From small to large, the Revize project management process fits to the size of the deployment and the expectations of the client's level of engagement preferences. We don't provide a single"one size fits all approach"because it doesn't make sense, however we do use a standard process methodology. Each client is unique and we tailor our process to fit their unique needs. Thus, we will do the same for you. As long as you are a client you will have staff dedicated to your account and access to an on-line portal for communication, design process and on-going support. Dedicated Accounts Manager: Your specific dedicated Account Manager will handle all issues related to your contract, pricing, future product add-ons, and general account satisfaction. During the initial kick-off meeting your Account Manager will introduce you to the team, explain roles and responsibilities, and place you in the very capable hands of your Dedicated Project Manager and Designer. Dedicated Project Manager: Your specific dedicated Project Manager will handle all issues related to the design, development, navigation, website content, training, timelines and deliverables as well as ensuring that feedback and communication occurs promptly in order to keep the project on-track. Also, dedicated project manager will be the point of contact for any future technical support or issues that need to be addressed during the deployment and post deployment of the site. 2417/365 Project Portal Access: From day one your project and on-going support is tracked in the Revize Redmine On-line project portal. The main customer point of contact for the project will receive an invitation to register, setting up a secure user name and password. The project portal serves as a communication tool for your website design, development and on-going support even after your website is launched. Implementation Process Phase 1: Initial Meeting, Communication Strategy, SOW Your Revize Sales Executive will set up the initial Kick-Off Meeting where we talk about managing the project overall, establish a timeline, and establish a Revize-Client Communication Strategy that will keep everyone engaged and up-to-date on the progress of the project. We will also discuss specific technical requirements of the project and determine the phases that those requirements will be addressed. Additionally, if content migration is requested, we review and discuss those requirements; after this meeting, Revize will develop a Statement of Work and provide it to the client. Prior to the design kickoff meeting you will receive questionnaire to complete with various questions to help the designer gathering information on your likes and dislikes, and brainstorm with you during the meeting. The questionnaire includes various questions such as: • As a result of a new website design and navigation,what are the main improvements you hope to achieve? • What are some key areas you may want featured on the Home Page • Do you need help with Logo Design? Image&Branding? Client Responsibility: Client must fill out the Kick Off Meeting website design questionnaire and email to the Sales Executive one day before the Kick Off Meeting. Client must also collect a minimum of 15 high resolution photos that properly shows off the character of the county(scenery, town square, landmarks, etc)and have them ready to upload into the Revize Project portal within 24 hours after the Kick Off meeting. One method already discussed for improving social activity is using pin boards; another is creating a social area or social wall that combines activity from multiple social networks, like Facebook, Linkedln, YouTube and Pinterest Key Phase Objectives & Deliverables: ➢ Establish Creative Direction: Understand client's objectives, requirements, and provide recommendations for effective online branding pertinent to your requirements, existing branding and your web audience's needs.The Revize designer will also conduct his own research in order to capture the character and"feel"of the area,which will inspire ideas for the overall design direction of the website. ➢ Main Menu Navigation&Home Page Wireframes: Work with client to establish a main-level navigational architecture and identify key items accessible from the client's home page.This establishes a baseline for the navigational structure as well as the preferred content structure (wireframe*)for the home page. Please Note: The home page`wireframe"will simply serve as a realistic guideline in terms of content placement, but will not have to include the final text nor final imagery for this phase. ➢ Design Deliverable: Revize will present the conceptual design options based on the findings and recommendations from client. The design concepts for this phase will be based on one(1)or possibly (2)Home page layouts. The client will review and provide design feedback to the designer for changes. Revize asks that the client have no more than three iterations of changes up till the point that the final concept is approved. ➢ Final Home Page Sign Off: When all changes have been made, Revize will present client with a final Home page design and layout for final approval. Customer approval is required to proceed to the next phase which is the Inner Page of the website and the process repeats itself before the actual HTML& CSS is written. Client Responsibility: Client will only have up to three change iterations of the concept of the design. Additional design concept change's over three will incur additional fees. In order to keep the projected project timeline, client must give feedback within 2 business days to keep the project timetable, however, if extended time is needed, it should be taken. Phase 3 &4: Build the Templates, Activate the CMS and Set-up eGov Modules First, the Revize development team will transform the approved designs from a picture into HTMUCSS and Revize Smart Tag enabled web page templates using the Revize Dreamweaver Extension. The Revize Smart Tags are fully customizable and allow the customer to expand functionality as needed. To maximize this extensibility, the full Revize Java API is provided with the Advanced Training Program. Next, all the features and modules that the client has requested will be set up, such as: calendar, document center, picture galleries, alert center, e-Notify etc....they are all brought to life and made functional as well as tested in the Revize CMS. Revize enhances/adds new modules continuously and you will receive all the future updates to modules at no additional cost. Client Responsibility: Client will only need to be available for quick questions regarding website functionality when needed and a 24 hour reply is requested to keep the project on track. r Superior Web Design and �V%Z@ Cnntenr Management Phase 5: Custom Development In this phase and according to client specifications, custom functionality of existing CMS modules; database scripting and programing, as well as any custom application development will be done The Revize developers will be interfacing directly with your technical staff to obtain information and test information exchange and application functionality. This phase may overlap Phase 2—4. Client Responsibility: Client will only need to be available for quick questions regarding website functionality when needed and a 24 hour reply is requested to keep the project on track. Phase 6: Quality Assurance Testing In our testing phase we ensure the website meets functionality, performance and security standards. Our QA team uses mock data to test navigation and interfaces of the templates, as well as any custom developed applications or modules. Additionally,through a series of testing we perform input validation to ensure security mechanisms cannot be bypassed if a malicious user tampers with data he or she sends to the application, including HTTP requests, headers, query strings, cookies, and form fields.We also ensure that when errors do occur,they are processed in a secure manner to reduce exposure of sensitive implementation information. Client Responsibility: Client will only need to be available for quick questions when needed and a 24 hour reply is requested to keep the project on track. Phase 7: Content Migration/ Development Revize will develop a pre-defined number of pages for your site to make the initial content available upon site deployment. Our content development and migration experts use the latest in standard formatting practices to develop the navigation and create the most effective content possible for your website. There are no limits to the number of pages you can create after you have gone through training. Revize will implement an effective website architecture with the latest trends in usability so your website visitors can find information fast. We will also assess your current website content and incorporate what you have existing with additional content to create interest and excitement for your readers. Our content experts are educated in proper writing and will use correct grammar, spelling and punctuation. Our web designers use creative typography which makes the website more visually appealing and also plays a role in defining the hierarchy of content to be placed on the Web page. Variations in size and color are used, as well as strategic placement on the page to highlight certain site areas so the visitors can easily navigate the layout. Any misspellings or specific format will be carried over as it currently is on your website today.After the Revize content editing trainin session, content editors and spot check their portion of the website and make any changes if necessary. T � Rev�.� 4' Superior Web Design and jjt:a Content Management Phase 8: Training on Your Website (In-person training) Once your website is ready for you to begin editing your content and making your final touch-ups before going live. Revize will train you on how to operate the Administrative and Content Editor functions so you can manage your website. We typically provide this training on-line; however we can also provide on-site training for your staff as well. Training Materials can be downloaded from the Revize Website. After training, our friendly support staff is always here to answer questions and provide training refreshers as needed. Client Responsibility: A Revize trainer will deliver three 3 hour training sessions in one day, onsite. Travel expenses are included already. Client is responsible for content editor attendance, internet connection to the trainer's notebook computer, providing a room with a LCD Projector and limiting attendance to no more than 10 attendees each session. Trainer will be in contact with the client well before the training day to make sure any other questions or concerns are answered. WITNESSETH: That the County and Provider, for the consideration herein named, do hereby agree as follows: 1. Services a. Scope of Work. i) This Agreement is for services to be rendered by Provider to County with respect to (insert type of project): Orange County NC Website Redesign and CMS Implementation. ii) By executing this Agreement, the Provider represents and agrees that Provider is qualified to perform and fully capable of performing and providing the services required or necessary under this Agreement in a fully competent, professional and timely manner. iii) Time is of the essence with respect to this Agreement. iv) The services to be performed under this Agreement consist of Basic Services, as described and designated in Section 3 hereof. Compensation to the Provider for Basic Services under this Agreement shall be as set forth herein. 2. Responsibilities of the Provider a. Services to be provided. The Provider shall provide the County with all services required in Section 3 to satisfactorily complete the Project within the time limitations set forth herein and in accordance with the highest professional standards. b. Standard of Care. i) The Provider shall exercise reasonable care and diligence in performing services under this Agreement in accordance with the highest generally accepted standards of this type of Provider practice throughout the United States and in accordance with applicable federal, state and local laws and regulations applicable to the performance of these services. Provider is solely responsible for the professional Revised 9/13 1 e quality, accuracy and timely completion and/or submission of all work related to the Basic Services. ii) Provider shall be responsible for all errors or omissions, in the performance of the Agreement. Provider shall correct any and all errors, omissions, discrepancies, ambiguities, mistakes or conflicts at no additional cost to the County. iii) The Provider shall not, except as otherwise provided for in this Agreement, subcontract the performance of any work under this Agreement without prior written permission of the County. No permission for subcontracting shall create, between the County and the subcontractor, any contract or any other relationship. iv) Provider is an independent contractor of County. Any and all employees of the Provider engaged by the Provider in the performance of any work or services required of the Provider under this Agreement, shall be considered employees or agents of the Provider only and not of the County, and any and all claims that may or might arise under any workers compensation or other law or contract on behalf of said employees while so engaged shall be the sole obligation and responsibility of the Provider. v) Provider agrees that Provider, its employees, agents and its subcontractors, if any, shall be required to comply with all federal, state and local antidiscrimination laws, regulations and policies that relate to the performance of Provider's services under this Agreement. vi) If activities related to the performance of this Agreement require specific licenses, certifications, or related credentials Provider represents that it and/or its employees, agents and subcontractors engaged in such activities possess such licenses, certifications, or credentials and that such licenses certifications, or credentials are current, active, and not in a state of suspension or revocation. vii) In determining the basic services to be provided, should any documents be referenced in this Agreement, the terms of this Agreement shall have priority in any conflict between the terms of referenced documents and the terms of this Agreement. Should a request for proposals and a proposal be referenced the terms of the request for proposals shall have priority over the terms of any proposal. I Basic Services a. Basic Services. The Services to be rendered pursuant to this Agreement are as follows (fully describe services to be provided): Statement of work as specified in the "Revize Web Services Price Quote", and 'Revize Sales Proposal for Orange County, NC County Website Design & Content Management System" which are to fulfill the requirements stated in "Website CMS Requirements" document. 4. Duration of Services a. Term. The term of this Agreement shall be from 03/01/14 to 03/01/19. Revised 9/13 2 b. Scheduling of Services. i) The Provider shall schedule and perform its activities in a timely manner. ii) Should the County determine that the Provider is behind schedule, it may require the Provider to expedite and accelerate its efforts, including providing additional resources and working overtime, as necessary, to perform its services in accordance with the approved project schedule at no additional cost to the County. iii) The Commencement Date for the Provider's Basic Services shall be 03/01/14. 5. Compensation a. Compensation for Basic Services. Compensation for Basic Services shall include all compensation due the Provider from the County for all services under this Agreement except for any authorized Reimbursable Expenses which are defined herein. The maximum amount payable for Basic Services shall not exceed Thirty Four Thousand Dollars ($34,000). Payment for Basic Services shall become due and payable within thirty (30) days of Provider properly invoicing County. Payment shall be subject to provisions of Section 5(b). b. Disputes. In the event the amount stated on an invoice is disputed by the County, the County may withhold payment of all or a portion of the amount stated on an invoice until the parties resolve the dispute. Should Provider fail to perform its duties under the terms of this Agreement, County may, without fault or penalty, withhold any payment associated with the work to be performed until such time as said work is completed. c. Additional Services. County shall not be responsible for costs related to any services in addition to the Basic Services performed by Provider unless County requests such additional services in writing and such additional services are evidenced by a written amendment to this Agreement. 6. Responsibilities of the County a. Cooperation and Coordination. The County has designated (Jim Northrup and Carla Banks)to act as the County's representative with respect to the Project and shall have the authority to render decisions within guidelines established by the County Manager and/or the County Board of Commissioners and shall be available during working hours as often as may be reasonably required to render decisions and to furnish information. 7. Insurance a. General Requirements. Provider shall obtain, at its sole expense, Commercial General Liability Insurance, Automobile Insurance, Workers' Compensation Insurance, and any additional insurance as may be required by Owner's Risk Manager as such insurance requirements are described in the Orange County Risk Transfer Policy and Orange County Minimum Insurance Coverage Requirements (each document is incorporated herein by reference and may be viewed at http•//orangecountync. ,ov/purchasing/contracts.a iR). If Owner's Risk Manager Revised 9113 3 determines additional insurance coverage is required such additional insurance shall consist of N/A (if no additional insurance required mark N/A as being not applicable). Provider shall not commence work until such insurance is in effect and certification thereof has been received by the Owner's Risk Manager. 8. Indemnity a. Indemnity. The Provider agrees to defend, indemnify and hold harmless the County from all loss, liability, claims or expense, including attorney's fees, arising out of or related to the Project and arising from bodily injury including death or property damage to any person or persons caused in whole or in part by the negligence or misconduct of the Provider except to the extent same are caused by the negligence or willful misconduct of the County. It is the intent of this provision to require the Provider to indemnify the County to the fullest extent permitted under North Carolina law. 9. Amendments to the Agreement a. Changes in Basic Services. Changes in the Basic Services and entitlement to additional compensation or a change in duration of this Agreement shall be made by a written Amendment to this Agreement executed by the County and the Provider. The Provider shall proceed to perform the Services required by the Amendment only after receiving a fully executed Amendment from the County. 10. Termination a. Termination for Convenience of the County. This Agreement may be terminated without cause by the County and for its convenience upon seven (7) days' prior written notice to the Provider. b. Other Termination. The Provider may terminate this Agreement based upon the County's material breach of this Agreement; provided, the County has not taken all reasonable actions to remedy the breach. The Provider shall give the County seven (7) days' prior written notice of its intent to terminate this Agreement for cause. c. Compensation After Termination. i) In the event of termination, the Provider shall be paid that portion of the fees and expenses that it has earned to the date of termination, less any costs or expenses incurred or anticipated to be incurred by the County due to errors or omissions of the Provider. ii) Should this Agreement be terminated, the Provider shall deliver to the County within seven (7) days, at no additional cost, all deliverables including any electronic data or files relating to the Project. d. Waiver. The payment of any sums by the County under this Agreement or the failure of the County to require compliance by the Provider with any provisions of this Agreement or the waiver by the County of any breach of this Agreement shall not constitute a Revised 9/13 4 waiver of any claim for damages by the County for any breach of this Agreement or a waiver of any other required compliance with this Agreement. 11. Additional Provisions a. Limitation and Assignment. The County and the Provider each bind themselves, their successors, assigns and legal representatives to the terms of this Agreement. Neither the County nor the Provider shall assign or transfer its interest in this Agreement without the written consent of the other. b. Governing,Law. This Agreement and the duties, responsibilities, obligations and rights of respective parties hereunder shall be governed by the laws of the State of North Carolina. c. Compliance with Laws. Provider shall at all times remain in compliance with all applicable local, state, and federal laws, rules, and regulations including but not limited to all anti-discrimination laws. Pursuant to the terms of North Carolina General Statute 153A-449(b) no county may enter into a contract with a contractor unless the contractor and the contractor's subcontractors comply with the requirements of Article 2 of Chapter 64 of the North Carolina General Statutes. Where applicable, failure to maintain compliance with the requirements of Article 2 of Chapter 64 of the General Statutes constitutes Provider's breach of this Agreement. By executing this Agreement Provider affirms Provider is in compliance with Article 2 of Chapter 64 of the North Carolina General Statutes. d. Dispute Resolution. Any and all suits or actions to enforce, interpret or seek damages with respect to any provision of, or the performance or non-performance of, this Agreement shall be brought in the General Court of Justice of North Carolina sitting in Orange County, North Carolina. It is agreed by the parties that no other court shall have jurisdiction or venue with respect to such suits or actions. The Parties may agree to nonbinding mediation of any dispute prior to the bringing of such suit or action. e. Entire Agreement. This Agreement represents the entire and integrated agreement between the County and the Provider and supersedes all prior negotiations, representations or agreements, either written or oral. This Agreement may be amended only by written instrument signed by both parties. Modifications may be evidenced by facsimile signatures. f. Severability. If any provision of this Agreement is held as a matter of law to be unenforceable, the remainder of this Agreement shall be valid and binding upon the Parties. g. Ownership of Work Product. Should Provider's performance of this Agreement generate documents, items or things that are specific to this Project such documents, items or things shall become the property of the County and may be used on any other project without additional compensation to the Provider. The use of the documents, items or things by the County or by any person or entity for any purpose other than the Project as set forth in this Agreement shall be at the full risk of the County. Provider acknowledges that County is a governmental entity, and the validity of this Agreement is based upon the availability of public funding under the authority of its statutory mandate. In the event that public funds are unavailable and not appropriated for the performance of County's obligations under this Agreement, then this Agreement shall automatically expire without penalty to County immediately upon written notice to Provider of the unavailability and non-appropriation of public funds. It is expressly agreed that County shall not activate this non-appropriation provision for its convenience or to circumvent the requirements of this Agreement, but only as an emergency fiscal measure during a substantial fiscal crisis. In the event of a change in the County's statutory authority, mandate and/or mandated functions, by state and/or federal legislative or regulatory action, which adversely affects County's authority to continue its obligations under this Agreement, then this Agreement shall automatically terminate without penalty to County upon written notice to Provider of such limitation or change in County's legal authority. i. Browse and Edit Interface The proposed solution will have a browse-and-edit interface. Users will browse to the website and based on their roles and permissions will be able to edit content. The user will click "edit" on the content they wish to edit and the system will render the editor interface. B. WYSIWYG Editing The solution will use a What You See Is What You Get (WYSIWYG) editor for creating and maintaining content. The WYSIWYG editor will allow users to quickly and easily author and edit content, insert video or paste content directly from MS Word or other sources. The editor must be completely browser based and work with all major browsers (Internet Explorer, Google Chrome, Firefox, Opera and Safari). No client software will be required to maintain the County's Website. The editor will support the insertion of code snippets. C. Content Preview The WSIWYG editor will have built in preview capabilities. The user can click the preview button and the content will be transferred to the website for previewing by the user. Only the user editing the content can see the preview. This will allow editors to be able to see exactly how the content will look before publishing or submitting it for review and/or approval. D. Security and Permissions The WCM solution will include a role-based security model. The security model will be used to determine whether a user can create content, edit content, approve content, and administer content levels within the site and/or users. Each user can be assigned any combination of the following user roles: Author, Editor, and Approver/Administrator. Each user can have any combination of user roles for each type of content, allowing the County to define exactly what each user can do with what type of content. The security model will also assign permissions based upon the Website level. Every user can hold different combinations of user roles within every Website level the County defines. For example, a given user might be able to edit and approve certain content in one level such as "Health Education," but only be able to author content in other levels. Likewise, the County can define different administrators at different levels to allow various departments and/or business units to manage their own users' permissions. E. WorkF/ow The WCM solution will include workflow using content queues. For each type of content, items are created and then routed through the queues until they are either approved to go live or disregarded. Each user can author, review or publish content based on their security settings. This process will allow all content to be reviewed before being published. Provide for the tracking and reporting of content changes within the CMS. A summary report of the count of web page changes over a period of time is desired. F. Scheduling Content publishing can also be scheduled within the WCM solution. This will allow the County to publish content by setting a date for it to be published on the site. The WCM will also allow a function to schedule content to expire and be removed from the live Website. Note that this scheduling functionality must be integrated with the WCM's search functionality to prevent site visitors from using the site search to find unpublished or inactive content.No content will be shown before its active date or after its expiration date. G. Searching The search engine will allow users to search on any content on the Website. Expired content is not included in the search results. H. Spellcheck The WCM solution will include a spellchecking component that uses the Microsoft Word 2010 dictionary. i. Language Translation Provide for website content to be translated to a different language selected by the user. Once the language is selected,this language will continue to be used for the duration of the user's visit. A disclaimer written by Orange County will be displayed prior to language selection. Printing Ensure that individual pages are optimized for printing on letter sized paper. L. Alerts/Distribution Lists/Newsletters/E-Notifications The WCM solution will include alerts that allow Web Content Editors to instantly send notification of events to subscribers. Visitors will be able to subscribe to alerts, such as trash or bulky item pick-up schedule changes due to inclement weather. To send out an alert, Web Content Editors will type in a custom message and click a send button. Site subscribers will then be instantly notified via Email and the same alert will be automatically posted to the Website. Subscribers will not need to create an account in order to subscribe or unsubscribe from alerts. The WCM solution will allow Web Content Editors to create Newsletters and distribute them to subscribers via Email (HTML or plain text), using either stock or custom templates. The County will be able to import subscriber email addresses as needed from Excel or CSV file formats. Subscription list administrators will be able to add subscribers individually. Subscription list administrators will be able to send alerts via an email address (web-based interface is not required). Each alert will include instructions and a link for unsubscribing. Reports will be available of the number of current subscribers, number of unsubscribed members and number of unconfirmed members on a weekly basis or for a period of time defined by the list administrator. M. Event Calendar Web Content Editors will be able to create content that is automatically attached to a calendar. The expiration features will also apply to the calendars. This means if content is expired it will no longer show on the Website or the calendars. Visitors will be able to view the calendar and view the page(s) attached to an event. Visitors will have the option to look at department or division calendars or the county-wide calendar. Each calendar will have one or more content editors. The calendar editor will have the option of including their content on the county-wide calendar; however, the approver/administrator must approve all calendar events before they are displayed on the county-wide calendar. Vendor Comment: Expiration feature only works for content in the web pages but not in calendar. If you have a page and there is a link to that page from the calendar and when the page expires, the link from the calendar will automatically be removed. However, when you create an event in calendar, we don't support the feature to automatically remove that event after a certain time. N. Form Builder The WCM solution will include functionality to allow Web Content Editors to build on-line forms. When visitors fill out the forms on the Website, the results will be saved to the database and made available for reporting in Excel and CSV file formats or sent to a specific email address or list of email addresses. Vendor Comment: Currently Revize Form Builder emails the form data to an email address. It does not have the capability to save to database. O. Social Media Integration The WCM solution will include the option to publish website content directly to social media sites including but not limited to Facebook, Twitter and You Tube. Vendor Comment: At this time, we don't support the feature to publish to other social media outlet other than FB/Twitter. P. Content Organization The solution will provide citizens with the choice of viewing content using a high-level taxonomy similar to the following: • Residents • Visitors • Business • Government • Online Services • "I Want To"Listing • Quick Links Work with County staff in determining the appropriate structure for primary and secondary site navigation while keeping the needs of different users in mind (flexibility). Provide drop down type menus for each department that will include sub-menus (fly-outs) as needed. Menus will be viewable without using horizontal or vertical scrolling. Friendly URLs The WCM solution will display "friendly" URLs for pages viewed by citizens and employees. Section 508 Compliant The WCM solution will include tools for generating "Section 508" compliant content, which is a requirement that all content be accessible to people with limited dexterity, low vision, or other disabilities. Content Migration Migrate existing website content (approximately 15 GB of data spread across 5,000 pages, 15,000 PDFs, 7,000 image files — as of Feb. 4, 2013) into new web architecture and management system so that it is organized and easy to access. Browser Compatibility Ensure site compatibility with all major browsers (Internet Explorer, Google Chrome, Firefox, and Safari) and that specific technology is used to work across OS systems (non-flash). U. Portability and Design Standards The WCM solution will allow the County to use any HTML publishing tool to create templates. Dreamweaver must be supported. The County may also use Visual Studio to create templates. The templates will not be in a proprietary format, and they will not need to contain executable code like ASP, ASPX or JSP files. All content must be separate from the templates, so that any content published cannot break or alter the look and feel of the Website. Different templates can be used as needed for any level of the Website. Establish design standards through the use of CSS, dynamic menu bars, and related methods to ensure the consistency of page designs in the future and implement a navigation framework that is understandable to users on all levels. V. Automatic Formatting for Mobile Devices The proposed solution will determine the type of device requesting information and serve the information using mobile templates to accommodate the smaller wireless screens. The web user will also have the option to view the full site using HTML5 if they are using a mobile device such as a smartphone or tablet. Alternatively, a dedicated mobile website can be used, but this must be built dynamically by the proposed solution to minimize the creation and maintenance efforts typically required for a separate mobile Web site. W. Multiple Domain Support The WCM solution will support multiple domains and sub domains. The County will be able to assign a domain or sub domain to any level of the Website, and each domain can optionally use a different template. The solution will allow for any number of domains and sub domains (i.e. sheriff.orangecountync.gov). The solution will parse the URL so the appropriate page is displayed. X. Access Ensure that website is optimized (download times, screen size, use of plug-ins, etc.) for access by core constituents in the Orange County area. Vendor must provide average download time per page with 500K connection prior to selection. Y. Website Analytics Provide County staff with the ability to monitor meaningful site use statistics such as unique website visits, length of visit, and most viewed pages. The proposed solution will include standard reports as well as reports that can be customized by County staff. If custom reports are not available, County staff will have the ability to download the web server log files so that they can generate their own reports. Z. Hosting Environment Provide an off-site hosting solution that guarantees high availability and features redundant connections from multiple servers to Tier 1 Internet Service Providers. Details will be required prior to vendor selection. Enable the County to retain ownership and access to all content and source code as future conditions may change and necessitate site migration to a new platform and/or service provider. Provide for routine backup of site and all data content. Provide security from unauthorized access and immediate response to secure the site and bring back online and restore site from most recent backup. Graphic Design and Content Layout The proposed solution will incorporate a consistent layout to simplify site navigation. In general, there will be appealing graphics that change often, core Web site sections will be accessible from all web pages and articles may initially be presented as excerpts to allow users to quickly locate content. FF. User Polls The WCM solution will allow for the creation of User Polls. User Polls are a way to ask questions, and the site visitors click their responses. Statistics are kept, so that after a visitor votes they can view the popularity of the responses. The WCM solution will allow administrators to output the data in Microsoft Excel and CSV file formats. GG. Public Comments The solution will provide user capability to submit online service requests and report problems and comments to staff. HH. Active Directory Authentication The default authentication method for each Intranet user will be the County's Active Directory domain. Intranet users without an AD account will authenticate to a database table or view. H. Web Payments The proposed solution will have the capability to accept basic web payments. This capability will only be used for simple (fixed fee)payments, such as a plan review fee or a special permit fee. Provide a PCI compliant third party method for the online payment of any fees. 11. Personalization The proposed solution must provide user defined options to select the type of content that they initially see when entering the site. Users will be able to subscribe and unsubscribe to categories of content or individual items to receive notification (i.e. Email, SMS, RSS, etc.) when new information is published on the site. The frequency of notification will also be user defined. Visitors can also specify addresses that are important to them and save these in their MyAddresses list. These addresses can then be used to search for content and/or indicate an address they want to receive a notification for if new content is added within a specified distance of each saved address. KK.Digital Asset Library and Versioning The WYSIWYG editor must have a Digital Asset Library to store images, videos, flash files, and documents on the web server to be repurposed by any content editor. The editor will provide the capability to create categories of assets and restrict the changing of assets by roles and permissions. The Digital Asset Library, or other function of the WCM solution, will maintain all versions of all published content (i.e. Web pages, templates, events, alerts, images, documents, forms, etc.). Provide a method to effectively manage document and image "galleries". LC. RSS Feeds Provide the ability for users to subscribe to RSS feeds associated with frequently updated content or changes in content deemed"critical". Page 7 of 7
