Purpose: To consider amending the Orange County Personnel Ordinance,
Article IV, Section 10.0, Petty Leave to clarify coverage and
permit more than two hours of earned, unused Petty Leave to be
used for necessary absence in periods of hazardous weather.
Background: Attached is a draft revision to the Petty Leave section of the
Orange County Personnel Ordinance. The draft changes are
shown in boldface type on the attachment and provide for the
following:
• Clarification that Petty Leave earning is prorated for a
permanent part time employee.
• Provision that, when hazardous weather conditions occur,
the employee may use earned, unused Petty Leave in
excess of the two hour limit for necessary absence.
Currently the maximum amount of Petty Leave which may be
used at any one time is two hours. This change would
provide the employee an additional option, with the
supervisor's approval, to cover necessary absence due to
hazardous weather conditions.

• Clarification that Petty Leave is earned only when the
employee works or is on paid leave one-half or more of the
work days in the month.
The draft revision does not change the amount of Petty Leave
earned or uses of Petty Leave.
Recommendation: The Manager recommends the Board adopt the attached
revision to the Orange County Personnel Ordinance, Article IV,
Section 10.0, Petty Leave.

10.0 Petty Leave
10.1 A permanent full time employee of the County Abe gamed earns 70 minutes
per month or 14 hours Petty Leave with pay per year. evef-and above Sisk Le
or-Vaeation Leave. A permanent part time employee (regularly scheduled at
least 20 hours each workweek) earns Petty Leave on a prorata basis.
10.2 Petty Leave may be granted for personal matters which cannot be transacted
outside of office hours(Le.,time lost reporting to work, medical and legal
appointments, and absences due to adverse hazardous weather conditions).
10.3 Petty Leave may be taken in increments of 15 minutes up to a maximum of two
hours, with the department head's or supervisor's peen approval. When
hazardous weather conditions occur,the employee may use earned,unused
Petty Leave in excess of the two hour limit.
10.4 Any leave taken above two hours wide is charged to Vacation Leave, Sick
Leave, or leave without pay as may appropriate, except as provided in Item
10.3 for hazardous weather conditions.
10.5 Petty Leave not taken by the end of each fiscal year will be is purged. Petty Leave
will does not-be-el� accumulate from fiscal year to fiscal year.
10.6 Petty Leave records must be are kept on by the department level.
10.7 Petty Leave is earned during any month in which the employee works or is
on paid leave one-half or more of the work days in the month. Petty Leave
