BACKGROUND: On May 9, the SOCF Steering Committee of six elected officials from Orange County, Chapel Hill and Carrboro agreed to a list of 18 persons recommended to serve on the SOCF Task Force. The Steering Committee met on four occasions between April 3 and May 9 to develop the recommendations from a total of 134 applications received. The Task Force will be comprised of 26 citizens charged with building a sense of community across rural and urban boundaries, as well as developing a countywide vision for the future on a wide range of issues. This project is being jointly funded by Orange County and the Towns of Chapel Hill and Carrboro with a duration of 30 months. 2 The 18 persons recommended for appointment are being sent to the elected boards of Orange County, Chapel Hill and Carrboro for confirmation. Each board is asked to confirm the list of 18 names, and then add two additional members each of its own choosing. The Town of Hillsborough is not participating financially and has no representation on the Steering Committee or confirmation authority. However, the Town Board has been allotted two appointments to the Task Force. Upon completion of the above steps, the SOCF Task Force of 26 persons will be complete. The Board of County Commissioners is the final body to consider these appointments. The Town of Hillsborough has appointed Warren Jones and Barbara Page to serve as the Town's representatives on the Task Force. On May 28, the Carrboro Board of Aldermen confirmed the list of 18 names, and will consider two additional appointments on June 4. The Chapel Hill Town Council has also confirmed the list of 18 names, appointing Ellen Ironside and Eddie Williams as additional members at their May 29 meeting. A memorandum from SOCF Steering Committee Chair Joyce Brown is attached along with the list of recommended appointments. To assist in making the two additional appointments, a spreadsheet which lists basic information about the applicants is also provided. In making their recommendations on appointments, the Steering Committee agreed that elected officials, candidates for elected office, and department heads at the local government level should not be appointed to the Task Force-but would be welcome to participate in other ways. The Board of Commissioners is not obligated to select its two additional appointments from the list of remaining applicants, although the other elected boards have done so. Once appointments are complete,the Task Force will convene for its initial meeting, probably in August. The Steering Committee of two elected officials from Orange County, Chapel Hill and Carrboro labored diligently over the past 45 days to complete its charge of recommending names for the task force - a group of citizens which will seek to build community and develop a countywide vision for our common future. 4 In all, 134 applications were received for the Task Force. The large number of strong applications made the selection process quite difficult. Even so, the Committee Is very appreciative of the expression of interest and willingness to serve of those citizens who applied. While only 26 persons will be appointed to the Task Force, we sincerely hope that all of the persons interested in serving will have the opportunity to do so as part of strategic issue committees (which will be created further along in the SOCF process). The Steering Committee gave careful consideration to each and every application, as evidenced in the four meetings that were needed to narrow down the list to 18 persons. The Committee asks that each of the governing hoards confirm the list of recommended appointments and appoint two additional members each. This, along with the Town of Hillsborough's two allotted appointments, will complete the 26-member Task Force. As the process moves along, the Steering Committee would like to continue to oversee the project. The Steering Committee strongly supports involving all applicants, and as many citizens as are interested in participating in this important initiative. A letter will be sent to all applicants, thanking them for their interest and making sure they are aware of the other opportunities for involvement in Shaping Orange County's Future. The Steering Committee hopes that you will find the recommended Task Force appointments acceptable and will be able to identify two additional persons for appointment.
