THIS AGREEMENT, entered into this 12th day of December, 2013, by and between Orange
County ("County"), by and through the Orange County Arts Commission ("Arts Commission")
and BUMP: The Triangle ("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
projects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program
to provide economic opportunities to Orange County artists and non-profit organizations
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed one thousand five hundred dollars
($1,500) have been awarded by the Arts Commission to the Grant Recipient for the
approved Project. These funds must be matched at least dollar-for-dollar with cash from
the Grant Recipient's funds not derived from either Orange County appropriations or the
North Carolina Arts Council
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between January 1,
2014 and December 31, 2014. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof.
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein,the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on January 16, 2015 . The Final Report shall be in the format required by
the North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial and/or
cancellation of grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$1,500 to the Grant Recipient.
6. Publicity
A. Acknowledgement. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases,
programs, and all other printed and online publications. Copies of such printed
materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

i. x County Funds Only. "This program is supported by the Orange County
Arts Commission. "
ii. North Carolina Arts Council Funding. "This program is supported by
the Orange County Arts Commission with funds from the Grassroots Program
of the North Carolina Arts Council, a state agency. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChapelHillARTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
ExploreChapelHillARTS.com (ExploreChapelHillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChapelHillARTS.com publicity materials.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he/she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself/herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below(hereinafter referred to as
"default"),the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.
IN WITNESS WHEREOF, the Orange County and the Grant Recipient have signed this Grant
Agreement, effective on the last date this Agreement is signed by both parties as indicated by the
dates set forth under signatures below.

BUMP MUSICOLOGY WORKSHOP PROPOSAL NARRATIVE

ORGANIZATION PROFILE:BUMP is a music education Organization. Our mission is to foster urban
youth empowerment through African Diasporic music and mentoring by promoting musical
proficiency,cultural literacy and resilience. BUMP delivers a cultural toolkit—arts education
that is universally beneficial to all youth and that brings added benefits to African-American
youth because of its culturally-responsive content and pedagogy.Our proposal combines
several funding interests—arts,youth education, and programs that serve less advantaged
populations. BUMP was founded in MA in 2005 as Boston Urban Music Project. During this
initial stage,we implemented a variety of exploratory programs for different ages, in different
settings,with different activities and varying content. As a result we served nearly 500 students
and attracted many collaborative partners and strong community support, proof that the BUMP
concept is viable and needed. In addition,at a 2009 National Association for Music Educators
(MENC)conference,we surveyed over one-hundred music educators from across the country.
Over 97%indicated a need and desire for the program and materials. With proof of concept,we
recognized the need to develop a sustainable model. In late 2012, BUMP moved its
headquarters to the NC Triangle to take advantage of the area's rich academic,artistic and
community resources. Since moving to Durham,we conducted a Master Class with the forty-
five member Beethoven's Orchestra at KidZNotes,teaching them the history of the Negro
National Anthem prior to their performing the piece. BUMP conducted a 3-week Black History
Month workshop for 15 students grades 6-8 at Mt. Level Baptist Church's evening youth
program. Here we have developed a cohesive vision for the program model.We plan to roll out
the program in phases and gradually expand nationally.

PROGRAMS&SERVICES: BUMP seeks to create a comprehensive music education initiative that
promotes social and institutional affirmation of the cultural assets of African American youth.
We envision resilient and empowered youth engaged with communities,growing together in
artistic and intellectual excellence through music of the African Diaspora.At the core of our
theory of change is culturally-responsive curriculum and pedagogy.Over the long term,the
initiative will span curriculum development,out-of-school time(OST) instruction,family&
community enrichment, music educator professional development,curriculum sales,a national
affiliate model,a network of academic and community partnerships,and of course rigorous
assessment. We will establish the elementary level OST program in three phases and then
gradually build out K-12.The initiative's complementary components will expand in concert
with and to support core OST programs and resources.
Phase 1•BUMP Musicology Workshop, 2014-15:The 6-week Workshop is a rich experience of
learning about and performing music of the African Diaspora for youth grades 2–5.The
Workshop is a 2.5 hour program for up to thirty youth that can be scheduled after-school or on
the weekend. Once a week for six weeks,students participate in two activities:a BUMP
Musicology lesson focused on history/culture,and performing on voice/instruments tied to the
lesson. Participants receive a completion certificate and take-home activities to share with
family and friends.A video feedback booth for participants and family members to share their
responses to the program will be available at the start and end of the Workshop.

Phase 2• BUMP Musicology After-School Class, 2015-17:The 18-week After-School Class is an
expanded version of the Workshop.After launching the after-school class in the Triangle, we
will expand the Workshop to the Triad.
Phase 3:Tunedln, 2018& beyond: Tunedln is a program of instructional courses and performing
ensembles.There will be options for private lessons,group lessons,small performing
ensembles and large performing ensembles. Instruments include band/orchestra instruments,
voice and African Diaspora instruments(e.g. Mbira,Steel Pan). Tunedln students learn and
perform arrangements of music designed fortheir skill level. BUMP Musicologyand Tunedln are
topically coordinated with each other.After launching Tunedln in the Triangle,we will expand
the after-school class to the Triad.
BUMP develops and produces,and will eventually market,its sequential curricular materials,
along with implementation&assessment tools.This collection of unique curricular resources is
the engine behind BUMP Musicology and Tunedln.
PARTNERSHIPS:Strategic partnerships are an important key to our success. We have a partnership
with Duke Memorial United Methodist Church that provides a cash grant, free office space,free
program space,staff support,volunteers and board members.A team of graduate students
from the UNC-CH Library Science Program completed a workflow project that created the
system we use for tracking lesson development and materials. Duke University Law School's
Community Enterprise serves as our legal counsel,and oversaw the move from MA to NC.We
partnered with Durham Congregations In Action and are hosting a YO:Durham high school
intern for the 2013-14 school year.This past summer,a music education doctoral student from
UNCG interned with us and helped write a set of logic models to guide curriculum
development, instruction and assessment.A team of professors and graduate students from
UNC-CH, Duke and UNCG are currently creating an assessment program to gather,interpret
and report the data needed to determine the efficacy of our model.
In addition to institutional partners,Chapel Hill community members support the BUMP vision
in significant ways.Thus far, over one hundred-fifty people have attended BUMP fund/friend-
raising houseparties (with live entertainment)and more events are planned. We have received
pro bono professional services from a business planning consultant,three graphic designers,a
website designer,a videographer and a marketing consultant.About forty volunteers have
contributed to the project over the past six months.
PROPOSED USESOF GRANT FUNDS:This proposal seeks$1500 funding for Phase I BUMP Musicology
Workshops that will take place Spring 2014,Session 3 (Apr 8—May 29)at two CHCCS schools.
The CHCCS 6-week Workshop is a rich experience of learning about and performing music of
the African Diaspora for youth grades 2—3.The Workshop is a 2.5 hour after-school program
for up to thirty youth.Once a week for six weeks,students participate in two activities:a BUMP
Musicology lesson focused on history/culture,and performing on voice/instruments tied to the
lesson. Participants receive a completion certificate and take-home activities to share with
family and friends.A video feedback booth for participants and family members to share their

expectations of/responses to the program will be available at the start and end of the
Workshop. Each Workshop series will be preceded by a Community Enrichment Seminar,a one-
hour lecture-demonstration on the power of culturally relevant music education,led by Dr.
Bledsoe.
Instruction will be provided by Joy Harrell and Timothy Jackson.Joy Harrell is a NC Certified K-
12 Music Educator with experience in teaching,performing,and choral/choir direction. Ms.
Harrell Joy specializes in General music, Musical Theater, Dance, Classical Voice,Art Song,and
music and video editing.Timothy Jackson has 12 years of experience as an instructor of
saxophone,clarinet,flute and piano. Mr.Jackson has interest in composing,arranging,and
teaching the fundamentals of music theory. Instructors will be assisted by a group of college
interns that will support the instruction as well as serve as mentors to the students. All
elements of the program will be under the direction of Georgiary Bledsoe, Executive Director of
BUMP. Dr. Bledsoe has a Ph.D. in Musicology and a Non-Profit Management Certificate. She
has experience as a music professor,choral director, K-12 music teacher, private piano
instructor,and program manager.
The proposed program sites are: McDougle Elementary and Northside Elementary. BUMP and
site staff are actively collaborating to ensure seamless implementation of the program. There is
no student fee for the program. The schools will provide fee-free program space and handle
distribution of information. BUMP will handle registration.The program is open to all students,
grades 2-5,enrolled at the respective school. School principals will target underserved minority
students by sending flyers home,seeking referrals from faculty,especially arts teachers, by
hosting the Community Enrichment Seminar,and providing transportation home.
Last school year,43%of the McDougle student body was non-white and 14%of the student
population was African American. Northside,with a walking population,is located in the heart
of the predominately African American section of Chapel Hill and is the former home of the all
African-American Orange County Training School. Based on current knowledge we anticipate an
average of 16%white,32%Latino and 52%youth of African descent.
The BUMP curriculum is aligned with the NC Essential Standards for music.School principals
state the program supports two of their"Student Six"strategies for closing the achievement
gap:Connection to Students' Lives—making linkages between classroom and student
experiences;and Engaging Students' Lives—incorporating positive elements of students'
culture.The CHCCS Director of Student Equity states the program supports the district's focus
on strengthening positive racial identity, and that research indicates that cultural arts is the
best way to do so.The CHCCS Arts Coordinator states that the program supports the district's
goal of increasing the enrollment of minority students in Middle and High school music classes.
The school music teachers are in support of the program.

Our school would be interested in hosting the after school program "BUMP
Musicology and TuneIn." We support the BUMP program's purpose and work. As a

we could dedicate classroom space and 2nd and 3rd grade students to attend the
program.
