SUBJECT: Whitted Permanent Meeting Room Review and Approval of Technology Design
Elements

PURPOSE: To:
1) review and approve the technology design elements of the Whitted Permanent
meeting room; and
2) authorize the Interim County Manager to award the construction bid for the project
up to the capital project budget during the Winter break, subject to final County
Attorney approval.
BACKGROUND: On September 17, 2013 the Board of County Commissioners approved the
schematic design of the Whitted permanent meeting room and authorized the Manager to
proceed in the development of Construction Documents for the project. The Board requested
that the technology to be installed within the facility be presented to the Board for review and
comment prior to the project being advertised for bid. County staff, along with the project
designer, Corley, Redfoot Architects of Chapel Hill, NC, and the County's technology
consultant, Sound Advice of Winterville, NC, have developed a robust technology solution for
the facility that will address room acoustics, sound projection and clarity, visual aids, television
coverage, internet streaming coverage, and ease of operations. David Taylor with Corley,
Redfoot Architects will present these solutions to the Board.
The following timeline represents the estimated delivery of the overall project:

Based upon the actual construction start and finish, along with final component testing and
commissioning, the room may be available as early as the last regular BOCC meeting in
Hillsborough in June 2013.
The Board may recall that staff had planned to conduct the site work for the project during the
fall months of 2013 prior to the winter season in order to deliver the approved site developments
well in advance of the interior upfit project. Unfortunately, only one bid was received for this
work in October and the site work project was not awarded. The site work will be packaged with
the overall project bid solicitation and will be constructed as part of the overall project during the
spring of 2014.
FINANCIAL IMPACT: The BOCC has approved $1,500,000 for this project as part of the
FY2013-14 Capital Investment Plan.
RECOMMENDATION(S): The Interim County Manager recommends that the Board:
1) review and approve the technology design elements of the Whitted Permanent meeting
room; and
2) authorize the Interim County Manager to award the construction bid for the project up to
the capital project budget during the Winter break, subject to final County Attorney
approval.
