BACKGROUND: The Board of Commissioners has indicated its intention to appoint a Capital Needs Advisory Committee to review school and County capital needs and provide advice to the Board concerning the composition of a proposed November 1997 Orange County bond referendum. At the November 19, 1996 meeting,the Board directed staff to draft a proposed charge to this Capital Needs Advisory Committee and bring it to the Board for consideration at the December 2, 1996 meeting. The approved charge would be publicized to assist citizens in determining whether they wish to apply to serve on this committee. Staff suggests the Board consider the following elements of a proposed charge to the Committee: • review the needs for new schools in the 10 year Capital Improvement Plan(CIP), as identified by the Orange County and Chapel Hill-Carrboro City Schools • review the capital needs identified by County departments in requests submitted for the 1997- 2007 CIP • familiarize itself with the current long-range school capital funding plan approved by the Board of Commissioners at the October 15, 1996 meeting • confirm the need for, and timing of, new school construction projects, considering current and projected student populations 2 • make recommendations to the Board of Commissioners concerning elements and size of the proposed November 1997 bond referendum • complete its work by March 5, 1997, so that recommendations can be incorporated into the Manager's Recommended 1997-2007 CIP, which is tentatively scheduled for presentation to the Board of Commissioners at the March 18, 1997 meeting of the Board of Commissioners The Board may wish to add to, or otherwise modify these suggested elements of the charge. Because of the relatively tight timeframes associated with development of the Recommended 1997- 2007 CIP, it would be helpful if the Board approves the composition of the Capital Needs Advisory Committee at the December 2 meeting, with an eye to making formal appointments to the Committee at the December 17 meeting. This would permit the Committee to hold its initial, facilitated meeting in early to mid-January and provide adequate time for the meetings that may be necessary for the Committee to complete its work by March 5, 1997. A suggested composition of the Committee is: 3 members nominated by the Orange County Board of Education; 3 members nominated by the Chapel Hill-Carrboro Board of Education; 1 member nominated by the Orange County Recreation&Parks Advisory Council; and 6-8 members appointed at large by the Board of Commissioners. The Board may wish to add to, delete from, or otherwise modify the composition of the Committee as suggested here. RECOMMENDATION(S): The Manager recommends that the Board approve the charge to, and composition of,the Capital Needs Advisory Committee; and direct staff to arrange for the services of a qualified facilitator at a cost not to exceed $10,000.
