PURPOSE: To present a proposal for codification of all the County
ordinances .
BACKGROUND: All County ordinances are kept in two large volumes. When
amendments are approved, the ordinances are updated with the new
material . This has caused the volumes to become enormous and hard to
follow, with all the superseded information therein.
Codification of the ordinances will involve a complete review of all
the County ordinances by a staff of attorneys . This is done to
eliminate all conflicts and inconsistencies between the ordinances and
State and federal laws. Once reviewed, all inconsistencies will be
reviewed with the County Attorney, County Manager and County Clerk.
The code will then be set in type and thoroughly proofread for errors .
They will be delivered in D-ring binders, and available on CD-ROM or
disk. The County ordinances will reside on the Municipal Code home
page and be available on the Internet . The entire procedure is
outlined in the proposal from Municipal Code Corporation (MCC) that has
been provided under separate cover with this agenda.

The base cost for codification of general ordinances will be $9, 500 .
The base cost for codification of land development ordinances will be
$8, 800 . Additionally, the County may choose to obtain additional
services in the future from MCC, as outlined on the quotation sheet .
Payments to MCC required in FY 1996-97 total $5, 000 . These funds are
already available in the FY 1996-97 budget . The balance of funds for
completion of the codification proposal will be included in the
recommended FY 1997-98 budget .
RECONNENDATION: The Manager recommends that the Board approve the
codification proposal from Municipal Code Corporation, and authorize the
Chair to sign, subject to final review by the County Attorney.
