The Orange County Board o£ Commissioners met in adjourned session on Wednesday, '
March 16, 1966 at 6:30 o'clock p.m. at the Pines Restaurant in Chapel Hill, N. C. 3

Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray,-
Carl M. Smith and Henry S. Walker.
�)Members absent: Commissioner Gordon B. Cleveland. �
The purpose of this meeting was to meet with Dr. O. David Garvin, District �
Health Officer. Dr. Garvin-explained a proposal concerning the development of a
Mental Health Program which falls under the jurisdiction of his department. Dr.
Garvin stated further that the possibility of obtaining a Federal Grant on a three
to one basis, to aid in developing such a program, would be necessary and that this
grant would continue for an indefinite period of time.
Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved
and unanimously adopted, that the Orange County Board of Commissioners committ
$5,000.00 from the 1966-67 budget for the purpose of assisting the Health Department
develope the necessary Mental Health Program.
Dr. Garvin informed the Board that he had received a request from the State
Board of Health concerning a possible State grant on a two for one basis, this
grant is to be allocated during the 1967-1968 fiscal year. The State Board of
Health is interested in securing from the counties tentative approval of these
funds from the 1967-1968 budget so their department might have a definite request
to make of the General Assembly when it convenes for the 1967 session. j

Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved
and unanimously adopted, that Orange County tentatively earmark from the 1967-1968
budget the sum of $5,000.00 to be applied to the Mental Health Program and that Dr.
Garvin be authorized to so advise the State Health Department of the action taken
by the Orange County Board of Commissioners.
Dr. Hubert Patterson, County Medical Examiner, appeared before the Board to
discuss recent criticisms made of the Medical Examiner's Program. As Results of Dr..
Patterson's and the Board's discussion it was decided to call a meeting of all the
Medical Examiners, Law Enforcement Officers, Funeral Directors and other persons
connected with this phase of government, in order, to develope and establish a set
of general rules concerning the moving of deceased persons. ;
Discussion ensued concerning what Orange County's position should be on the
'; proposed construction of a water and sewer line for industrial facilities. In {
', light of the existence of the Alamance-Orange Water Cooperative the Board decided ,
to refrain from any action at this time, in order, to learn if any definite
! development concerning the Cooperative's plans would materialize.
There being no further business to come before the meeting same was adjourned II

The Orange County Board of Commissioners met in adjourned session on Thursday,
j=March 17, 1966 at 2:30 o'clock p.m. in the Commissioners' Room at the courthouse in
IEHillsborough, N. C.

Members present: Chairman Harvey Bennett, Commissioners William C. Ray and

Members absent: Commissioners Gordon B. Cleveland and Carl M. Smith
The purpose of this meeting was to meet with the representative of the North
j Carolina Department of Public Welfare, Members of the Orange County Welfare Board
Band Tom Ward, Welfare Director, to discuss the Food Stamp Program. Paul Kirby, {
(representative of the State Welfare Board, explained to the Board how the Food h
i�Stamp Program would be instituted and made available for the Orange County Welfare
;recipients.

The following resolution was introduced:

"On motion of Henry S. Walker, seconded by William C. Ray and duly approved
that the following Resolution be adopted:
R E S O L U T I O N
ii �
WHEREAS, the Board of Commissioners of Orange County, on March 17, 1966, ,y
approved, in principle, the Food Stamp Plan for Orange County; and,
WHEREAS, the Board, after further study, now desires to put said plan into i3
��- operation on May 11 1966; j?
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Orange County: '
1. That the Food Stamp Plan which has heretofore been approved shall begin
operation on the 1st day of May, 1966.
2. That all Banks entering into an Agreement with Orange County are
designated as agents of the County to sell and/or issue all stamps to the
eligible recipients as certified by the Department of Public Welfare of
Orange County; and, said Banks shall receive as compensation for their
i� services the sum of .35 cents for each sale or issue of stamps.
3. That the sum of $500.00 in County funds is hereby appropriated to assist j
in the operation of said program for the period May 1, 1966 through June
30, 1966."
jUpon motion of Commissioner Walker, seconded by Commissioner Ray, the I
{ following Memorandum of Understanding was unanimously approved:

R MEMORANDUM OF UNDERSTANDING
{ "The Orange County Department of Public Welfare, acting under a delegation of

authority from the North Carolina State Board of Public Welfare, and in agreement ii
with Orange County, a body politic and corporate, hereby delegates to Oranges
County responsibility of food coupon issuance in the Orange County Food Stamp
}
Program.

Such responsibility for coupon issuance to be carried out through operating i4
Jagreements or contracts with local commercial banks.
It is further understood that such agreements or contracts will provide for 1'
all reports, controls and indemnities that may be required by Consumer and
i Marketing Service, United States Department of Agriculture." ii
Upon motion of Commissioner Walker, seconded by Commissioner Ray, it was moved
and unanimously adopted, that Chairman Bennett be authorized to sign said
Memorandum of Understanding along with the Amendment No. 1 to Memorandum of
Understanding dated March 17, 1966, and that copies of these resolutions and
amendments be inserted into the minutes of this meeting.

"The Orange County Board of Commissioners assures the North Carolina State
i Board of Public Welfare that in carrying out its responsibilities in connection with!i
the issuance of food coupons under the Food Stamp Program, it is in compliance and
(i will Comply with the requirements imposed by or pursuant to Part XV of Title VII,
C.F.R., of the regulations of the United States Department of Agriculture to the
is end that no person in Orange County shall on the ground of race, color, or national ii
origin, be subject to discrimination in the issuance of food coupons. This
assurance is given in consideration of an for the purpose of obtaining Federal
financial assistance under the Food Stamp Program for eligible households in Orange
County. This assurance shall obligate the Orange County Board of Commissioners for
! the period during which Federal financial assistance is extended to it by the
Department under the Food Stamp Program. The Orange County Board of Commissioners
recognizes and agrees that Federal financial assistance will be extended in reliance+;
' on the representations and agreements made in this assurance and that either the
ii North Carolina State Board of Public Welfare or the United States, or both, shall
have the right to seek .judicial enforcement of this assurance."
There being no further business to come before the meeting same was adjourned
' to meet again on Monday, March 28, 1966, at 7:30 p.m. in the court room
