Purpose: To consider establishing committees for each school district that would advise the Board of
Commissioners concerning growth and land use issues relating to schools.
Background: Please refer to attached memorandum to BOCC and Manager from Commissioner Gordon that
was shared and discussed briefly at the December 6 BOCC Retreat. The Board asked that this
be placed on the December 17 agenda for further discussion.
Recommendation: As the Board deliberates the Manager recommends that the Commissioners consider the
following:
(1) The interrelationship of this effort with other BOCC goals such as impact analysis
and GIS applications
(2) Development of a timeline that may relate to other outcomes expected by the BOCC
(3) The staff required and whether staff from the school districts and towns would be
expected to participate
The Manager and staff will respond with follow-up on this item and report to the Board
as you deem appropriate.

Subject: Schools and Land Use Council (one per school district)

Background: In Orange County, a number of elected officials make
decisions that affect schools. The towns and county make land use
decisions and approve developments which can increase the
numbers of school childrL i. The school boards are responsible for
school policy and school buildings,while the county is responsible for
providing adequate school facilities. It would be good public policy
to coordinate the efforts of these jurisdictions, and to that end the
following two committees are proposed.
Purpose: To advise the Board of Commissioners concerning growth
and land use issues relating to schools.
Cbarge: To develop a coordinated plan for approving developments,
accounting for the impact of the developments on school capacity,
siting schools, and building schools to meet demonstrated need in a
timely manner. After the plan is developed and approved by the
participating jurisdictions, the council would meet as needed to
advise the BOCC concerning the implementation of the coordinated
plan, and related issues. The council could provide advice and share
information with all affected jurisdictions, as requested.
Membership: The minimum number of members would be as shown
below, and the maximum would be one more member per
jurisdiction. The representatives for each jurisdiction would be
elected officials chosen by that jurisdiction.
(1) Orange County School District 1 Hillsborough Town
Commissioner, 2 Orange County School Board members, 1 County
Commissioner
(2) Chapel Hill-Carrboro School District: 2 Chapel Hill Town
Council members, 2 Carrboro Board of Aldermen, 2 CHCCS School
Board members, 1 County Commissioner
Implementation: Ascertain the interest of other jurisdictions and ask
for the appointment of members, If a jurisdiction Is interested.
Develop a time schedule for the development of a coordinated plan.
