HomeMy WebLinkAboutMinutes - 19890601 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS BUDGET WORK SESSION JUNE 1, 1989 The Orange County Board of Commissioners met in Special Session on June 1, 1989 at 8:00 a.m. for a work session on the Manager's proposed 1989-90 budget. BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr. , and Commissioners Stephen Halkiotis, John Hartwell, Shirley E. Marshall and Don Willhoit. STAFF PRESENT: County Manager John M. Link, Jr. , Assistant County Managers Albert Kittrell and Ellen Liston, Extension Director Fletcher Barber, Recreation and Parks Director Mary Anne Black, Clerk to the Board Beverly A. Blythe, Data Processing Director Keith Brooks, Finance Director Ken Chavious, Purchasing Director Pam Jones, Tax Assessor Kermit Lloyd, MPA Intern Beth McIver, Department on Aging Director Jerry Passmore, Social Services Director Marti Pryor-Cook, Health Director Dan Reimer, Child Support Director Janet Sparks, Budget Analyst Donna Wagner, EMS Director Nick Waters and Personnel Director Addie Wright. John Link stated that the morning work session would deal with the aspects of revenue and tax base, salary and insurance, and the budget for the Department of Social Services. NOTE: ALL THE INFORMATION THAT WAS PRESENTED IS IN THE BUDGET DOCUMENT. REVENUE AND TAX BASE A slide presentation was made. The general fund revenues were outlined including the income that may be expected from the property tax, the sales tax, licenses and permits, intergovernmental and charges for services. MERIT PROGRAM John Link stated that it is important for those employees who are doing an outstanding job to receive merit. He has recommended in his proposed budget that the effective date for merit be the employee's anniversary date. Performance appraisals were discussed. Performance appraisals will be based upon a workplan and the result of the performance of an individual. HUMAN SERVICES John Link went through the budget document highlighting particular changes in the various departments. Marti Cook explained the request for a nurse for the in-home care program. There are certain tasks that can only be provided by a nurse. This service is provided to citizens who otherwise would be in a nursing home. She explained she has talked with the Health Department about this position and determined that the best way to provide the service as well as the administrative duties is to have the position in the Social Services Department. John Link continued highlighting the Human Service Departments. In the Department on Aging budget, Commissioner Hartwell questioned the figure for transportation. He asked that this entire budget be reviewed this year and that the entire financial cost of transportation as well as the current organizational structure be studied. K With no further items to be considered at this work session, Chairman Carey adjourned the meeting.
