and would like to apply them in a productive manner.

potential pollution practices; advised private legal and commercial entities on sound business
practices in renewable resource utilization, health risks, and business startup practices.
What unique perspective can you bring to the Orange County Planning Board?
A combination of successful product development and commercialization of products,
successful private business creation and management, successful coordination of commercial
business, academic research, and government agency activities, successful public relations
programs, and knowledge of the needs of government agencies for successful management of
their programs.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Planning Board: provide complete and accurate recommendations to the BOCC in regard to
preparing that body to make confident and appropriate decisions in the realm of growth
opportunities for the County. The breadth and depth of my expertise and experience makes my
service as an Advisory Board member unique.
What do you consider to be be the most important issues facing Orange County related
to growth?
Maintenance of the rural atmosphere of the County while growing revenues in an economically
viable and sustainable manner; providing required services to the citizens of the County as
population and commercial growth continues; countering the health and environmental risks that
growth presents.
What role should the Planning Board take in guiding and regulating growth?
This Board should be the lead avisory resource for the BOCC in their responsibility for both
short- and long -term success and quality of life of the citizens of the County.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?

For priority 6 -1 have worked with and helped develop tools that enabled communications with remote employee
teams, consumers and third party groups. The ability to distill complex concepts into non - technical language is a skill I
have developed over 30 years. For Priority 10 - I have strong interest in green business development, and would be
interested in becoming involved in it on a local basis. For Priority 11 - I have been involved in raising efficiencies with
these tools. For Priority 16 - I believe that fresh water will become the single largest challenge facing not just OC, but
the entire world. the sooner that conservation activities and policies can be implemented , the more the county will be
able to benefit from them in the future.

In the roles I ve served in in the community, I ve had to interact with a great deal of people from
a variety of paths in life. That gave me a sense of what the people of Orange County want and
what they need. What they need is development that is thoughtful, that will bring in tax revenue,
and increases our quality of life.
What unique perspective can you bring to the Orange County Planning Board?
As a young person living in the county, who is also a lifelong resident, I think I bring in a unique
view to the Board. I m someone that knows what Orange County was like not that long ago and
what development should look like as a young person who wants to stay local.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I believe this Board should represent the needs and interests of both Orange County
government and the citizens of our community. Their mission should be to seek middle ground
between these two groups and work with developers to implement commonsense regulations on
development, especially if there could be a negative environmental or economic impact.
What do you consider to be be the most important issues facing Orange County related
to growth?
Smart planning and planning for the future. Many communities that surround Orange County are
not planned smartly and tend to divide those within their communities. I think that smart planning
that seeks to create a sense of community, while also making sure that we are economically
sound and welcoming to new residents and businesses is paramount to ensuring that we have
smart growth that we can be proud of.
What role should the Planning Board take in guiding and regulating growth?
The Planning Board should certainly take a guiding role in the growth of our community. Smart
growth is one that is planned deliberately and carefully, but that doesn t gum up the works of
bringing needed economic activity to Orange County. It is the Planning Board s responsibility to
balance the needs of the residents of Orange County, Orange County government, and
developers in order to reach a comprehensive understanding on development. The role is not to
block growth, but it facilitate growth.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
First and foremost, the Planning Board should implement greater collaboration with area governments so that planning
can be more unified in nature. The Triangle is a great place to live, work, and play with a great deal of economic
activity taking place across county lines.
Secondly, the Planning Board should be working to ensure that the growth of Orange County is sustainable in water
usage, energy usage, and smartly protecting and using our natural resources. This is all achieved by finding balance
and being innovative.
Most importantly, I would advocate for a high quality of life for Orange County residents by working hard on the
sustainability and collaborative goals as I believe those are two of the most important goals the Planning Board could
or should have. Looking towards the future is often hard, but we cannot soothe current needs without thinking about
future actions and we cannot work to soothe those needs without working as part of the whole.

I find that my personal values are usually in lockstep with Orange County s. Even though some
community practices are counter intuitive regarding long term growth, for example, public
transportation versus more roads and parking spaces, Orange County usually gets it right. I
spent my first 17 years in Orange County living is Southern Village. This past summer, with our
children grown, we moved to a smaller house in the county. Adjacent to and wandering in our
property is a little creek that empties into the Eno River. I find that I have become more
interested in our fresh water sources and protecting the watersheds.

Last year I helped to start and am now the Treasurer for a Chapel Hill Questers group. Questers
is an international organization with a mission to preserve and restore local landmarks. There is
a new group starting in Hillsborough as well and I plan to be part of that effort.
It seems that I often find myself in leadership positions, beginning in elementary school and
through college, often being elected to student government positions. I like to see people
working together toward improvements.
What unique perspective can you bring to the Orange County Planning Board?
I lived in Chapel Hill, actually Southern Village, for seventeen years. Our children came of age
here, utilizing the library, public transportation, parks and other amenities here. I appreciate the
contribution these facilities make to the quality of life here.
I now live in the county and welcome the wild spaces, trails and watershed areas and recognize
the importance of them for the benefit of people that live in Orange County.
I am a business owner and know that it can be a difficult place to open a business in. I also
appreciate that these difficulties protect the county and people that live here, and make it a
terrific place to live. An appropriate balance is obviously what we all would like and what I would
like to participate in.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Broadly speaking, the Planning Board would make sure that Orange County has a wonderful
future. More specifically, the Board addresses land use, public transportation and other issues
affecting the county. As I understand it from the website, the board researches Orange County,
decides on appropriate objectives, develops policies and proposes them to the Board of County
Commissioners.
I personally, would like to work on protecting our natural environment.
What do you consider to be be the most important issues facing Orange County related
to growth?
To quote a famous politician from the last century, It s the economy, stupid.
Obviously we need to have steady economic growth. How can we protect our citizenry, and the
environment as our universities and businesses grow? What infrastructure do we need to build

technology changes practically daily? How can this be accomplished with the support of the

County Commissioners, taking into consideration the desires of the citizens, the businesses and

If I was on the Planning Board, and I hope that I will be, I would like to work on Goal Five, Priority 16, educating the

What unique perspective can you bring to the Orange County Planning Board?
My husband and I have lived for over 23 years in the county. I love the rural beauty and
character of where we live, off of Mt. Sinai Road, while also loving the vibrancy, retail and
commercial spaces and opportunities for entertainment provided by downtown Chapel Hill,
Carrboro and Hillsborough. I would strive as a participant on the Planning Board to preserve
that balance of services within the county and feel I am well - qualified to do so based on my
many years at the USEPA, where balancing environmental protection and sustainable economic
growth is essential.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I believe the board s responsibilities are to ensure achievement of the county s long -term
comprehensive plan for development and conservation of open space. These twin goals, which
are linked to the promotion of transportation alternatives, infrastructure development,
conservation of farm and park land and fostering desirable economic growth in designated
areas, are crucial to sustaining the county s virtues for years to come. I hope to be an active
participant on the board, educating myself fully about projects which come before the board, and
raising questions or offering alternative approaches as appropriate. I would very much hope to
be a constructive participant on the board, seeking to reach agreements through compromises
which equitably take into account the needs of various stakeholders.
What do you consider to be be the most important issues facing Orange County related
to growth?
Preservation of open space, including farm land and park land while permitting sustainable
growth and economic development. Ensuring consideration of infrastructure and transportation
needs when reviewing applications so that proponents are required to contribute to the provision
of services needed to support their projects. Assuring that environmental justice communities

What role should the Planning Board take in guiding and regulating growth?
The Planning Board needs to provide leadership in regulating growth. It needs to articulate the
factors that it considers when reviewing projects and consider the way in which proposals are
consistent with or antithetical to the county s long -term plans for growth and preservation of
open space. It must reflect the views and priorities of the BOCC and identify for the BOCC ways
in which a proposal supports, or fails to enhance, the county s comprehensive plan and long-
term priorities.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
As noted more fully in my response to the same question for the Board of Adjustment, I believe that my expertise in
and knowledge of environmental law and policy would enable me to contribute significantly to the implementation of
the Commissioners goals and priorities. I believe my long experience in working with a broad variety of stakeholders
would be invaluable to the Board in helping to understand the many facets of specific projects and help weigh the pros
and cons of such projects in light of the goals and priorities. I am very much committed to the preservation of the
county s rural areas while providing for sustainable growth within the county and believe my capacity to comprehend
and balance the needs of different parties, including environmental justice communities, would be useful in
implementing the goals and priorities.

boards /commissions that you have in the areas of budget, personnel, and management.
My experience as a leader and manager in the USEPA required me to develop budgets for my
55- person division, address multiple personnel matters and manage the development of
complex regulatory actions with an ever - shrinking budget and workforce. From 1991 to my
retirement in 2013, 1 was a member of the Senior Executive Service at EPA which required me
to lead and manage different organizations over the course of that period. I believe my
experience will be invaluable in helping make decisions on budget matters, including decisions
on where to reduce expenditures, and that my work as a manager will enable me to work with a
wide variety of personnel and stakeholders to develop compromise positions where parties are
not in agreement.
In addition to the experience listed in the question above, please list the work /volunteer

My training and experience as a lawyer and an expert in the Clean Air Act will enable me to
understand, interpret and explain complex legal and regulatory requirements. My knowledge of

accomplish if appointed?
I believe the board is responsible for ensuring a sustainable environment and provide services
appropriate to that goal. I believe the board needs to weigh pressures for expansion and growth
of water and waste infrastructure to ensure that adequate infrastructure and services are
provided within the constraints of the county s budget while protecting the county from
unrestrained expansion of services and ensuring conservation of farm and park land.
What is OWASA's role in growth /development issues?
I believe that OWASA plays a central role in growth and development issues. Access to water
and sewer is essential for large -scale development. If too many hook -ups are provided, the
county may grow exponentially and lose the rural beauty, farm land and park land, all of which

contribute to making it an exceptionally livable area for its citizens. Making informed and
intelligent decisions, weighing thoughtfully the pressure for repairs and expansion against the
need for preservation and explaining clearly and fully its decisios are key roles for the board.
