The CFE Membership Committee (Chair & Vice - Chair) has reviewed the current list of applicants and recommends the following three candidates: William Kaiser ( 43 At Large), Clifford Leath ( #6 At Large), and Judy Miller ( #8 At Large). To accommodate Mr. Kaiser in the #3 slot, the committee recommends moving Lydia Wegman (current CFE member) from position #3 to position #2. The reason is that position #2 is intended for someone with expertise in Air Quality, and Ms. Wegman worked for over 30 years with the US Environmental Protection Agency addressing both legal and policy issues concerning air quality. I worked with a large variety of stakeholders, including public health and environmental organizations, industry, federal, state and local governmental agencies, environmental justice groups and academics. I believe my over 32 years of work experience with the EPA, as well as my experience as a private lawyer, will help me to be effective in working on complex planning issues and work effectively with a broad range of citizens and advocates. In addition, when I lived in Washington DC I served as a volunteer on the citizen zoning adjustment committee for Capitol Hill where I lived. My experience in working with members of my neighborhood and resolving differences of opinion related to development and additions to existing homes will, I believe, be extremely useful in working on the OC Planning Board. Please see the answers provided to the question for the Board of Adjustment. What unique perspective can you bring to the Orange County Planning Board? My husband and I have lived for over 23 years in the county. I love the rural beauty and character of where we live, off of Mt. Sinai Road, while also loving the vibrancy, retail and commercial spaces and opportunities for entertainment provided by downtown Chapel Hill, Carrboro and Hillsborough. I would strive as a participant on the Planning Board to preserve that balance of services within the county and feel I am well - qualified to do so based on my many years at the USEPA, where balancing environmental protection and sustainable economic growth is essential. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I believe the board s responsibilities are to ensure achievement of the county s long -term comprehensive plan for development and conservation of open space. These twin goals, which are linked to the promotion of transportation alternatives, infrastructure development, conservation of farm and park land and fostering desirable economic growth in designated areas, are crucial to sustaining the county s virtues for years to come. I hope to be an active participant on the board, educating myself fully about projects which come before the board, and raising questions or offering alternative approaches as appropriate. I would very much hope to be a constructive participant on the board, seeking to reach agreements through compromises which equitably take into account the needs of various stakeholders. What do you consider to be be the most important issues facing Orange County related to growth? Preservation of open space, including farm land and park land while permitting sustainable growth and economic development. Ensuring consideration of infrastructure and transportation needs when reviewing applications so that proponents are required to contribute to the provision of services needed to support their projects. Assuring that environmental justice communities Page 3 of 4 Lydia Wegman are involved in any projects which concern them and that their needs are fully considered. Preserving the rural buffer, What role should the Planning Board take in guiding and regulating growth? The Planning Board needs to provide leadership in regulating growth. It needs to articulate the factors that it considers when reviewing projects and consider the way in which proposals are consistent with or antithetical to the county s long -term plans for growth and preservation of open space. It must reflect the views and priorities of the BOCC and identify for the BOCC ways in which a proposal supports, or fails to enhance, the county s comprehensive plan and long- term priorities. How would you, as a member of the Planning Board, contribute to the implementation of the Board of Commissioners' adopted Goals and Priorities? As noted more fully in my response to the same question for the Board of Adjustment, I believe that my expertise in and knowledge of environmental law and policy would enable me to contribute significantly to the implementation of the Commissioners goals and priorities. I believe my long experience in working with a broad variety of stakeholders would be invaluable to the Board in helping to understand the many facets of specific projects and help weigh the pros and cons of such projects in light of the goals and priorities. I am very much committed to the preservation of the county s rural areas while providing for sustainable growth within the county and believe my capacity to comprehend and balance the needs of different parties, including environmental justice communities, would be useful in implementing the goals and priorities. Orange Water & Sewer Authority Board of Directors Please list /explain your experience, either professionally and /or from other boards /commissions that you have in the areas of budget, personnel, and management. My experience as a leader and manager in the USEPA required me to develop budgets for my 55- person division, address multiple personnel matters and manage the development of complex regulatory actions with an ever - shrinking budget and workforce. From 1991 to my retirement in 2013, 1 was a member of the Senior Executive Service at EPA which required me to lead and manage different organizations over the course of that period. I believe my experience will be invaluable in helping make decisions on budget matters, including decisions on where to reduce expenditures, and that my work as a manager will enable me to work with a wide variety of personnel and stakeholders to develop compromise positions where parties are not in agreement. In addition to the experience listed in the question above, please list the work /volunteer experience /qualifications that would add to your expertise for this board. My training and experience as a lawyer and an expert in the Clean Air Act will enable me to understand, interpret and explain complex legal and regulatory requirements. My knowledge of environmental law and policy will help me work with a broad group of interested parties on difficult and complex questions affecting the county s environment and desire for sustainable growth. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I believe the board is responsible for ensuring a sustainable environment and provide services appropriate to that goal. I believe the board needs to weigh pressures for expansion and growth of water and waste infrastructure to ensure that adequate infrastructure and services are provided within the constraints of the county s budget while protecting the county from unrestrained expansion of services and ensuring conservation of farm and park land. What is OWASA's role in growth /development issues? I believe that OWASA plays a central role in growth and development issues. Access to water and sewer is essential for large -scale development. If too many hook -ups are provided, the county may grow exponentially and lose the rural beauty, farm land and park land, all of which 9 Page 4 of 4 Lydia Wegman contribute to making it an exceptionally livable area for its citizens. Making informed and intelligent decisions, weighing thoughtfully the pressure for repairs and expansion against the need for preservation and explaining clearly and fully its decisios are key roles for the board. As I ve grown older, my academic pursuits have reflected this interest in environmental preservation and protection, and I want to use this passion to serve our beautiful county and the current and future citizens who inhabit it. After completing my Ph.D. I do not plan on continuing on the a €oetraditionala€ academic career path, and the idea of moving into science and environmental policy is of great interest to me.
