PURPOSE:
To present a report from the Human Services/Welfare Reform Task Force.
BACKGROUND:
In February, the Board of County Commissioners authorized a Human Services/Welfare
Reform Task Force and charged it to present, by June 3, 1996, recommendations on:
measurable county-wide outcomes in human services, human service priorities for the
county and the acceptable minimum service levels (safety net)for children and families,
and current resources and the gaps in resources to support the safety net for children and
families.
This is an Interim Report.
RECOMMENDATION(S):
Receive the Interim Report as information.

Vision Statement:

County should contribute to and participate in the well-being of the community to the
extent they are able.
Mission Statement:
Human service providers and funders in Orange County will use a coordinated,
efficient, and effective network of resources to provide a continuum of corrective and
preventive services to promote optimal economic,emotional, physical,-and social well-
being for all citizens.
Outcomes Criteria:
Any human service outcome statements will:
• be measurable,
• support our vision,
• provide a basis for setting priorities
• focus on people.
• reflect the needs and input of all stakeholders,
• reflect trends and events,
• reflect reality;i.e.,do not cost more than we have and yet are not driven by resources
