruction of the U.S. 29/Eckerson Road interchange.
Carey Road Environmental Constraints Analysis, Kinston, NC (2007)—
Project manager responsible for performing an Environmental Constraints
Analysis for extension of Carey Road in Kinston. This analysis identified and

evaluated known and potential environmental constraints to the extending of an
existing roadway. Issues that were evaluated included wetlands, hazardous
waste, surface waters, protected species, cultural resources, and land use.

for the design of passenger amenities at multiple transit stops throughout the City

(2005)—Project designer responsible for transit ridership surveys, GIS mapping
survey results, GIS mapping route changes, and conducting public involvement
programs to assess local needs for transportation and discuss transit

PROJECT EXPERIENCE—ROADWAY DESIGN:
Westgate Road, Raleigh, NC (2013-2014)—Project manager responsible for the
development of 100% design plans, construction specification, contract
documents, and engineers estimate of probable cost for the realignment of
Westgate Road in Raleigh, NC. This facility is planned to be 2-lane facility on 65
foot of right-of-way and is being relocated to allow additional room for the
expansion of the Martin Marietta quarry just to the south of the facility. This facility
also includes one structure to allow for the crossing of mining vehicles underneath
Westgate Road as well as signal modification designs for two traffic signals along
Westgate Road.
Lewisville Roundabout, Lewisville, NC (2012-2013) — Project manager
responsible for the development of 100%design plans, construction specification,
contract documents, and engineers estimate of probable cost for a new 2-lane
roundabout at the intersection of Shallowford Road and Williams Road in
Lewisville, NC.

Orange County has adopted access management plans for its economic development
districts to address current and future access management strategies. Recent development
efforts in the Buckhorn EDD area have revealed the need for revisions to the Buckhorn
EDD Access Management Plan (AMP) due to the presence of sensitive environmental
areas. Additional work must also be done to ensure that the County's access management
strategy is as technically and legally sufficient as possible with respect to requiring
dedication and/or reservation and construction, and providing guidance to developers. To
this end, revisions will need to be to done to the County's Unified Development Ordinance
(UDO), and future roads in the EDD will be required to be incorporated in State and MPO
transportation plans to ensure legal implementation and enhance possibilities for State
project funding. Monies were planned for these activities in this current year budget.
Three key categories of steps have been identified for addressing these issues:
1. Environmental Consulting Services to perform a series of environmental tasks in
identified areas of the Buckhorn EDD. The purpose of this would be to assist staff in
revising the proposed access routes in these areas with some certainty of viability
and to provide legal support for implementation of the Buckhorn EDD AMP.
Additionally, the environmental knowledge gained will assist in economic
development marketing efforts and provide guidance to developers in these areas.
Contract to complete this step was forwarded for routing on 5/2/2014 —
FY '13 214 $31,650
2. Transportation Consulting Services to perform a series of tasks to develop legally
defensible criteria for requiring dedication and/or reservation and construction of
roads in EDD. Task A of these services would be a Transportation Best Practices
Investigation; Task B would be Corridor Conceptual Planning — Roadway
Classifications/Cross Sections; and Task C would be the Legal Ordinance
Recommendation/Review.

3. Land Use /Access Management Plan Revisions by Staff to the Buckhorn EDD AMP,
incorporative future arterial roads in the EDD in State and MPO transportation plans,
develop local collector and sub-collector street plans, and complete needed
revisions to the UDO to legally link and justify the overall access management
strategy.
Completed in-house with existing staff.
Total cost for consulting services is not expected to exceed $60,000.
