BACKGROUND: In November, 1994 the Board entered into an agreement with the Chapel Hill- Carrboro Schools for the operation of the Carrboro Library in the McDougle Middle School. On May 1, 1995,the library opened. On October 25, 1995,representatives from Chapel Hill-Carrboro Schools, Friends of the Carrboro Library,Hyconeechee Regional Library, and Orange County began meeting to revise the contract. In December 1995,the representatives finalized revisions to the Carrboro Library Contract. Although the representatives had agreed on new terms for the Carrboro Library Contract for the 1996-97 fiscal year,the County received correspondence during April and May 1996 from the Regional Library,Friends of the Carrboro Library,Town of Carrboro and Chapel Hill-Carrboro Schools expressing concerns regarding two provisions of the revised contract: material selection and governance. These were cited as obstacles preventing the library from becoming a true public library and a branch of the Orange County Library. On June 11, 1996,the Chair of the Board of County Commissioners convened a meeting with chief elected and appointed officials representing the Town of Carrboro, Chapel Hill-Carrboro Schools, Friends of the Carrboro Library and Hyconeechee Regional Library. After discussing possible operational arrangements, all officials concluded the Carrboro Library should operate under the policies/procedures of the Orange County Library as a branch rather than through contractual agreement with the School System. i 2 TRANSITION PLAN , Organization Structure As a branch of the Orange County Library,the Carrboro Library would remain in the McDougle Middle School. However, library staff would become Orange County employees, supervised by the Orange County Librarian and all policies/procedures would be developed by the Orange County Library. Chapel Hill-Carrboro Schools would function basically as a"landlord"with a contract between the School System and the County regarding terms under which the school facility and collection would be shared. On November 7, 1996 the Chapel Hill-Carrboro Schools approved the attached contract. Materials/Collection County staff has met with the principals of the McDougle Elementary and Middle Schools to determine the placement of public library materials including books in the school library. While acknowledging the sensitivity of materials for adult level readers in the elementary and middle school library, all agreed on a location for public library materials which would protect the integrity of the educational setting and the public library. Official Name The County representatives on the Hyconeechee Regional Library Board suggest the name for the branch be "Orange County Public Library- Carrboro Branch." Staffing The Carrboro Library has been staffed by a Chapel Hill-Carrboro Schools permanent part time 20 hour Librarian position which is vacant(previously held by Ms. Shelly Worman) and two temporary library pages. The Friends of the Carrboro Library also have provided volunteers to staff the library. In the interim period since Ms. Worman's resignation in August, the Orange County Public Library has worked jointly with the Chapel Hill-Carrboro Schools to staff the library. To implement the Carrboro Library as a branch of the Orange County Public Library: 1. The Orange County Librarian plans to appoint James Lehrer of the Orange County Library staff as Carrboro Branch Head and to transfer Mr. Lehrer in his current Library Assistant III position to that location. Mr. Lehrer currently is head of circulation and evening and weekend operation in the main County library. Following the reassignment, Personnel will conduct a classification study of Mr. Lehrer's position and classify the position based on the duties as Carrboro Branch Head. 2. It is proposed that the Board of Commissioners: • Increase the hours of Mr. Lehrer's permanent part time position from the current 25 hours to 30 hours as Carrboro Branch head. This will provide for some necessary work time and meeting time for library functions during non-operating hours. 3 • Establish a new permanent part time 25 hour position of Library Assistant I at salary grade 59 to perform general library support duties in the Carrboro Branch including cataloging, circulation, reference assistance and general assistance to patrons. These are staffing functions which have been in part performed by the Friends. With this change the Friends volunteers will be able to focus on a more traditional Friends role in support of the Library. • Establish a new permanent part time 30 hour position of Library Assistant III at salary grade 63 to replace Mr. Lehrer's position in the main library in Hillsborough and provide five additional hours of coverage for circulation automation. In addition, the temporary library page staffing in the Carrboro Branch will continue. Funding Funds to implement the changes proposed are available within the funds budgeted in the 1996-97 budget. Revenues - 1996-97 Orange County $60,000 Town of Carrboro 4,000 Total $64,000 RECOMMENDATION: The Manager recommends the Board approve effective December 2, 1996: 1. Establishing the Carrboro Library as a branch of the Orange County Public Library. 2. Designating the name of the library as"Orange County Public Library- Carrboro Branch". 3. Contract between the County and Chapel-Hill-Carrboro Schools and authorize Chair to sign. 4.
