PURPOSE: To award three housing rehabilitation contracts for the CDBG Housing
Rehabilitation Program administered by the County for the Town of Chapel Hill.
BACKGROUND: The Housing and Community Development Department solicited bids .from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications. Bids were also solicited from
lead based paint abatement contractors for items containing lead based paint as required by
federal regulation.
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids. Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally,
all contractors participating in the County's Rehabilitation Program are required to utilize current
deconstruction and material recycling methods during the repair process.
Sealed bids were solicited from participating contractors on August 24, 2006 and August 31,
2006 with a bid opening on September 7, 2006 with three bids received for 500 Gomains Street.
For the 314 Lindsay Street property, sealed bids were solicited on September 13,.2006 with a
bid opening on September 28, 2006 for the rehab portion of the work specifications. Bids for the
lead portion were solicited on September 26, 2006 with a bid opening of October 4, 2006. Bid
results are attached.
FINANCIAL IMPACT: The Town of Chapel Hill CDBG Program provides grant funding for this
repair project.
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contracts:

Exterior:
1. Repair approximately two (2) sheets of damaged siding and two hound
ears with matching thickness plywood. Note: All damaged trim and siding
shall be inspected by the Rehabilitation Specialist before new vinyl
siding and trim is installed.

Install fan fold insulation and Double Five (D-5) vinyl siding on all
exterior siding. Install all necessary vinyl corners, J-channel and
utility trim. Note: Vinyl siding to be properly installed. _
3. Prepare the soffit and trim for aluminum coil stock and vented soffit.
Remove a 12 inch section of soffit along the rear, front and front porch
overhangs. Install vented soffit in the overhangs. Install solid
soffit in the gable overhangs and aluminum coil stock onall exposed
exterior trim including door and window brick molding.
Install solid soffit over the gable vents and on front porch ceiling.
Note: All vinyl soffit and aluminum coil stock to be properly
installed.
Side Porch Slab & Door:
1.
Remove the side storm door, door unit and porch slab to the ground.
Repair the damaged foundation band and sill. (Approximately 4 ft)
Install pressure treated matching lumber. _
2. Install a Oft x Oft pressure treated landing and steps. Install a 2x10
band with 2x6 floor joists. Insta115/4" decking for porch floor.
Install aft wide steps heading toward back of unit. Install a handrail
on one side of the steps. Install all necessary flashing, galvanized
bolts and nails. A permit is required. All work shall pass inspectian
with the Chapel Hill Inspection Department. ~ ~ _
3. Install a new nine lite exterior door unit on side porch. Install
anew keyed lockset and double cylinder deadbolt keyed alike.
Install matching casing on the interior. Prime casing with an oil
based primer. Paint casing with semi-gloss latex paint.
New door to open, close and lock properly.

Side Porch Slab & Door:
4. Install a new vinyl-clad self- storing storm door on the side porch.
Storm door shall be complete with lock, door sweep and closure.
The new storm door to be of Larson quality orpre-approved equal.
Storm door to open, close and lock properly.
Foundation:
1. Install foundation drain file starting from the left front porch
to the rear right corner. (Approximately 100 feet) Refer to
Rehabilitation Specialist for proper location. Dig to footing,
prepare footing and foundation wall for water-proofing. Apply a
foundation water-proofing to within two inches of ground level.
Install a minimum of two inches of # 57 or #67 rock on footing. Install
slotted drain file from front porch to rear right corner: Cover
drain file with a minimum of 12 inches of rock, apply landscape
fabric over rock and backfill. Seed and straw exposed area.
Note: Drain file shall termite not less than ten (10) feet from
foundation wall. Rehabilitation Specialist to inspect drain file before
back filled.

2. Add 24 yds (2 Tandem Loads) of soil along the foundation walls to
divert water away from unit. Soil shall be added along the front,
left side and rear of unit. Landscape soil sloping away from
foundation. Seed and straw exposed area.
3. Install three foundation vents along the front foundation wall.
Install automatic foundation vents.
4. Install two large vent wells to the front left and left side foundation
vents.
5. Install a large vent well around the front water spigot.

Foundation:

Install a new crawlspace door and frame. Install a 2x6 pressure
treated frame and 3/a inch pressure treated plywood door. Install
2 x 4 cross bracing to support door. Install new pressure treated 1x4
trim around opening. Install new galvanized hinges and locking hasp.
New door to open, close and lock properly. _
Roof /Gutters:
1. Remove the shingles and felt paper to the sheathing.
Note: Rehabilitation Specialist to inspect roof sheathing before
new felt paper is installed. Prepare sheathing for felt paper.
Check.roof decking for exposed nails-and damaged sheathing.
Install 151b felt paper, new vent boots, white eve starter,
galvanized chimney flashing and 25 year shingles.
Patch area around existing electric riser/mast.
Note: Shingles to be installed with proper fasteners and too
manufacturer specs. .
2. Install continuous aluminum gutters and downspouts on all
fascias. Color of gutters and downspouts to match. coil trim.
Note: Attach solid drain the to all downspouts. The front and rear
left downspout drain file can run beside the foundation drain tile.
The front right downspout drain tle shall run toward the right rear
away from the foundation. Check the locating service for under-
ground utlites before digging.
Windows:
1, Install ten (10) vinyl construction windows with built in J=channel and
nailing flange. Install all necessary,trim to properly install new windows.
(jamb extensions and matching casing)
New windows to be complete with screen, lock and openable sash.
Windows to open, close and lock properly. Apply all caullc necessary
to seal off air leaks.

Electrical:
1. Install a 200 amp service breaker panel and meter base.
Remove existing mast and riser from roof. Install under-
ground service from pole to unit per Chapel Hill Inspection
Dept. Price to include all breakers, switches and extra circuits
necessary to pass the Current Electric Code.
2. Install hard-wired smoke detectors in all sleeping rooms, hallway
and living room. Install a total of five (S) smoke detectors to
code.
3. Install GFI protected receptacles in the kitchen and bathroom.
Install three in the kitchen and one in the bathroom.
4. Install two service lights in the.crawlspace controlled_by a switch
within 3feet of the crawlspace opening. All work to meet the current
Electric Code.
5. Install a service receptacle for the furnace to -code.
6. Install a vented exhaust hood for the oven. Vent exhaust to out-
side air to code. Make all electrical connections. New exhaust hood
to be complete with light and filter. Consult owner for color of
exhaust hood.
7. Install a dryer vent located in the kitchen. Consult Rehabilitation
Specialist for proper location. New vent to extend to outside air.
Use proper aluminum vent per code.
8. Install a GFI protected receptacle and circuit on the front porch.
Install new weather-proof cover.

Plumbing:

Install a new 4" PVC Schedule 40 sewer line from rear foundation
wall to the property line. Install a proper cleanout per code.
Make proper plumbing connections at unit and property line to
code. Seed and straw the exposed area.
NOTE: Install two (2) cleanouts- one beside unit and one at property
line. _
Extend the existing 3/4 inch drainage line on the right side foundation
wall. Add a 4 ft section of pipe and trap as necessary per code. _
3. Install a main water cut-off within a closet or within 3 feet of the
crawlspace opening. Extend water line as necessary to install
cut-off.
Mechanical:
1. Remove all un-insulated hard ductwork from the crawlspace. Install
insulated flex ductwork to all registers. Support new flex duct with
proper supports per code. Check all return and trunk line insulation
and reattach as necessary.
2. Install a proper vent cover for the furnace exhaust on the right side
foundation wall. Vent cover shall be approved by Code.
Insulation:
1. Remove existing R-13 insulation from the crawlspace. Install R-19
faced insulation per code.
2. Add matching insulation in the attic to achieve an R-30 rating.
Install baffles as needed per code.
3. Install 6-mil poly in the crawlspace. Remove all debris from ground
before poly is installed.

Miscellaneous:
1. Repair three loose brick on the front porch. roll-lock. Apply mortar
to loose brick. Fill joint where concrete meets brick around porch
with caullc type mortar.

Install new insulation wrap for the water heater. Secure the insulation
wrap with large return straps.
Caulk all cracks between back-splash and countertop in kitchen and
bathroom. Use 100% silicone caullc. _
Termite Treatment:
Provide a termite inspection and treatment. A licensed Pest Control
Company must perform this work. Note: Active termites noted in
crawlspace at side door location. All chemicals to be sprayed after
exterior landscape is complete. Price to include all drilling and trench
work. Provide Orange County Housing/CD with inspection report
and treatment. _

Remove the brick curtain walls from the left front steps to the
right side of the back door steps. (Refer to Rehab. Specialist for location)
Dig footings per Code for new brick curtain walls. (Refer to Specs) Install brick
curtain walls with matching brick.. Note: New curtain wall shall be
attached to the brick pier with proper straps approved by the Chapel Hill

Install new brick piers per Code. Note: Contractor shall pull sfxing-
line for proper pier height. (Refer. to Specification Sheet) _
Add eight (8) brick piers to the floor system girders. Refer to Rehab.
Specialist for proper location. Install footings for piers per Code.
Note: Contractor shall run string lines for proper pier height. ;
All work shall pass the Building Code with Chapel Hill Inspection
Dept. (Refer to Specification Sheet) _
5. Install three (3) pressure treated dropped girders along the entire
width of the unit. Refer to Rehab. Specialist for proper location.
Install concrete piers approved by the Chapel Hill Inspection Dept.
Pier spacing shall be 78" OC. Install adjustable post jacks to support
a pressure treated triple 2x8 dropped girder. Note: Contractor shall run
string lines for proper floor height. (Refer to Specification Sheet) _
6. Re-screen the front porch with black vinyl screen. Install new
lattice strips at all necessary locations. Prime and paint lattice
with semi-gloss latex paint.

Note: Area includes where electric service was removed.

Install matching soffit.

shall extend from the front corner of the unit to the back yard.
The drain file shall terminate not less than 30 feet from the unit.
The ditch shall be 1$" deep and 24" out from foundation. Install
6 inches of # 67 gravel in the ditch then install drain tile. Cover
the drain file with a minimum of 8" of gravel. The drain file along
the foundation wall shall be slotted. The drain file in the rear yard
shall be solid. Add 6 yards of top soil along the foundation wall.
Slope soil away from foundation. Seed and straw the exposed
area. Note: Rehabilitation Specialist to inspect ditch before gravel
is installed.

Roof:
Water-proof the right foundation wall. Clean and brush wall using
water. Apply two coats ofwater-proofing to the brick. before drain-
tile is installed. .
1. Remove all shingles to the sheathing. Prepare sheathing for new
felt paper. Check sheathing for exposed nails and damaged roof
sheathing. Install new white eve starter, vent boots and chimney
flashing. Install 301b felt paper and 25 year shingles.
Install shingles per manufacture specifications.
Replace all damaged sections of flashing in all locations. Caulk
all nail heads with silicone caulk.

2. Install a new turbine vent located on the rear section of the roof.

3. Remove and replace 1 sheet of damaged plywood on the front
porch roof. Install matching plywood. Trim existing plywood on
both eves back to coil trim. (Approx. 3") The new eve starter shall
cover the exposed edge of plywood.
4. Install a.shingle type ridge vent on the main ridge and dormer
ridge. Remove a 3" section of sheathing before installing
the ridge vent.
5. Install new galvanized flashing on the chimney. Use a grinder to cut
groove for new flashing. Install step and counter flashing.
Caulk all areas to prevent water intrusion with silicone caulk. _
6. Install approximately 40 ft of solid drain tle to the rear down-
spout. Refer to Rehab. Specialist for proper locators.
Drain the shall be below grade and drain to rear yard.
Windows:
1. Remove all loose glazing and paint on the sunroom casement
window. Re-glaze and paint the exterior window with proper
paint.
Mechanical:

Remove the existing HVAC unit and ductwork. Install a new HVAC
split system. Unit to be sized in accordance with ASHRAE/Manual
"J" specifications. and ductwork design to be in accordance with
ASFIRAEEIManual "D" specificatons. New heat/air system shall be a
complete operational system. Air conditon to be at least a 13 seer.
All duct work to be insulated. ~ Both electrical and mechanical permits
are required. All work must pass the inspections from the Chapel Hill
Inspections Dept. Price to include new floor registers and return duct.
The existing gas piping maybe used provided in good working
condition. Note: Mechanical contractor shall furnish paperwork
to certify meeting the above requirements. _

1. ,Rewire unit to new electrical code. Electrical to include underground
service per Chapel Hill Inspection Dept. Work to include Arc-.fault .
brealcers, GFI receptacles, hardwired smoke detectors.

4. Remove existing sump pump. Remove all water from sump hole.
Clean hole of all debris and apply a water proof coating to the
outer lining.
5. Install a new sump pump of matching hp. Make all plumbing
and .electrical connections. Support discharge line through
crawlspace. Provide homeowner with owner's manual and
literature.
6. Install service lights in the crawlspace and attic. The lights to be
controlled by a wall switch within aft of the opening.
Install two (2) lights in the attic and crawlspace.

Remove all existing drain lines from the unit. Install schedule 40 PVC
drain lines from the foundation wall to all fixtures. All plumbing
work shall meet the new Plumbing Code. All fixtures are to be properly
vented. Install a four (4) inch cleanout within aft ofthe foundation
wall per code.
2. Install' a new washing machine box on the back porch. Refer to
rehab. Specialist for proper location. All plumbing work to meet
plumbing code.
3. Remove all existing supply lines from the unit. Install ~/a" pex line
from the foundation wall to a cut-off within aft of the crawlspace
opening. Install new supply lines to all fixtures. Install new cut-
offs to all fixtures. Note: ,Install %Z inch copper supply lines to the
bathroom sink.
4. Install a new combination tub/shower valve in the bathroom. Install
supply line to shower head. Install new trip-lever and drain line
assembly for the tub. Make all plumbing connections.
Install a faucet access cover on the kitchen wall to access faucet.
5. Install afreeze-proof water spigot located on the rear of the unit.
Make all plumbing connections. Spigot shall be secure.
6. Install an expansion tank on the existing water heater to code.
7. Install .anew PVC commode flange. Re-set commode with new
wax seal and supply line & cut-off.
8. Install pipe insulation on all supply lines. Pipe insulation to be
properly installed and: taped.
9. Install a proper wire connector where wire enters water heater.
10. Install a new drain line assembly and mechanical vent for the
kitchen sink. Make all plumbing connections.

1. Install a new hollow core bathroom door. New door shall open out.
Refer to Rehab. Specialist for installation. Install new hinges and
privacy lockset. Install new door stop. Stain door and trim to
match.
Kitchen:
1. Remove the metal wall cabinets located above the kitchen sink.
Install a dropped soffit for new cabinets. Frame and finish soffit
with %z" sheetrock. Finish smooth, prime and paint.
2. ,Install new wood wall cabinets designed to accommodate a
vented exhaust hood for the oven. Homeowner shall choose
.finish. Cabinets to have. hardwood fronts and a factory finish.
Install matching linear feet of wall cabinets. (8.S linear ft)
Note: New cabinets shall be complete with all necessary hardware.
3. Install a vented exhaust hood over the oven. The exhaust hood
shall be vented to outside air. (roof) Make all mechanical. and
electrical connections to code.
Center Hall
1. Install a new disappearing stairway. New stairway to open and close
properly. Trim steps to properly open to finish floor. Stain door to
match existing stain in hallway. Size- 2S" x S4" _
Install R-19 insulation in the crawlspace. Insulation to be inspected
by Chapel Hill Inspection Dept.

steps install railings on right side. All work to meet Building Code.

This set of work specifications outlines work items that were found to contain lead in
concentrations above acceptable levels as set in the U.S. Department of Housing and
Urban Development (]~i.TD) standards. It is recommended, that any lead hazard
remediation work be conducted by workers who are certified by the state to perform lead
abatement work.
Lead hazard remediation work must be preformed in compliance with the regulations
issued by the Secretary of Housing and Urban Development set forth in 24 CRF Part 3S,
et al and all applicable rulers and any others issued there-under, and all applicable
Federal, State and local rules and regulations, regarding notification, evaluation and
reduction oflead-based paint hazards in residential structures undergoing Federally-
Assisted construction or rehabilitation and require the elimination oflead-based paint
hazards. Every contractor or subcontractor, including painting, pursuant to which such
Federally-assisted construction of rehabilitation is performed, shall include appropriate
provisions complying with requirements for notification, evaluation and reduction of
lead-based paint hazards.
The contractor shall be allowed to include in the cost of the project the allowable fee for
one (1) complete clearance inspection of the remediation work performed. The cost of
any additional clearance inspections which may be necessary will be born directly by the
contractor.
Contractor must submit a copy of training certification with their bid.

Note: Prior to conducting Lead-Based Paint Abatement activities, all personnel
associated with the project should review and fully understand the requirements of
ALL applicable local, state, and federal regulations that may apply to.the worksite.
Worccsite Preparation:
Ground Containment:
1. Before construction, construct a worlcsite perimeter curb of
2x4 timbers, ten feet from the house exterior. Create an outer
barrier of flags and/or plastic tape 3 feet on center and 20 feet
from the worlcsite. All warning signs must remain posted until
clearance is passed. (Front Porch Area & Dormer)
2. During the period of work on the exterior components, atCach one
layer of 6-mil poly to the building exterior with :furring strips,
extending 10 feet past the worksite. Wrap the plastic under the
perimeter 2x4's. Change the plastic daily.
Clearance Examination:
1. After completion of all work that disturbed LBP and any other lead
hazard reduction activities, a qualified person shall perform a
clearance examination. Worlc disturbing lead-based paint is not
considered complete until clearance is achieved.
Pre-Clean:
Pre-clean all interior locations containing lead paint. (Refer to
Risk Assessment /Lead Paint Inspection) HEP.A vacuum
all horizontal surfaces, to include all floors, windowsills, troughs,
baseboards and casing.

Install two vinyl fixed windows sashes/frames in the dormers.
All exposed wood to be wrapped with matching aluminum coil stock.
Caullc all seams with 100% white silicone caulk to prevent water
intrusion. Contractor to verify all window measurements. _
Install eight (8) vinyl replacement windows. Windows shall be installed
from the interior. Remove all necessary wood trim on the interior to install
new vinyl windows. Install new window stop as necessary.
NOTE: ~ Vinyl replacement windows shall be double-hung tilt (both sash
open aa.1d tilt in to clean) Windows to be complete with screen and lock.
All new windows to open, close and lock properly.
Prime and paint all new trim installed on interior.
ABATEMENT WORK:
Exterior:
Remove the front door and interior casing. Wrap in 6-mil poly
and properly dispose of and landfill. Prepare the exterior front door
jamb, frame and side frames for lead a lead block primer. Remove all
loose chipping /peeling paint. Wet sand and feather edges and prime
with a lead block oil primer. NOTE: Abatement Contractor shall use
all guideluzes to prevent lead dust from migrating into the unit. _
2. Prepare the front porch ceiling and trim for vinyl. Remove all loose
chipping /peeling paint: Enclose all wood front porch components with tyveclc.
Install solid vinyl soffit on the ceiling. Wrap all exposed wood with
white aluminum coil stock. Install all necessary J-channel and vinyl
trim to properly install vinyl and aluminum.
ABATEMENT WORK:
Interior: Room # 1 Foyer

Painting:
1. Prepare all new trim and doors installed for semi-gloss latex paint.
Fill all nail holes with painters putty, caullc all seams in trim with latex
caullc. Paint new casing, window stool & apron, baseboard, doors and
jambs with semi-gloss latex paint. Cover all lead block primer with semi-
gloss latex paint. (Front door unit) All paint to cover completely.
Color to match existing trim as close as possible.
( NOTE)
1. The work shall require the coordination and relocation of personal
belongings away from the work area. It is the responsibility of the
Lead Paint Contractor to contain all lead dust from spreading throughout
the unit.
2. All lead paint debris including paint chips and wood shall be double
bagged and goose neck tied in 6-mil poly. All debris shall be properly
labeled and. disposed of at a Licensed Landfill.
3. A copy of the Lead Abatement Contractor's License shall be submitted
to the Orange County Housing/Community Development Office.
4. All permits acid applications shall be acquired before work is to begin.
