Bennett, and Commissioners William C. Ray, Henry S. Walker and Ira A. Ward. �l Absent: Carl M. Smith. { At eleven o'clock A.M., the members of the Board of Commissioners for the County of Orange met with the County Board of Elections of Orange County and the two 1IBoards, as two separate bodies, separately received from the registrars and judges of selection in the various precincts of the County of Orange the returns of the special 'bond election held on May 23, 1967. After the returns of said special bond election had been canvassed by said Board', " f Commissioners, such canvass being simultaneous with the canvassing thereof by the County Board of Elections in the same place, Commissioner Ward introduced the ;;following resolutions which was read: RESOLUTION CANVASSING THE RETURNS Of THE SPECIAL BOND ELECTION HELD IN THE COUNTY j OF ORANGE ON MAY 23, 1967, AND DETERMIN- �4 ING AND DECLARING THE RESULT THEREOF BE IT RESOLVED by the Board of Commissioners for the County of Orange: Section 1. The returns of the special bond election held in the County of ;!Orange on May 23, 1967, having been received from the proper election officers and 3 jlhaving been canvassed, the Board has found and determined and does hereby declare: (a) That each registrar and judge for the special bond election held in the '!County of Orange on May 23, 1967, was duly qualified by law and had taken the :nnecessary oath. T (b) That the election officers had incorporated in their returns not only 'Ethe number of votes cast for and against the question submitted but also the number '!of voters registered and qualified to vote in each precinct in the election. (c) That at said election there was submitted to the qualified voters of :'said County the following question: Shall an order finally passed on April 17, 1967, authorizing the County of Orange, North Carolina, to contract a debt, in addi- tion to any and all other debt which said County may now or hereafter have power or authority to contract, and in evidence there- Il ' of to issue. School Building Bonds in an aggro-f gate principal amount not. exceeding $3,000,000 -.fof the purpose of providing funds, with any other available funds, for erecting additional school building and other school plan facili- �� ties,remodeling, enlarging and reconstructing existing school buildings and other school plant facilities and acquiring necessary land and equipment therefor, to provide additional school facilities in the County of Orange to maintain the six months' school term in said j I County as required by Section 3 of Article IX �y of the Constitution, and authorizing the levy and collection of a sufficient tax for the pay- ii ment of the principal of and the interest on said bonds, be approved? i (d) That no complaints have been made to this Board against the regularity 13of said election. (e) That said election and the registration therefor were duly and properly �iheld in accordance with law. Section 2. The Board of Commissioners has prepared and does adopt the ( following statement of the result of the special bond election held in the County �t of Orange on May 239 1967: ;i STATEMENT OF RESULT of the ii SPECIAL BOND ELECTION �f HELD in the COUNTY OF ORANGE, NORTH CAROLINA ON May 23, 1967 i; At a special bond election held throughout the County of Orange, North Carolina, on May 23, 1967, 13,254 voters were registered and qualified to vote. Ward Commissioners At 11:00 o'clock a. m. the members of the Board of Commissioners for the County of Orange met with the Board of Elections of Orange County and the two boards as two separate bodies, received from the registrars and judges of election in the various precincts of Chapel Hill School District of Orange County the returns of the special election for supplemental tax, Chapel Hill School District, orange County, North Carolina, said election being held on May 23, 1967. After the returns of said special supplemental tax election had been canvassed by the Board of Commissioners, such canvass being simultaneous with the canvassing thereof by the County Board of Elections in the same place, Commissioner Ward introduced the following resolution which was read: RESOLUTION CANVASSING THE RETURNS OF THE SPECIAL ELECTION FOR SUPPLE- MENTAL TAX IN CHAPEL HILL SCHOOL DISTRICT, ORANGE COUNTY, HELD IN THE SAID DISTRICT ON MAY 23, 1967, and DETERMINING AND DECLARING THE RESULT THEREOF. BE IT RESOLVED by the Board of Commissioners for the County of Orange: Sec. 1. The returns of the special election for supplemental tax in Chapel Hill School District held in said district on May 23, 1967, having been received from the proper election officers, and having been canvassed, the Board has found and determined, and does hereby declare: a. That each registrar and judge for the special election for supplemental tax held in the Chapel Hill School District on May 23, 1967, was duly qualified by law and had taken the necessary oath. b. That the election officers had incorporated in their returns not only the number of votes cast for and against the question submitted, but also the number of voters registered and qualified to vote in each precinct in the election. I c. That at said election there was submitted to the qualified voters of said Chapel Hill School District the following question: p May 25, 1967 Minutes continued i Shall there be levied and collected within the area constituting the Chapel Hill School District an additional special tax, over and above the present 20¢ per hundred dollar property valuation special tax now in effect, increasing said 200 per hundred dollar valuation special tax to not exceeding 35¢ per hundred dollar property valuation within said area, to further supplement the current expense funds from State and County allotments and thereby operate schools of the Chapel Hill € Administrative Unit within the Chapel Hill School District of a higher standard by supplementing any item of expenditure in the school budget. d. That no complaints have been made to this Board against the regularity of said election. e- That said election and the registration therefor were duly and properly held in accordance with law. Sec. 2. That 7,899 voters were registered and qualified to vote at said election, b. That at said election 3,196 votes were cast for the supplemental tax in Chapel Hill School District not exceeding 35T per one hundred dollar property valuation within said area for the purpose of supplementing the current expense funds from State and County allotments and thereby operate schools of the Chapel Hill Administrative Unit within the Chapel Hill School District of a higher standard by supplementing any item of expenditure in the school budget; and 1,486 votes were cast against said proposal; that a majority of the qualified voters of said County who voted at said election voted in favor of the approval of the supplemental tax, and that said supplemental tax will be put in force and effect in accordance with said vote. Upon motion of Commissioner Ward, seconded by Commissioner Walker, the foregoing resolution entitled "RESOLUTION CANVASSING THE RETURNS OF THE SPECIAL ELECTION FOR SUPPLEMENTAL TAX IN CHAPEL HILL SCHOOL DISTRICT, ORANGE COUNTY, HELD IN THE SAID DISTRICT ON MAY 23, 1967, AND DETERMINING AND DECLARING THE RESULT THEREOF" was passed by the following votes: Ayes: Commissioners Bennett, Ray, Walker and Ward. Noes: None. May 25, 1967 Minutes continued Thereupon Commissioner Ward introduced the following reolution which was read: RESOLUTION ADOPTING A STATEMENT OF THE RESULT OF THE SPECIAL ELECTION FOR SUPPLEMENTAL TAX, CHAPEL HILL SCHOOL DISTRICT, HELD IN THE DISTRICT ON MAY 23, 1967, AND PROVIDING FOR THE RECORDING, FTLING AND PUBLICATION THEREOF. ' BE IT RESOLVED by the Board of Commissioners for the County of Orange: Sec. 1. The Board of Commissioners has prepared and does adopt the following statement of the result of the special election for supplemental tax in Chapel Hill School District held in said District on May 23, 1967: STATEMENT OF RESULT OF THE SPECIAL ELECTION FOR SUPPLEMENTAL TAX CHAPEL HILL SCHOOL DISTRICT, ORANGE COUNTY, NORTH CAROLINA, on May 23, 1967. At a special election held in the Chapel Hill School District, Orange County, North Carolina, on May 23, 1967, 7,899 voters were registered and qualified to vote. At said election 3,196 votes were cast for the supplemental tax not exceeding 35a per one hundred dollar property valuation within said district for supplementing the current expense funds from State and County allotments and thereby operate schools of the Chapel Hi11 Administrative Unit within the Chapel Hill School District 4f a higher standard by supplementing any item of expenditure in the school budget, and 1,486 votes were cast against said proposed increase ' in supplemental tax. That a majority of the qualified voters in said special school district who voted at said election voted in favor of the approval of said supplemental tax, and that said tax increase thereby approved is in force and effect. Betty June Hayes Clerk to Board of Commissioners for County of Orange, North Carolina At the conclusibn_ of the Special School Bond election and the Special Supplemental Tax Election for Chapel Hill School District canvass the Board of Commissioners reconvened in the Commissioners room to meet with representatives of the Town of Mebane. Those present were Marvin Walker, Mayor, Jack Phelps and Jack Self, Town Commissioners; and Lawrence Alley, Consulting Engineer, for the industrial park water project. Mr. Alley announced the results of the bid openings for said project and gave the following recommendations: 1. That all contracts be awarded to the low bidders. 2. That the water lines be constructed of cast iron pipe. 3. That the sewer line be installed at the alternate location. 4. That McLean Frost Casing be installed on the riser of the existing water tank. The representatives from the Town of Mebane concurred with Mr. Alley's statements. Discussion ensued relative to these recommendations. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved that the Board of Commissioners tentatively accept Mr. Alley's recommendations and bids. Chairman Bennett directed that the following low bidders be recorded in the minutes of this meeting.
