PURPOSE: To appoint the County Manager and to confirm her starting annual salary.
BACKGROUND: The Board of Commissioners has been involved in a County Manager selection
process since John Link announced his plan to retire as Orange County's Manager. The Board has
completed that process and has selected Laura Blackmon to serve as the Orange County Manager
effectiveNovember30, 2006.
FINANCIAL IMPACT: Funding for the pay and benefits for the County Manager for the 2006-07
fiscal year is included in the BOCC-approved 2006-07 budget.
RECOMMENDATION(S): ,Appoint Laura Blackmon to the position of Orange County Manager
effective November 30, 2006 at a starting annual salary of $135,000 with other elements of compensation
to be confirmed by the Board at the Board's November 2, 2006. regular meeting.
