PURPOSE: To consider adoption of a resolution required by FEMA for the processing of
reimbursements to governmental entities.
BACKGROUND: During the past few months staff has been documenting expenditures related
to Hurricane Fran. Recently, this documentation was reviewed by FEMA field representatives
and submitted to the state for reimbursement. Staff has been contacted by the State Disaster
Relief Office and was informed that the County needed to adopt a resolution officially
authorizing an agent to act on behalf of the County in matters related to the reimbursement.
The attached resolution is prepared in the format required by the State and authorizes the Finance
Director to act as the County's agent.
RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution and
authorize the Chair and the Clerk to the Board to execute.

DESIGNATION OF APPLICANT'S AGENT
RESOLUTION
BE IT RESOLVED BY The Board of County Commissioners OF The County of
Orange, North Carolina,
THAT Kenneth T. Chavious, Finance Director, is hereby authorized to execute for
and in behalf of Orange County Government, a public entity established under the laws of
the State of North Carolina, an application and to file it in the appropriate State office for
the purpose of obtaining certain Federal financial assi.-tance under the Disaster Relief Act
(Public Law 288, 93rd Congress) or otherwise available from the President's Disaster
Relief Fund.
THAT Orange County Government, a public entity established under the laws of
the State of North Carolina, hereby authorizes its agent to provide to the State and
Federal Emergency Management Agency (FEMA) for all matters pertaining to such
Federal disaster assistance assurances and agreements as stated in the application.
