HomeMy WebLinkAboutMinutes - 19791210 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS DECEMBER 3, 1979 ADJOURNED TO DECEMBER 10, 1979 The Orange County Board of Commissioners met in special session on Monday, December 10, 1979 at 7:30 p.m. , in the Commissioners Room, Orange County Courthouse, in Hillsborough, North Carolina. Commissioners present: Commissipner Richard Whitted, Chairman, and Commissioners Anne Barnes, Don Willhoit, Norman Walker and Norman Gustaveson. The following items were added to the agenda: Agenda Item 7: Appointment to the Board of Adjustment Agenda Item 8: Appointments to Orange JOCCA Board Agenda Item 1: Election of Chairman Commissioner Gustaveson nominated Commissioner Whitted to serve as Chairman of the Board of Commissioners until December 1,1980. There being no further nominations, Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to appoint Richard E. Whitted to serve as Chairman of the Orange County Board of Commissioners until December 1, 1980. Vote: ayes, 5; noes, 0. Agenda Item Z: Election of Vice Chairman Commissioner Barnes nominated Commissioner Willhoit to serve as Vice Chairman of the Board of Commissioners until December 1 , 1980. There being no further nominations, Commissioner Gustaveson moved, seconded by Commissioner Barnes, to appoint Commissioner Willhoit to serve as Vice Chairman of the Orange County Board of Commissioners until December 1, 1980. Vote: ayes, 5; noes, 0. Agenda Item 3: Appointment of County Officers Commissioner -Barnes moved, in keeping with Board tradition of appointing these positions on the 1st Monday in December, seconded by Corklissioner Gustaveson, to appoint the following County officers to serve at the -.leasura of the Board: Coleman, Bernholz and Dickerson to serve as County Attorney, Ms. Mary Lou Bouley to serve as Clerk to the Board, Mr. S. M. Gattis to serve as County Manager and Mr. Neal Evans to serve as Finance Director. Vote: ayes, 5; noes, 0. Agenda Item 4: Financial Resources The Finance Director reviewed his memorandum outlining the County's financial status. For copy of this memorandum, see page 137 of this book. Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to approve amendments to the Capital Projects Ordinance. Discussion continued on financial resources, and Commissioner Willhoit's motion died. Commissioner Walker left the meeting at this time. Commissioner Willhoit moved, seconded by Commissioner Barnes, to refer to the Health Board a request that the Health Board contract with Women's Health Counseling Service on an interim basis for services up to $4,150 if that amount is available from the Health Department's fund balance and until final consideration is made by the Health Board ! f concerning these services. Vote: ayes, 4; noes, 0. Commissioner Barnes moved, seconded by Commissioner Willhoit, to request the Mental Health Board contract with Rape Crisis Center and that these services be funded through the County's contingency fund. Vote: ayes, 4; noes, 0. It was the consensus of the Board to defer action on the Orange County Rescue Squad's request for additional funds until the Board receives its report from the EMS Project Specialist in mid-January. Agenda Item 5: Amendments to Capital Projects Ordinance Commissioner Gustaveson moved, seconded by Commissioner Barnes, the Capital Projects Ordinance be amended. Vote: ayes, 4; noes, 0. Agenda Item 6: Meeting Schedule for December, 1979 Commissioner Barnes moved, seconded by Commissioner Gustaveson to cancel the 4th Monday meeting in December, 1979. Vote: ayes, 4; noes, 0. Agenda Item 7: Appointments to the Board of Adjustment Commissioner Willhoit nominated Mr. Wesley W. Pattishall to serve as first alternate on the County Board of Adjustment. -2- There being no further nominations, Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to appoint Mr. Wesley W. Pattishall first alternate on the County Board of Adjustment. Vote: ayes, 4; noes, 0. Agenda Item 8: Appointments to Orange JOCCA Board Commissioner Willhoit moved, seconded by Commissioner Barnes, to appoint the following representatives to the Orange JOCCA Board: Mr. Norman Haithcock, Orange County Board of Education; Mr. Joe Straley, Chapel Hill Town Council ; Mrs. Ruth Long, Hillsborough Board of Commissioners; Mr. Don Willhoit, Orange County Board of Commissioners. Vote: ayes, 4; noes, 0. There being no further business, Commissioner Barnes moved, seconded by Commissioner Willhoit, the meeting be adjourned. Vote: ayes, 4; noes, 0.
