RE: Buckhorn Mebane Phase 2 Utility Project Change Order#1
This change order to the project is mainly due to some unexpected underground
utility issues encountered in the early stages of the project. The change order
represents no net change in the contract price, even though there were costs and
extra work involved. The costs of the change order have been taken from Line
1.60 of the contract pay application, which is the water line rock contingency.
The remaining amount in this line item should be sufficient to cover any additional
rock excavation on the remaining 25-30% of the water line construction. To
summarize:
Original Contract Price: $490169545.74
- Original rock contingency for water line: $ 67,500.00 (included)
CO#1 $ 151,328.00
- Extra work to avoid an unmarked 16" force main
- Reroute a 4" water main
- Delays due to easement dispute
- Revised rock contingency for water line: $ 52,172.00

The project start date was 4/16/2013. Based on the original schedule the allowed
substantial completion date would have been 4/16/2014, or 365 days. This change
order requests an additional 57 days due to delays in obtaining easements and the
time to complete the extra work. The addition of 57 days will extend the
contractually allowed substantial completion date to 6/12/2014.

Change Order
Instructions
A. GENERAL INFORMATION
This document was developed to provide a uniform format for handling contract changes that affect
Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be
incorporated into a subsequent Change Order if they affect Price or Times.
Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order.
The practice of accumulating Change Orders to reduce the administrative burden may lead to
unnecessary disputes.
If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be
addressed.
For supplemental instructions and minor changes not involving a change in the Contract Price or Contract
Times, a Field Order should be used.
B. COMPLETING THE CHANGE ORDER FORM
Engineer normally initiates the form, including a description of the changes involved and attachments
based upon documents and proposals submitted by Contractor, or requests from Owner, or both.
Once Engineer has completed and signed the form, all copies should be sent to Owner or Contractor for
approval, depending on whether the Change Order is a true order to the Contractor or the formalization of
a negotiated agreement for a previously performed change. After approval by one contracting party, all
copies should be sent to the other party for approval. Engineer should make distribution of executed
copies after approval by both parties.
If a change only applies to price or to times, cross out the part of the tabulation that does not apply.

Dear Mr. Bernard:
We are requesting a time extension on the subject project for delays associated with
Orange County obtaining all easements on the project. We currently do not have access
to the entire project due to outstanding easement issues between Orange County and local
property owners. Based on the purchase order date of 4/16/13 being the project start we
are currently requesting a 52 day time extension. Once all easements are procured we
will request additional time for the additional easement delays.

Please see the attached change order request for extra work associated with the discovery
of a 16" force main in close proximity to the existing Man Hole 26 near the Mebane -
Alamance County lift station. The additional compensation request is for 2 additional days
spent working under and around the force main as explained on the request.
Note: The force main is not shown on the bid plan or the construction plan, and was not
mentioned at the pre construction meeting or progress meeting.

Description of extra work/materials:
On Tuesday June 25, 2013 Wilkerson crew encountered a 16"DIP force main on two
sides of Man Hole 26 (existing) located near the Mebane lift station in Alamance County.
The Force main is not shown on the bid plans, nor the construction plans.
Change order request is for extra work,materials, and time lost due to excavating under
and around the force main located in very close proximity to existing Man Hole#26.
Tuesday June 25: Found the 16"Force Main 5 feet south& 5 feet east of MH 26
Wednesday June 26: Transport additional trench box,pumps, generator, stone to site.
Penhall Core 24"hole in MH 26, extra time and up charge for working in cramped area
between 167M and MH 26.
Thursday June 27: Additional day spent excavating under force main,pumps, etc.
Friday June 28: Lay one joint 18"DIP sewer under the 16"force main through the two
trench boxes/ shields

Description of extra work:
Wilkerson crew has encountered a 4 inch waterline (shown 2") at the bore pit
area at Buckhorn Rd.
The existing waterline is shown to be 18 inches above the new 16" DIP.
However, the actual site condition is that the existing 4 inch PVC waterline is
on the same grade as the new 16" waterline. Wilkerson crew has installed a
by- pass system (in place 8/6/13) for the existing 4" line during construction.
The existing 4" line will need to be lowered by the use of 4 - 45 degree bends
with concrete blocking to accommodate the new 16" DIP line under
construction.
Request for compensation:

Scottie,
The JF Wilkerson clearing crew has encountered a delay and added expense on sewer line
S-3, near Man Hole 57 - 61.
On July 9, 2013 Mr. Blaine Pope stopped the clearing crew from crossing his property, or
his brother Michael Pope's property.
I discussed the delay and problem with Kevin Lindley at Orange County, and these
landowners have historically been very difficult to deal with.
The County has condemned these properties, and apparently, the brothers have not or will
not sign the required documents and pick up their payment for the easement.
Please see the attached change order request for moving in and out due to the unforeseen
delay.
Wilkerson also request additional days added to the contract from July 9 to whenever the
issue is resolved and crews can resume clearing.
